CODE ENFORCEMENT BOARD
MINUTES OF REGULAR MEETING
DECEMBER 15, 1999
Chairman Neglia called the meeting to order at 3:01 P.M.
The Pledge of Allegiance was said.

NEW BUSINESS:
A. Violation Hearing - Case #99-15784 - Moufid & Jennifer Fazaa - 609
Browning Terrace - Section 86-47, Code of Ordinances
Neither Moufid or Jennifer Fazaa were present.
Tim Zelinski was sworn in by Atty. Stringer at 3:04 P.M., and gave staff presentation.

MOTION by ConnellylBarczyk
i make a motion, in the matter of Case #99-157 A.4, that Maufid & Jennifer
Fazaa of 609 Browning Terrace have been guilty of violation Section 86-47 of the
City Code of Ordinances, and that they be told any further violations and they are
liable to be fined.
Discussion.
AMENDMENT: CoscolGriffin
I would like to make an amendment to the motion, that we set the fine beginning
next Wednesday, December 22, 1999, beginning on the twenty-second day,
twenty-five dollar ($25) fine per day until it is removed.

B. Violation Hearing - Case 99-15612 - Robert & Elize Victor - 1624 N.
Central Avenue - Section 20A-7.4.A, Land Development Code
Mr. Robert Victor was present and was sworn in, along with Kathy Brauer and Tracy
Hass, by Atty. Stringer at 3:16 P.M.
Kathy Brauer gave staff presentation and submitted six (6) photos as Exhibits #1 through
#6.
Mr. Victor agreed with everything that Ms. Brauer said and noted that he is in violation.
Discussion ensued.
At this point, Mr. Neglia noted that he drives N. Central Avenue every day and sees this
violation.

MOTION by Cosco/Griffin
I make a motion that we continue this 99-15612 to our next scheduled meeting,
and should the unit be removed prior to that meeting, the case is dismissed.

C. Violation hearing - Case ~99-15825 - Brian Strohm - 637 Old Dixie
Highway - Section 30-29, Code of Ordinances
Mr. Strohm was not present and Kathy Brauer explained that he had come to the City
Clerk's office this morning to pay his 1999 license fee, and said that he would return
today to pay his 1998 fee. She noted that as of this time, he had not returned for final
payment.
Discussion followed.
MOTION by Neglia/Barczyk
I'd like to make a motion, if I may, I'd like to continue this until our next meeting,
we get some clarification on this and maybe we can get Mr. Moody or Mr. Strohm
in here to explain to us exactly what he's in arrears of, if he is going to apply for
another occupational license. He's not necessarily getting a fine or anything, of
course, he's not, but I'd just like to put that into a motion to continue this until next
month, our next meeting.
Discussion: Mr. Cosco asked for more verification from City records, and requested that
Linda Galley attend the next meeting for further information.

MEMBER'S MATTERS:
Mr. Connelly commented that neighbors of Shannon Cook are complaining about the
items kept in his yard. There'was discussion on this issue.
Ms. Barczyk noted her concern for the way evidence is presented by the violators at
these meetings. She requested that copies of evidence presented by the violator be
given to the Board members on the day of the meeting so they could review it a second
time or as necessary. There was discussion on this issue.
There was discussion of elimination of the signature request when violation notices are
delivered to violators. Tim Zelinski offered information on the difficulty of getting
signitures.
Happy holidays were wished to all.
Chmn. Neglia adjourned the meeting at 3:55 P.M.
