Any person who decides to appeal any decision made by the Budget Advisory Committee with respect to any matter considered at this meeting will need a record of the proceedings and my need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Pledge of Allegiance was said. ROLL CALL: Present: Mr. Bishop Mr. Connelly Mr. Munsart Mr. Napier Mr. Smith Ms. West Also Present: Thomas Frame, City Manager Janet Isman, Finance Director Nancy Veidg Recording Secretary Martha Campbell, City Engineer AGENDA MODIFICATIONS - none APPROVAL OF MINUTES 7/29/98 MOTION by Napier/Smith , I move to accept the minutes of the July 29, '1998 meeting. Voice vote was taken. ~ vote was 7 - 0. Motion carded. OLD BUSINESS - Mr. Frame confirmed that the cost of the Police Department defibrillators was removed from this budget. NEW BUSINESS - Discussion of budget items Ms. Isman gave a brief description of the Trust Funds. The Cemetery Trust Fund is support by half of the amount of Cemetery lot sales. The money is restricted to Capital Improvements for the CemeteW. The Law Enforcement Confiscated and Abandoned Trust Fund is legislatively set up and is supported by a portion of the proceeds of any confiscated or abandoned property that is sold. The funds are restricted to Capital Outlay for the Police Department. The Law Enforcement Education and Training Trust Fund are funds that are received through the State from fines. The funds are restricted to specific travel and education costs for seminars for the Police Officers. The Employee Benefit Public Safety is supported by contributions from the public and the General Government Employees Benefit and Welfare Trust Fund is supported by Coke and food machine sales. These funds are used for purchases for the break rooms and certain employee events. Mr. Connelly requested more information regarding the expenses and revenues involved in the MACE unit. Mr. Frame will supply a detailed report. Mr. Frame explained the uses of the Capital Improvement Budget, the anticipated revenues and proposed expenditures. He explained the Local Option Gas Tax. Any expenditures from these funds must be transportation oriented. The Discretionary Sales Tax will expire in the year 2004. Ms. Campbell gave a brief description of Capital Projeca. Mr. Frame will supply the Committee with additional information regarding the purchase of the vacuum truck. Mr. Barczk requested additional information regarding overtime for Police Dispatch. There was discussion regarding travel and education for Legislative. There was discussion regarding the Codification of Ordinances for the City Clerk Department. There was discussion regarding the Police Dispatch operations. MOTION by Smith/Bishop The our final report to the City Council include language that directs the City Manager and the Chief of Police to study the current dispatch sysUan with the goal of transitioning the current system to a backup system for the County with the County having primary responsibility for radio dispatching Sebastian Police in response to 911 calls. Specific elements of the study should include as a minimum: Improving response time by eliminating double handling of emergency calls; Sebastian dispatchers providing backup and redundancy to the County system and providing 24 hour support to Police Officers from a fixed site; Twenty four hour manning of the Police station; Improved cooperation and backup between City and County Law Enforcement; in the long term, reducing dispatch staffing from 2 to I dispatchers around the clock; Implementing a system for dispatchers to help Police Officers prepare reports thereby increasing overall Police patrol time, s/milar to the County's CARE program; Reducing overall spending on the Police Dispatch system while approving efficiency, Providing for a transition over time that ensures overall effectiveness and does not have an adverse impact on morale and esprit of the dispatchers and police officers. Voice vote was taken. The vote was 7 - 0. Motion carded. Mr. Bishop was excused from the meeting at 3:45. Mr. Connelly expressed concerns regarding the new Police vehicles, Auto-track on-line services, investigations, and the lights and sirens for new vehicles. MOTION by Napier/Munsart I make a motion to direct staff to look at a RFP for health insurance. Voice vote was taken. The vote was 6 - 0. Motion carried. Mr. Smith presented his input to thc Budget, since he will be absent for the next two weeks. Ms. West sugg~ed that job descriptions and job titles be updated to reflect the duties of employees.
