The meeting was called to order at 1:03 P.M.

AGENDA MODIFICATIONS - none
APPROVAL OF MINUTES 8/12/98
MOTION by Napier/Munsart
I move to adopt the minutes of the August 12, 1998 meeting.
Voice vote was taken. The vote was 5 - 0. Motion carried.
The Committee reviewed the DraR Rea:ommendafions to City Council and made minor revisions.
The Committee reviewed the letter from Karen West regarding her recommendations to Council.
No action was taken.
There was discussion regarding the cost effectiveness of the Police Department's involvement in
the County's MACE Unit. It was decided to add an additional recommendation as follows:
The City Council should direct the City Manager to prepare a comparison cost/benefit analysis
comparing the City's costs and benefits with participation in the County MACE program as
compared to not participating in the County MACE program.
There was discussion regarding Police Depamnent personnel issues. The consensus was that this
issue was out of the scope of this Committee.

The Budget Advisory Committee will conduct a meeting on Wednesday,
August 19, 1998 at 1:00 p.m. or soon thereafter, in the City Council
Chambers, City Hall, 1225 M~in Street, Sebastian, Florida.
Any person who decides to appeal any decision made by the Budget Advisory Committee with respect to
any matter considered at this meeting will need a record of the proceedings and my need to ensure that
a verbatim record of the proceedings is made, which record includes the testimony and evidence upon
which the appeal is to be based (286.0105 F.S.)
In compliance with the Americans with Disabilities Act (ADA), anyone who need a special
accommodation for this meeting should contact the City's ADA coordinator at 589-5330 at least 48 hours
in advance of this meeting.
