Salvatore Neglia Chuck Neuberger (a) EXCUSED ABSENCE: Cindy Lou Dierkes (a) ALSO PRESENT: Robert Massarelli, Community Development Director Ann Brack, Recording Secretary APPROVAL OF MINUTES: (May 27, 1997) MOTION by Donini/Connelly I'll move that the minutes bc accepted as shown. Chmn. Dabrowski announced that the minutes were approved as read. There was no objection. OLD BUSINESS: STREET LIGHTING Mr. Massarelli explained that the drawings that the Task Force members were given were developed by CRA who is the engineering consultant for the Community Development Block Grant. He noted that from a consensus at the last meeting, pole lights were indicated, and these drawings show spacing for pole lighting along the proposed walkway along Indian River Drive. He noted that the drawing is based on an eighty-five foot (85') spacing, but also pointed out that spacing could vary, depending on type and quality of lighting fixture, and other intrusions along the walkway. Also pointed out by Mr. Massarelli is a practical problem of coordination between this project and the DOT sidewalk project. He noted that this sketch is the one provided from DOT at their sixty per cent (60%) drawing, and mentioned that DOT had not responded to all of the requests made by the City on this drawing. He then noted that the budget for the lights is $183,000.00, however, there may be money left over from the parking area that could be reallocated. CITIZEN ADVISORY TASK FORCE MINUTES OF REGULAR MEETING OF JUNE 1.6, 1997 There was discussion on installing the lighting fixtures before or after the sidewalk installation and the pros and cons were considered. Mr. Massarelli said that he has not yet been able to get a firm date of installation from DOT on the walkway. At this point, the Task Force members went through the drawings, page by page. Mr. Massarelli explained thc lighting placement and commented that the placement of the observation pier has been relocated. He noted areas where the City asked DOT to curve the sidewalk. Other issues discussed were where light poles could be staggered; pedestrian crosswalks; lift stations; pedestrian traffic at the Main Street boat ramp; consideration of bollard style lighting at the Main St. boat ramp area. Lighting at the Main St. boat ramp area was discussed at length, and it was agreed that the resident in the house on the waterfront adjacent to the boat ramp area needs to be contacted, to get an opinion on additional lighting and placement. It was noted that where driveways exist for deliveries by large trucks, lighting fixtures would have to be placed so that they do not interfere with this process. Mr. Massarelli noted that the parking issue in front of May's Marina has not been settled as yet. The Task Force members indicated that some bollard style lights might be considered for the area at Main Street. Mr. Donini commented that until this Committee knows the final budget amount for the lighting project, it is very difficult to select style and type and number of fixtures. Previously budgeted amounts are as follows: Total Grant Budget Lighting 183,000 Parking Area 265,000 Engineering 59,000 Administration 48,000 Parks 45,000 $600,000 Mr. Massarelli referred to a drawing of the proposed parking area at the CAV Corp property, which indicates six (6) driveway entrances, parking area, overflow area, stabilized area, and he explained how the parking area would be marked, and what materials would be used. He noted that there is an existing well on the property that will be diverted to a new pump house and used for irrigation for the landscaping in the right-of-way. The City must follow the Codes, and it was felt this was a good compromise. He also noted the sidewalk shown on the north side of Fellsmere Road running east from U.S. 1, which is Grant eligible. He should have a budget for this part of the Grant by Thursday, June 19th. Lighting for this parking area has not been considered up to this point, but could be looked at. This was discussed. He noted that this will go to City Council on June 23, 1997 for approval. He also reminded members that they do have $183,000.00 to deal with lighting. Another idea could be to do some traffic calming projects to slow traffic, and give it a different character and help enhance the entire area near Riverview Park, east of the CAV Corp property. The possibility of traffic circles is also being analyzed. There was further discussion on the style of the lighting fixtures, and Mr. Massarelli presented the following consensus: using mostly pole lights, with a few bollards; fiberglass poles, placed on a raised base so lawn maintenance machinery won't affect them; sodium vapor for the lower initial cost and operation, that will blend with the lights already in the area; an old-style, flared-base pole with the glass globe on top. There was further discussion on installation costs and writing specifications for the bid process. Mr. Connelly asked for verification on the inclusion of review of the bid documents in the contract with the Tallahassee consultants. Mr. Massarelli verified this.
