Roll Call: The following members were present: David Folkening - Excused absence Herbert Munsart Larry Napier Gene Rauth David Foster- Excused absence Sara Marshall Richard Smith Staff Members present were Sally Grunzweig, Recording Secretary, Mark Mason, Director of Finance. APPROVAL OF MINUTES (6/29/00) Motion by Herbert Munsart/Gene Rauth A voice vote was taken. 5-0 motion carried. ANNOUNCEMENTS: None NEW BUSINESS: Board member Richard Smith questioned Mark Mason, Director of Finance about a $4,500 budget allocation for overtime for the City's two code-enforcement officers. The Code Enforcement Division was reassigned to the Police Department May 1s' from the Growth Management Department. Lt. Chanse Reardin, supervisor of the code-enforcement officers, informed members of the City Council that police officers would respond to emergency code violations on weekends. All other complaints would be held until Monday when the code enforcement officers returned to work. Mr. Mason said he would look into the allocation for overtime for the code-enforcement officers. Mr. Smith also questioned Mr. Mason about the police administration overtime that increases to $8,736 for fiscal 2001 year from a projected $1,000 expense this year. Mr. Mason explained the increase reflects additional time records clerks in the Police Department are expected to spend working on records management for code enforcement of the City's new burglar alarm ordinance. Mr. Mason said the proposed budget projects property tax rate of $5 per $1,000 assessed property value. This is the same rate as the 1999 property tax rate. The council last year cut the property tax rate by $1.50 per $1,000 assessed property value. Board Chairman Larry Napier said board members might consider making a recommendation regarding the code-enforcement budget especially the spending of overtime for police calls. Resident Sal Neglia questioned board members about the salary discrepancy for the two cod- enforcement officers. Mr. Mason said the proposed salaries for the new fiscal year are $35,500 for a certified police officer, and $24,500 for the code enforcement officer who is not a certified police officer. Resident Tut Connelly questioned board members about the proposed property tax rate for this year. CHAIRMAN MATTERS:-NONE MEMBERS MATTERS: - Herbert Munsart requested an excused absence for the July 27th meeting.
