HomeMy WebLinkAbout11181998 CITY OF SEBASTIAN CITIZEN ADVISORY TASK FORCE BOARD MINUTES OF SPECIAL MEETING NOVEMBER 18, 1998 Chron. Dabrowski called the meeting to order at 1:30 pm. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Thomas Connelly Chmn. Dabrowski George Reid Cindy Lou Dierkes (a) Anthony Donini Salvatore Neglia Chuck Neuberger (a) ALSO PRESENT: Mr. Thomas Frame, City Manager Ann Brack, Recording Secretary APPROVAL OF MINUTES: MOTION by Neglia/Connelly I make a motion to accept the minutes as written. Discussion: Mr. Neuberger referred to page 3, and requested that the following be added to these minutes, in paragraph eight (8): Mr. Miller noted that no lights would be placed less than eight (8) feet from the road. [Secretary's note - after reviewing the tape of these minutes, Mr. Miller stated that "generally, it's eight {8) (feet) with some exceptions for the water mains close, (jumbled words) a couple exceptions in there where I was trying to allow the sidewalk a little more room, too, {jumbled words) ...to eliminate some of the fill they're going to have to do."] A voice vote was taken. 5 - 0 motion carried. ~OLD BUSINESS: Mr. Neuberger spoke of the sidewalk plans for Indian River Drive, and noted that some lights have been installed too close to Indian River Drive. He noted that approximately ten (10) lights are less than eight (8) feet from the sidewalk. He also suggested that the city should have its own inspector on this job. Mr. Frame said that he would follow up with Mr. Miller of CRA on this issue. He mentioned the area in front of Taste of Philly and a few other areas where the sidewalk has been changed out of necessity. Placement of street lights in relation to sidewalks CITIZEN ADVISORY TASK FORCE MINUTES OF SPECIAL MEETING OF NOVEMBER 18, 1998 was discussed. NEW BUSINESS: Mr. Frame noted the letter, dated November 5, 1998, that he received from Robert Johnson, Director of Administration with CRA, in reference to an extension of the CDBG grant. He indicated that this grant expires on January 23, 1999, from a previous six (6) month extension. He then noted that part of this grant includes the construction of the sidewalk on Indian River Drive. He indicated that this is part of the match, and the grant cannot be closed out until that project has been completed. He also noted that the City Engineer has been in touch with FDOT and indicated that they have awarded the contract for the work, and construction should begin in the middle of December (1998), and the work should be done in ninety (90) days. For this reason, Mr. Frame noted that an extension request should be made to cover this time period. MOTION by Connelly/Neglia I make a motion that we apply for an extension, and sort of word it like it is in this letter from Mr. Johnson. The motion is if we make a recommendation to Council that staff be directed to ask - to direct Mr. Johnson or whoever, how it should be done, and apply for the extension. [The above mentioned letter states "if you do not believe that the sidewalk work will be completed by March 4, 1999, we will need to request an additional six-month time extension to the grant."] Roll call: George Reid - yes Thomas Connelly - yes Anthony Donini - yes David Dabrowski - yes Salvatore Neglia - yes The vote was 5 - 0. Motion carried. Discussion followed about removal of existing light poles on Indian River Ddve, and Mr. Frame noted that a survey is being made to identify the ones owned by the City, but he also indicated that there may be some that are privately owned, and nothing could be done about those. Chmn. Dabrowski noted that he could think of a few existing lights that probably should remain for security reasons. Mr. Neuberger summed it up that if there are duplication lights that the City is paying for, and they can be eliminated, they should be eliminated. He also noted that the new light pole at the Yacht Club has already been hit, and questioned the placement of this light. Dabrowski adjourned the meeting at 1:56 pm.
