The Pledge of Allegiance was said. ROLL CALL: PRESENT: VC Barczyk Chmn. Cosco Mr. Morozowski(a) Mr. Kea Mr. Negiia Mr. Schofield Mr. Connelly Mr. Davis(a) UNEXCUSED ABSENCE: Mr. Cavallo ALSO PRESENT: Officer Dennis Hovasse, Alarm Administrator/ Code Enforcement Officer Susan Voyten, Code Enforcement Officer Interim Police Chief Davis Ann Brack, Recording Secretary Joseph Barczyk, Councilman Acting Lt. Robert Lockhart Rich Stringer, City Attorney Sally Maio, City Clerk (Mr. Davis(a) will vote in place of Mr. Cavallo.) APPROVAL OF MINUTES: (9/20/00& 10/18/0~) MOTION by ConnellylNeglia I make a motion that the minutes of September the 20th meeting be adopted as written. A voice vote was taken. 7 - 0, motion carried. MOTION by BarczyldConnelly I move that we accept October 18th, year 2000 as written. A voice vote was taken. 7 - 0, motion carried, OLD BUSINESS: None CODE ENFORCEMENT BOARD MINUTES OF REGULAR MEETING OF MARCH 21, 2001 NEW BUSINESS: VC Barczyk wished everyone happy holidays for the entire year. INTRODUCTION OF NEW CODE ENFORCEMENT OFFICER: Interim Police Chief Davis introduced SUsan Voyten as the new Code Enforcement Officer. Board members asked Ms. Voyten several questions about her background and she responded. Chief Davis then introduced Acting Lt. Bob Lockhart as the head of the Code Enforcement Department, and Officer Dennis Hovasse, Code Enforcement Officer. ELECTION OF OFFICERS: Tut Connelly nominated Sal Neglia for Chairman. Sal Neglia declined the nomination. Sal Neglia nominated Jayne Barczyk as Chairwoman. Tut Connelly nominated Joseph Morozowski as Chairman, and Mr, Morozowski declined the nomination. MOTION by ConnellylNeglla I make a motion that nominations be closed. Discussion: Mr. Connelly asked Atty. Stringer if thero would be any problem with Ms. Barczyk sitting as Chairwoman of the Code Enforcement Board since her husband is on City Council. Atty. Stringer responded that this would not be a problem. He noted that nothing flows from this body to that one for action. Anything involving Ms. Barczyk would go to the Courts if there is an appeal. There were no other nominations, and Jayne Barczyk was declared Chairwoman, Chwmn. Jayne Barczyk nominated Tut Connelly as Vice Chairman. MOTION by Neglia I make a motion to close nominations for Vice Chairman. There were no other nominations and Tut Connelly was declared Vice Chairman. BOARD MEMBER MATTERS: VC Connelly questioned the necessity of a Code Enforcement Board. CODE ENFORCEMENT BOARD MINUTES OF REGULAR MEETING OF MARCH 21, 2001 Ken Cosco commented about the citation method. Chairwoman Barczyk commented that the Codes are on the books and it's up to the Code Enforcement people to find the different problems and whether or not they are being followed, but this Board serves only for the cases that come before us. She reminded all that the City Attorney has reminded the Board that they only deal with what comes before them. She noted that they tread a very fine line as a semi-quasi Board, and they need to be reminded often. Sal Neglia commented that next year he hopes that the officers can be elected in January instead of March. Mr. Schofield commented about parking restrictions and water restrictions. He also noted that during his time as a police volunteer, he notices that house address numbers are sadly lacking in many areas. He suggested that the City send out a letter in reference to this. Mr. Morozowski and Mr. Davis commented on the same issue. Secretary Brack reminded Board members whose terms are about to expire to reappiy, Chairwoman Barczyk adjourned the meeting at 3:26 pm.
