CODE ENFORCEMENT BOARD
MINUTES OF REGULAR MEETING
JUNE 20, 2001
Chairwoman Barczyk called the meeting to order at 3:00 pm.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES: March 21, 2001
Mr. Neglia pointed out that the minutes as listed should read (9/20/00 & 10/18/00),
correcting the year. There was some discussion about changing the wording in these
motions.
MOTION by DavislConnelly
I make a motion we adopt the minutes as read as March 21st, year 2001, with
one correction.
A voice vote was taken. 6 - 0, motion carried.
ANNOUNCEMENTS:
Mr. Morozowski(a) and Mr. Davis(a) will vote in place of Mr. Cosco and Mr. Cavallo.
DISCUSS!ON OF C.ODE ENFORCEMENT ISSUES:
Ch. Barczyk thanked everyone for attending the meeting today.

Since City Attorney Rich Stringer was not present, she then asked City Clerk, Sally Maio
for a definition of the Code Enforcement Board.
Sally Maio read from the Code of Ordinances.
VC Connelly inquired about the legality of two City Council members being present at
this meeting and he was informed that proper notice was posted and forwarded to the
press.
Ch. Barczyk then asked the Code Enforcement Division for their opinion on the role of
this Board. City Manager Terrence Moore responded,
There was discussion about the issue of violators either going to County Court or
coming before this Board.
The subject of appeals was discussed as was the issue of the clocks on the automatic
sprinklers. Acting Police Chief Jim Davis responded to some of these issues.
There was discussion about the role of this Board in reference to Code Enforcement.
Mr. Peter Kahle of Sebastian had suggestions for the role of this Board. He also
presented problems with a residence on Concha Drive with high grass, and also
complained about a resident on Concha Drive who cuts down trees along the canal
bank. He suggested that this Board recommend policy to the City Council. He spoke of
other codes that are unenforceable.
Ed Wolborg from Concha Drive commented that Code Enforcement is not working,
possibly because the Code Enforcement officers do not have the resources to do a
proper job.
Mr. Kahle spoke about Sheriff deputies parking in the swale.
Ms. Aleta Hirschfeld from Concha Drive asked about the hours of the new Code Officer,
and how issues are covered on nights and weekends, It was noted that this Officer's
hours are being rotated so that some nights and weekends receive attention also.
Mr. Moore addressed some of the issues brought up by the above residents of Concha
Drive.
Mr. Kahle made additional comments about the condition and status of 380 Concha
Drive.
Al Davis(a) asked what this Board can do and what can the Code Enforcement Officers
do in a situation such as this.
Ch. Barczyk commented that this is why she called this meeting, to see what the Board
can do, where it is headed, is it needed.

She then thanked Mayor Barnes and Mr. Barczyk for attending.
Mr. Moore asked Officer Hovasse to give a status report on 380 Concha Drive.
After Officer Hovasse gave his report, Mr. Moore reminded all present that the City is
subject to State Statutes when handling a case such as this. Officer Hovasse noted that
when anonymous calls come in, it is impossible to contact these people with a status.
Ch. Barczyk commented that it is difficult for Board members to remain dedicated when
there are no meetings. She thanked all members for attending.
The meeting was adjourned at 4:11 pm.
