TO SPONSOR DEGRAZIA BLOCK TEST RESULTS ADJOURN SEBASTIAN CONSTRUCTION BOARD MEETING - JANUARY 4t 1983 SEBASTIAN CONSTRUCTION BOARD MEETING CALLED TO ORDER BY JIM HARRIS, CHAiRMAN, AT 4:04 P.M. PRESENT: DON LANGLOIS, LUCIEN RIZZIO, JOHN CALMES, JIM HARRIS, GREG PALMER AND ATTORNEY KILBIRDE ARRIVED AT 4:17 P.M. .'. : C,i~.~'~ ,~L..'~ jiM'H~RRIS REPORTED THAT THE MATTER REGARDING E. DOTY/TREMETERRA ELECTRIC HAS COME TO A CONCLUSION AND THAT MR. TREMETERRA HAS ELECTED NOT TO SPON- SOR OR QULAIFY MR. EUGENE DOTY AS AN ELECTRICAL CONTRACTOR. JIM HARRIS REPORTED THAT EACH BOARD MEMBER HAS COPIES OF ALL CORRESPON- DENCE REGARDING THE LEGALITY OF MR. BODDENBERRYfBUZZY'S DRYWALL APPLICATION. BRIEFLY, MR. HARRIS EXPLAINED THAT IT HAD BEEN BROUGHT TO HIS ATTENTION THAT MR. RODDENBERRY WAS HANGING DRYWALL WITHIN THE CITY WITHOUT A CITY REGISTRATION LICENSE. HE STATED THAT AFTER BEING NOTfFIED, .MR. RODDENBERRY DID COMPLY AND FILL OUT THE PROPER APPLICATION AND PAID A $50.00 FEE. IN ORDER FOR MR. RODDENBERRY TO COMPLETE THE CURRENT JOB UNDERCONSTRUCTION, MR. HARRIS STATED THAT HE.REVIEWED MR. RODDENBERRY'S APPLICATION AND AUTHORIZED THAT A TEMPORARY LICENSE BE ISSUED TO HIM FOR THE COMPLETION OF THE ONE JOB. AFTER THE BOARD REVIEWED MR. RODDENBERRY'S APPLICATION, IT aLL SEEMED TOBE INORDER, EXCEPT THAT HEDID NEED TO PROVIDE CERTIFICATION OF HIS WORK EXPERIENCE AND PAY THE ADDITIONAL $50.00. MOTION BY JOHN CALMES, SECONDED BY DON LANGLOIS, THAT WE APB~OVE THE APPLICATION AND THE APPLICATION FEEOF $50.00 FOR MR. RODDENBERRY AND THAT THE APPLICATION FEE OF $50.00 WHICH HAS ALREADY BEEN GIVEN BE CONSIDERED AS AN ADMINISTRATIVE FINE AND THAT THE APPLICATION BE CONTINUED UPON APPROVAL OF EXPERIENCE AND THAT THE CHAIRMAN BE DESIGNATED TOOREVIEW THAT BEFORE A LICENSE IS ISSUED. MOTION CARRIED. AFTER REVIEWING MR. DEGRAZZIO'S APPLICATION FOR A RESIDENTIAL CONTRACTOR, IT WAS DETERMINED THAT HE NEEDED TO PROVIDE WORK .EXPERIENCE VERIFICATION ALONG WITH ~ATE'~I~' B~S'-'~5-~N~-~ ~H~S ~R~-~ ~-~E'~E~V~ ~ -T~fNG DATE COULD NOT BE ARRANGED. SINCE MR. DEGRAZZIO MAY POSSIBLY MISS THE NEXT BLOCK EXAM DATE, HDUSTON TRIPP ~EG~F. NDED_.THAT_SPECiALTESTiN~RANGEMENTS ~E~D~ rN ~Ncur~.L~ FOR DEGRAZZIO PROVIDING HE HAS SUBMITTED ALL THE NECESSARY INFORMATION. ATTORNEY KILBRIDE EXPLAINED THAT EACH MEMBER OF THE BOARD HAS BEEN GIVEN A COPY OF THE GRAND JURY REPOR~OAND THAT IN THE REPORT THE GRAND jURY RECOMMENDED THAT AN INDEPARTMENT STUDY BE MADE OF THE BUILDING DEPARTMENT RECORDS, REGARDING LICENSES GRANTED DURING THE TERM OF ARTHUR..~MAYER, BUILDING OFFICIAL. SINCE IT WAS THE GRAND JURY'S FINDING THAT A';.TEST SCORE WAS ALTERED FOR FRANK OBERBECK, IN ORDER FOR HIM TO OBTAINi?A;£OCAL RESIDENTIAL CONTRACTORS LICENSE, MAYOR FLOOD STATED THAT HE HAS WRITTEN TO BLOCK AND..ASSOC~ATES REQUESTINGTALLiEERTIFIED. TEST RESULTS OF ALL IN- DIVIDUALS WHO HAVE TAKEN~THE.~BLOCK EXAMINATION IN SEBASTIAN BEGINNING WITH THE CITY'S PARTICIPATION TO THIS TESTING. - 1 - S~BASTIAN CONSTRUCTION BOARD - JANUARY 4 1983 ATTORNEY KILBRIDE ALSO REMARKED THAT INCLUDED IN THIS GRAND,JURY REPORT WAS THE MATTER OF THE ORAL EXAMINATION GIVEN TO BILLYADAMS, PLUMBING CONTRACTOR AND THAT NO FINDING OF FACT THAT EITHER FRANK OBERBECK OR BILLY ADAMS PARTICIPATED IN OR HAD ANY KNOWLEGE OF THE ACTIONS. MOTION BY HOUSTON TRIPP, SECONDED BY JOHN CALMES, THAT WE TABLE THIS GRAND JURY REPORT UNTIL WE RECEIVE ALL THE FACTS FROM BLOCK AND ASSOCIATES AND THAT A COMMITTEE BE SELECTED TO INVESTIGATE THIS AND THEN HOLD A SPECIAL MEETING. ATTORNEY KILBRIDE EXPLAINED THAT THE GRAND JURY REPORT HAS TO BE ACCEPTED __F~IRST AND THEN WE gAN GO FROM MOTION WITHDRAWN BY HOUSTON TRIPP, SECOND WITHDREW BY JOHN CALMES. MOTION BY HOUSTON TRIPP,SECONDED BY JOHN CALMES, THAT THE SEBASTfAN CON' STRUCTION BOARD ACCEPT THE GRAND JURY REPORT AND-!i~'CONDUCT'AN!'INVESTIGATiON INTO THOSE LICENSES ISSUED SINCE THE CITY'S PARTICIPATION IN THE BLOCK AND?ASSOCIATES~PROGRAM~ AND EXAMINE THE TEST RESULTS OF ALL INDIVIDUALS WHO HAVE BEEN TESTED SINCE THE INCEPTION OF THE RULE AND APPOINT A COMMITTEE OF THE BOARD AND HAVE THE HEAD OF THAT COMMISSION MAKE A REPORT,'~AT A SPECIAL MEETING. MOTION CARRIED. ATTORNEY KILBRIDE STATED THAT SINCE THERE IS NO ALLEGATION OF WRONG DOING, ON MR. OBERBECK'S PART, THAT UNTIL THE BOARD ACT~ HIS LICENSE WILL REMAiN VALID. A~TORNEY KILBRIDE!.'STATED FOR CLARITY THAT EACH BOARD MEMBER DOES HAVE THE RIGHT TO EXAMINE EACH EXAMINATION GRADE AS LONG AS IT IS NOT RELEASED OTHER THAN ALPASS OR FAIL AND THAT THE ONLY THING THE BOARD SHOULD BE CONCERNED WITH.,IS IF YOU SAW A FAILING GRADE AND YOUR RECORDS INDICATED A LICENSE WAS ISSUED. JOHN CALMES RECOMMENDED THAT WHEN THE CERTIFIED TEST._.GRADES ARE RECEIVED FROM BLOCK AND ASSOCIATES THAT THEY BE CONVERTED INTO THE APPROPRIATE NAMES MARKING WHETHER THEY ~PASSED" OR ~KAILED" WHICH CAN BE REVIEWED BY THE BOARD AT A PUBLIC MEETING ALLOWING THE ACTUAL TEST SCORE NEVER TO BE~'SEEN. HE ALSO SUGGESTED THAT IF ONE OF THE BOARD MEMBERS FEEL THEY NEED TO SEE ADDITIONAL INFORMATION THEY CAN EXAMINE THAT INDIVUAL FILE ON THEIR OWN.
