CITIZENS BUDGET ADVISORY REVIEW COMMITTEE
JUNE':2~ 1999
The Chairman called the meeting to order at 6:00 PM. The Chairman asked for the
Pledge of Allegiance.
Roll Call: The following members were present:
Angela Sherbrook
Richard Smith
Larry Napier
David Folkening - Excused absence
Gene Rauth
Ed Gilcher
Herbert Munsart
Staff members present were Sally Grunzweig, Recording Secretary, Mark Mason,
Director of Finance, and John Vanga~twerp, Interim City Manager.
Approval of Minutes June i:O ,1999 - Motion to approve by Larry Napier, second by
Angela Sherbrook, passed unmimously.
New Business: Director of Finance Mark Mason introduced the beginning stage of a new
budget process known as Performance Budgeting, which he has implemented in the new
budget. Mr. Mason discussed goals and objectives. The first goal is to identify the
programs each department has in place. The Police Department budget for the first time
has divided into four separate divisions; administrative, uniform, detective, and dispatcll.
Another goal is to identify the programs each department has in place. In addition,
discussion ensued concerning Public Works Department, Golf Coarse and Airport
Enterprise Funds. Recommendation was made to start at the beginning of the budget at
the next meeting and discuss each department individually again.

Motion to adjourn at 8:20 PM was made by Angela Sherbrook second by Richard Smith.
Motion passed unanimously.
