CODE ENFORCEMENT BOARD
MINUTES OF WORKSHOP MEETING
FEBRUARY 22, 2000
Chmn. Cosco called the meeting to order at 1:02 p.m.

Councilman Barczyk was present in the audience.
NEW BUSINESS:
A. Recommendation to City Council - Citation form, citation fines, and
compliance time periods
Chmn. Cosco referred to the 2/11/2000 interoffice memo from the Sebastian Police
Department that Chief White provided. He voiced his opinion of the status of Code
Enforcement in this City.
Mr. Moore indicated that this project could be a leaming process for the residents as well
as the Code Enforcement Dept. and the Police Dept. He suggested that warning notices
should be utilized before fines are levied.
Atty. Stringer stated that a warning is required (unless it's an immediate threat), not
optional, and this Board must determine how much warning will be given for different
issues. He also noted that the ordinance needs a resolution by City Council setting
suggested warning times for most violations, and suggested fines.
There was discussion about repeat violations,
Mr. Neglia suggested providing the City's brochure, "Do's and Don'ts" to Sebastian

builders and the Chamber of Commerce for distribution.
Mr. Moore commented on the advantages of having the Police Department aiding the
Code Enforcement officers - 24 hrs. a day, 7 days a week.
There was discussion about supplying a badge of some kind and a uniform. Ms.
Barczyk suggested a picture ID that the Code officers could wear.
Ms. Barczyk then suggested two tiers of violations, one for Code Enforcement, and one
for the Police Department for the more severe or dangerous violations.
In response to a question from Mr. Connelly about week-end activities, Mr. Moore noted
telephone cells he's received, and also violations that he has seen on week-ends. He
added that with the Police Department involved, residents have a place to report week-
end violations, which they are unable to do at present.
The subject of the Police volunteers was brought up, and Chief White gave information
on their purpose and area of expertise.
Tim Zelinski commented that garage sales are the biggest problem, and Kathy Brauer
commented that garage sales, parking of semi-tractors and motor homes, and lawn
watering violations are the majodty of cells on week-ends.
The subject of a monthly violation report was discussed. Mr. Moore indicated that this
issue would be considered.
Ms. Barczyk then called attention to some changes she would like to see on the sample
citation form.
1. Title changed to - Code Enforcement Citation Notice
2. Strike the section asking for Race.
3. Strike the section asking for Sex. Ask for ddver's license instead. (Chief
White commented that this information is obtained for everything else and would remain
on this form. Atty. Stdnger commented that it is used for tracking purposes.)
4. "This is a Warning Notice" - to be printed in larger lettering.
Board members asked for suggestions from the City Manager and the Code
Enforcement officers for a list of subject violations and levels of importance.
Sal Neglia requested that a section for Code numbers be included on the Citation notice,
and Atty. Stringer agreed.
It was determined that City staff would furnish a proposed list of cetegories of violations
prior to the next regular meeting on March 15, 2000 for discussion at this meeting.
Ms. Barczyk asked if this Board could meet every two weeks when the citations start
being issued. It was determined that the Chairman can call a meeting at his discretion.

Chmn. Cosco recommended that City Council consider changing the maximum number
of years that a member may remain on this Board to twelve years, as in Altamonte
Spdngs. It was suggested that he bdng this matter up at a regular meeting.
Chmn. Cosco adjourned the meeting at 2:15 p.m.
