HomeMy WebLinkAbout07071999 CITY OF SEBASTIAN CITIZENS BUDGET ADVISORY REVIEW COMMITTEE July 7, 1999 The Chairman called the meeting to order at 6:00 PM. The Chairman asked for the Pledge of Allegiance. Roll Call: The following members were present: Angela Sherbrook Richard Smith Larry Napier David Folkening - Excused Absence Gene Rauth Ed Gilcher Herbert Munsart Staff members present were Sally Grunzweig, Recording Secretary, Mark Mason, Director of Finance and Terrence Moore, City Manager. Approval of Minutes June 28, 1999 - Motion to approve by Mr. Munsart and second by Ed Gilcher, passed unanimously New Business: Terence Moore, the new City Manager introduced himself to the board members. Mr. Moore emphasized his commitment to the concept known as performance budgeting, as was discussed by Mr. Mason at the June 28, 1999. Director of Finance Mark Mason informed the committee that Sebastian has already achieved a balanced Budget at $6.34. Mr. Mason informed the board that he will be able to give specific figures after the next City Council meeting. Member's Comments - The committee members informed Mr. Mason that until specific revenues can be been seen at the July 22, 1999 meeting they will not be able to comment on the budget. Considerable discussion took place regarding last year's Budget Advisory Recommendations to the City Council. Nine recommendations were presented to City Council last year. The Committee has recommended to bring back two recommendations: (1) The feasibility of the reorganization and transition of the current dispatch system with a goal of transitioning the current system to a backup system for the County with the County having responsibility for the Sebastian Police in response to 911 calls. (2) Revisit the hiring of future police officers by reviewing the criteria of justification used in determining the ratio or number of officer required per population. Staff Comments: City Manager Terrence Moore stated to the committee that he was very glad to be here and was very glad there was a Budget Advisory Committee in place at the City of Sebastian. input from the Public - None Motion to adjourn at 7:20 PM was made by Larry Napier second by Herbert Munsart. Motion passed unanimously.
