FLORIDA 32958 TELEPHONE (561) 589-5490 Iq FAX (561) 589-6209 CITY OF SEBASTIAN CITIIZENS BUDGET REVIEW COMMITTEE MINUTES June 22, 2000 The Citizens Budget Advisory Review Committee Meeting was called to order by Larry Napier at 6:05 p.m. Mr. Napier asked for the Pledge of Allegiance. Roil Call: The following members were present: David Folkening Herbert Munsart Larry Napier Gene Rauth - Excused Absence David Foster- Arrived @ 6:30 p.m Sara Marshall Excused Absence: Richard Smith Staff Members present were Sally Grunzweig, Recording Secretary, Mark Mason, Director of Finance and City Manager Terrence Moore. ANNOUNCEMENTS: Mr. Moore, City Manager welcomed the Budget Advisory Committee, and announced that he looked forward to working with them on the Budget process. NEW BUSINESS: Appointment of Chairman and Vice-Chairman: Motion by Rauth/Munsart to appoint Larry Napier, Chairman A voice vote was taken 5-0, motion carried. Motion by Folkening/Napier to appoint Gene Rauth, Vice Chairman A voice vote was taken 5-0, motion carried. Mr. Mason informed the committee that the property tax rate of $5 per $1,000 assessed property value should not have to be increased. Mr. Mason said there are no final figures reached for the budget. Mr. Mason outlined three specific areas in the Budget Summary. 1. Maintaining and enhancing the services for the City of Sebastian. 2. Providing a source of funding for Capital Outlay, specifically old vehicles that are falling apart. Low-interest loans are available and sponsored by the Florida League of Cities to be repaid over a five year period. 3. Capital Projects area. The continuation of the road paving project, which was funded from last years budget, regrading enhancements of the swales, and the additional road construction of Schumann and Barber Street. A $600,000 project is included to rebuild the Golf Course greens, tee boxes, and the sand traps and also looking at the Enterprise Fund to do some enhancements at the Airport. Mr. Mason informed the committee that there will funding for only one new employee, a maintenance worker, for the Parks and Recreation Department. Mr. Moore, City Manager said there will be an addition of another position, an Airport Manager full time. CHAIRMAN MATTERS: Mr. Napier complimented Mr. Mason and the City Manager on the excellent presentation of this years budget. Gene Rauth and David Folkening informed the Chairman that they will not be present for the June 29, 2000 meeting. Motion by Mr. Napier/David Folkening to adjourn meeting at 6:40 p.m. A voice vote was taken 6-0 to adjourn.
