THE MEETING WAS CALLED TO ORDER BY CHAIRPERSON RUTH SULLIVAN
AT 4:00 P.M.

MINUTES: A MOTION WAS MADE BY MR. DONINI, SECONDED BY
VICECHAIRPERSON DABROWSKI TO APPROVE THE MINUTES OF JULY 23,
1996.
VOICE VOTE, 5-0 MOTION CARRIED.
OLD BUSINESS: NONE
NEW BUSINESS: CHAIRPERSON SULLIVAN STATED THAT THE INDIAN
RIVER PROPERTY OWNERS ASSOCIATION HELD A MEETING ON AUGUST 3,
1996 CONCERNING A NUMBER OF ISSUES REGARDING THE WATERFRONT.
SHE PASSED OUT COPIES OF THE CONCERNS TO THE OTHER BOARD
MEMBERS SO THEY COULD SEE THE POSITIONS TAKEN BY THE PROPERTY
OWNERS IN THE AREA.
THE FIRST POSITION WAS TO DEVELOP A STANDARD SIZE BIKEPATH
ONLY WITH A MINIMUM OF 6 FEET WIDTH ALONG THE EAST EDGE OF
INDIAN RIVER DRIVE TO PROTECT EXISTING HOME AND BUSINESS
PARKING AND TO AVOID ESTABLISHING LEGAL LIABILITY FOR PRIVATE
PROPERTY OWNERS. THE REASON FOR THIS POSITION TAKEN IS TO
ELIMINATE THE 10 FOOT WIDE SETBACK FROM THE ROAD EDGE
REQUIRED FOR THE PROPOSED 8 FOOT WIDE WALKWAY. THIS PROPOSAL
RESULTS IN AN 18 FOOT WIDE DEVELOPMENT OF RIVERFRONT LAND
THAT WOULD DEPRIVE BUSINESS OWNERS OF NEEDED PARKING AND
DELIVERY SERVICES, WHICH IS A GRANDFATHERED iN USE. IT WOULD
ALSO BRING THE PROPOSED WALKWAY WITHIN INCHES OF THE FRONT
DOORS OF HISTORICAL HOMES AND BUSINESSES WHILE DESTROYING
LANDSCAPING, MATURE TREES AND AN UNUSUAL STAND OF BAMBOO.
THE SECOND POSITION TAKEN WAS THAT PARK BENCHES AND OTHER
PUBLIC USE EQUIPMENT BE BUILT AND INSTALLED ON PUBLIC PARK
LAND ONLY TO AVOID CREATING POTENTIAL LEGAL LIABILITY FOR
PRIVATE PROPERTY OWNERS. THE REASON FOR THIS POSITION IS
THAT THERE ARE TWO PUBLIC PARKS ALONG THE RIVER, MAIN STREET
BOAT RAMP & RIVERVIEW PARK, AND ADDITIONAL BENCHES COULD BE
ADDED AT THESE LOCATIONS. THERE WAS A THIRD POTENTIAL 150

FT. pARK ALONG THE RIVER'BETWEEN THE PELICAN PUB AND 1302
INDIAN RIVER DRIVE THAT COULD BE CLEARED AND HAVE PARK
BENCHES INSTALLED.
THE ASSOCIATION'S POSITION IS THAT NEW DECORATIVE STREET
LIGHTING SHOULD BE ON THE POLES ALONG THE EAST BORDER OF THE
RECOMMENDED BIKEPATH PLACED SO THEY DO NOT INTERFERE WITH
ACCESS TO HOMES AND BUSINESSES. THE REASON FOR THIS POSITION
IS THE NEW STREET LIGHTING WOULD BE AN ADDED SAFETY FACTOR
BUT IS NOT TO REPLACE EXISTING STREET LIGHTS OR PROPER
MAINTENANCE OF EXISTING LIGHTING ON PUBLIC PIERS.
THE ASSOCIATION'S POSITION IS THAT BOAT RAMPS AND FISHING
PIERS BE IMPROVED. THE REASON FOR THIS POSITION IS THAT THE
EXISTING BOAT RAMPS ARE BEING ALLOWED TO SILT OVER AND MAKING
USE OF THE RAMPS MORE DIFFICULT. THE ASSOCIATION'S POSITION
IS THAT THE CITY LOOK INTO DEVELOPING A THIRD BOAT RAMP FOR
PUBLIC USE WITH BOAT TRAILER PARKING USING GRANT FUNDS.
THE ASSOCIATION'S POSITION IS THAT PARKING FOR INDIAN RIVER
DRIVE OLDER HOMES AND BUSINESSES BUILT WITHOUT SUFFICIENT
SETBACKS AND FOR THE SEBASTIAN HIGHLANDS AT THE SEBASTIAN
YACHT CLUB BE GRANDFATHERED IN TO PROTECT THEIR RIGHTS.
IN A GENERAL DISCUSSION THE ASSOCIATION AGREED THAT THE CAV-
CORP PROPERTY BE LEFT IN iTS NATURAL STATE FOR CONTINUED USE
OF BOAT TRAILER PARKING AND USED BY LOCAL ORGANIZATIONS.
THE ASSOCIATION SUGGESTED iNSTALLING SPEED BUMPS ALONG THE
LENGTH OF INDIAN RIVER DRIVE TO CONTROL TRAFFIC.
CHAIRPERSON SULLIVAN STATED THESE POSITIONS SHOULD BE
CONSIDERED BY THIS COMMITTEE ON WORKING ON GRANTS.
A. DISCUSSION OF RIVERFRONT SIDEWALK DESIGN
MR. REID STATED HE WANTED TO COMMENT ON THE DIRECTION IN
WHICH WE ARE GOING. WE HAVE A RIVERFRONT COMMITTEE THAT IS
SUPPOSEDLY GETTING INPUT FROM THE PEOPLE IN THE CITY OF
SEBASTIAN. WHEN THEY SAW THE BIKEPATH ALONG INDIAN RIVER
DRIVE, THEY HAD PROBLEMS WITH IT AND IN HIS OPINION
RIGHTFULLY SO. WIDENING INDIAN RIVER DRIVE DOES NOT GO ALONG
WITH MAKING THE RIVERFRONT AN OLD FISHING VILLAGE THEME. HE
STATED AS FAR AS HE IS CONCERNED MAKING ANY RECOMMENDATIONS
ON A SIDEWALK IS NOT THE CITIZEN ADVISORY TASK FORCE'S
CHARTER. THE CITY ALREADY HAS A COMMITTEE CALLED THE
RIVERFRONT COMMITTEE THAT WOULD BE MAKING RECOMMENDATIONS TO
CITY COUNCIL ON THE SIDEWALK. HE THINKS WE ARE STARTING TO
CITIZEN ADVISORY TASK FORCE MEETING OF AUGUST 13, 1996

MUDDY THE' WATER ON INDIAN RIVER DRIVE. HE WANTED
CLARIFICATION ON WHAT THIS COMMITTEE IS SUPPOSE TO BE DOING
AND WHAT OUR LIMITATIONS ARE.
MR. KRULIKOWSKI STATED BEFORE THE BOARD GOES ANY FURTHER, THE
BOARD SHOULD REQUEST MR. FRAME OR THE CITY COUNCIL TO BE AT
THEIR MEETING SO THE BOARD KNOWS WHAT DIRECTION TO FOLLOW AND
WHAT THEY ARE SUPPOSE TO BE DOING.
CHAIRPERSON RUTH SULLIVAN STATED TO CLARIFY THE COMMITTEE'S
SITUATION AND POSITION AND AUTHORITY, WE CAN QUOTE FROM MR.
JOHNSON'S PRESENTATION TO THE BOARD AT THE LAST MEETING. THE
RESPONSIBILITY #2 WAS TO ADDRESS CITIZEN'S COMPLAINTS
REGARDING USE OF GRANTS, #3 WAS REVIEW PROJECT DESIGN
REVISIONS NECESSARY DURING PROJECT. SHE FEELS IT PUTS THIS
COMMITTEE RIGHT IN THE MIDDLE OF DECIDING WHAT IS GOING TO BE
ON ANY GRANT USE.
MR. MASSARELLI STATED THAT THE F.D.O.T. MONEY FOR THE
WALKWAY IS NOT GRANT MONEY. D.O.T. WILL DO ANYTHING THE
PEOPLE OF SEBASTIAN WANT FOR THE WALKWAY.
MR. DONINI FEELS THE RIVERFRONT COMMITTEE SHOULD HANDLE THIS
PROJECT. HE FEELS IF BOTH COMMITTEES DISCUSS THE WALKWAY
DESIGN, PEOPLE WILL BE REPEATING THEMSELVES AT THE RIVERFRONT
COMMITTEE MEETING AND COME UP WITH TWO OR THREE CONCLUSIONS
AND NOTHING WILL BE DONE. ALSO, THE PUBLIC IS WELCOME TO THE
RIVERFRONT COMMITTEE'S MEETING. HE FEELS IT WOULD BE COUNTER
PRODUCTIVE FOR THIS COMMITTEE TO HAVE A DISCUSSION ON WHAT
THE SIDEWALK IS GOING TO LOOK LIKE.
CHAIRPERSON SULLIVAN DID NOT AGREE WITH MR. DONINI. SHE
FEELS THE MORE INPUT THERE IS ON THE WALKWAY, THE BETTER IT
WOULD BE.
MR. REID STATED THE RIVERFRONT COMMITTEE WAS ORGANIZED TO
DETERMINE WHAT SHOULD BE ON THE RIVERFRONT AND THEY SHOULD BE
THE COMMITTEE THAT SHOULD BRING RECOMMENDATIONS TO CITY
COUNCIL ON THE WALKWAY. HE FEELS THIS COMMITTEE WAS
ORGANIZED SO THE CITY COULD RECEIVE GRANT MONEY AND NOTHING
WAS SAID THAT WE WOULD BE AN ADVISORY GROUP TO THE RIVERFRONT
COMMITTEE.
MR. KRULIKOWSKI ASKED IF THE CITY IS STILL LOOKING TO THE
CITIZEN ADVISORY TASK FORCE TO COMMENT ON D.O.T.'S PROJECT.
MR. MASSARELLI STATED THERE ARE NO LEGAL REQUIREMENTS FOR THE
BOARD'S INPUT AND NOTHING IN CITY POLICY. THE BOARD'S LACK
OF INPUT WILL NOT STOP THIS PROJECT.

MR. KRULIKOWSKI ASKED MR. MASSARELLI ABOUT THE MONEY GRANTED
BY F.D.O.T.. MR. MASSARELLI STATED THE MONEY IS NOT A LOAN
AND THE CITY DOES NOT HAVE TO MATCH THE FUNDS.
MR. REID ASKED MR. MASSARELLI IF WE MOVED A WALKWAY AROUND
BAMBOO TO ACCOMMODATE INDIVIDUAL PEOPLE ARE WE TALKING ABOUT
DELAYING THIS PROJECT FOR ABOUT 1 YEAR. MR. MASSARELLI
STATED F.D.O.T HAS INDICATED THAT THE DESIGN MUST STAY ON THE
RIGHT-OF-WAY OR iT COULD CAUSE A DELAY.
A MOTION WAS MADE BY MR. REID, SECONDED BY MR. KRULIKOWSKI TO
LISTEN TO THE PRESENTATION BY MR. MASSARELLI AND THEN MAKE A
DECISION WHETHER OR NOT TO MAKE A RECOMMENDATION TO CITY
COUNCIL.
VOICE VOTE, 5-0, MOTION CARRIED.
AFTER LISTENING TO MR. MASSARELLI'S PRESENTATION, A MOTION
WAS MADE BY MR. REID, SECONDED BY MR. DONINI TO RECOMMEND TO
THE RIVERFRONT COMMITTEE THAT WE GO WITH THE PRESENTATION AS
PRESENTED BUT INCLUDING GOING ALL THE WAY TO THE OAK TREE.
CHAIRPERSON SULLIVAN WOULD HAVE TO VOTE AGAINST IT IF THIS
COMMITTEE WOULD SEND THEIR RECOMMENDATION TO THE RIVERFRONT
COMMITTEE. ***THE CITIZEN ADVISORY TASK FORCE IS A LEGAL
ENTITY REQUIRED TO PROCESS GRANT DECISIONS WORKING DIRECTLY
WITH THE CITY COUNCIL. SHE FEELS THE CITIZEN ADVISORY TASK
FORCE SHOULD MAKE A RECOMMENDATION DIRECTLY TO THE CITY
COUNCIL.
AN AMENDED MOTION WAS MADE BY MR. REID THAT THIS COMMITTEE
RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE PLAN FOR THE
RIVERFRONT SIDEWALK AS PRESENTED BY CITY STAFF WITH THE
EXCEPTION THAT IT BE EXTENDED TO THE END OF THE CITY LIMITS.
MR. DONINI SECONDED THIS AMENDED MOTION.
MR. KRULIKOWSKI ALSO RECOMMENDED THAT CITY COUNCIL LOOK AT
THE WIDTH OF THE SIDEWALK.
CHAIRPERSON MRS. SULLIVAN SAID SHE COULD NOT VOTE FOR THIS
BECAUSE SHE FELT THE PROPOSAL WOULD DESTROY THE AMBIANCE OF
THE OLD FLORIDA-STYLE FISHING VILLAGE THEME SOUGHT FOR THE
RIVERFRONT.
VOICE VOTE WAS TAKEN, 4-1, MOTION CARRIED.
CHAIRPERSON SULLIVAN CAST THE DISSENTING VOTE.
PUBLIC INPUT: A RESIDENT FROM THE AUDIENCE ASKED WHY NOT
HAVE SIDEWALK ON WESTSIDE OF INDIAN RIVER DRIVE INSTEAD OF
THE EASTSIDE.

MASSARELLI ON THE GOOD JOB HE IS DOING PREPARING THIS
COMMITTEE AND WORKING WITH OTHER COMMITTEES AS WELL TO KEEP
PEOPLE INFORMED OF ALL THE BACKGROUND MATERIAL THEY NEED TO
DO A PROPER AND INTELLIGENT JOB FOR THE COMMUNITY.
SHE ALSO ASKED IF MR. JOHNSON COULD SUPPLY THE COMMITTEE
MEMBERS WITH THE METHODS OF EARNING POINTS TO WIN GRANTS.
MEMBERS' MATTERS: NONE
STAFF MATTERS: MR. MASSARELLI STATED IN TWO WEEKS WE HAVE A
REGULAR MEETING AND AT THAT TIME HOPEFULLY HE WILL BE DONE
NEGOTIATING THE SCOPE OF SERVICES FOR THE ENGINEERING DESIGN
WORK AND WILL BRING IT TO THE COMMITTEE FOR THEIR
CONSIDERATION AND RECOMMENDATION TO CITY COUNCIL.
WE WILL GET INTO THE DISCUSSION OF THE DESIGN RELATING TO THE
PARKING OF THE CAV-CORP PROPERTY DURING THE OCTOBER MEETING.
ADJOURN: A MOTION WAS MADE BY MR. KRULIKOWSKI, SECONDED
BY MR. DONINI TO ADJOURN THE MEETING AT 5:45 P.M.
