GREENIDGE MR. HALLGREN CHAIRMAN CAREY ABSENT: NONE ALSO PRESENT: MR. COOPER, BUILDING OFFICIAL CHAIRMAN CAREY WELCOMED MR. CAPP AND MR. GREENIDGE, NEW MEMBERS, TO THE BOARD. APPROVAL OFMINUTES: ~ MOTZON BY MR. HALLGREN, SECONDED BY VICE CHAIRMAN LAMAN TO APPROVE THE MINUTES OF 12/1/87 AS PRESENTED. CARRIED. A RECESS WAS TAKEN AT 7:35 P.M. TO REVIEW THE APPLICATIONS. HALLGREN TO ACCEPT THE A~PLIcATION' CARRIED. ~EONARD, 30HN E./ELECTRICAL CONTRACTOR MR. LEONARD WAS ASKED TO COME TO THE MICROPHONE. CHAIRMAN CAREY NOTED THAT ALL CONTRACTORS ARE REQUIRED TO TAKE THE ONE HOUR ADMINISTRATION TEST TO BELICENSED IN THE CiTY OF SEBASTIAN WHICH .MR. LEONARD DID NOT HAVE. 'MR. LEONARD SAiD HE HAD NO OBJECTION TO TAKING THE TEST BUT F~LTUTHAT HAvING'BEEN IN BUSINESSFOR 4~ YEARS, EMPLOYING 13 PEOPLE IN THE STATE OF FLORIDA WITH THE SALES HE HASDONE SHOULD QUALIFY HIM. A BRIEF DISCUSSION FOLLOWED. MOTION BY MR. HALLGREN, SECONDED BY MR. DERNBACH TO SPONSOR MR. LEONARD FOR THE ADMINISTRATION TEST IN GAINESVILLE AT HIS EARLIEST CONVENIENCE. CARRIED. SEBASTIAN CONSTRUCTION BOARD ~ JANUARY 5 1988 LEONARD, JOHN E./ELECTRICAL CONTRACTOR con't THE BOARD SECRETARY ASKED IF THE $50.00 FEE HE HAD ALREADY PAID COULD BE APPLIED TOWARD THE $i35.0e'FEE TO GO TO GAINESVILLE. THE BOARD SAID IT WOULD BE OKAY. VICE CHAIRMAN LAMAN, SECONDED BY MR. HALLGREN AMENDED THE MOTION TO INCLUDE ACCEPTING THE APPLICATION CONTINGENT UPON PASSING THE ONE HOUR ADMINISTRATION TEST. CARRIED. ~TION OF TECHNICAL CODES MR. COOPER SAID THIS ORDINANCE WOULD BASICALLY CLEAN UP ONE SECTION CONCERNING THE ADOPTION OF OUR STANDARD CODES. IN FEBRUARY WE WILL BEACCEPTING THE 1988 CODES. MOTION BY MR. HALLGREN, SECONDED BY MR. DERNBACH TO ADOPT THE TECHNICAL CODES. CARRIED. MR. COOPER ALSO NOTED THAT THE ALUMINUM CONSTRUCTION IS BEING REPEALED THAT STATES MINIMUM STANDARDS. IT ISNOT BEING KEPT UP TO DATE AND THE BUILDING CODE COVERS IT ALREADY. BE ON A JOB AT ALL TIMES. THERE WAS A LENGTHY DISCUSSION ON THIS PROPOSED ORDINANCE. MOTION BY MR. DERNBACH TO SET ASIDE. MOTION DIED FROM LACK OF SECOND. MOTION BY MR. HALLGREN, SECONDED BY MR. GREENIDGE TO ADOPT THE PROPOSED ORDINANCE. CARRIED. MR. COOPER SAID IT WOULD BE FORWARDED TO THE CITY COUNCIL FOR ADOPTION. DISCUSSION ' CREDIT REPORT ON SUB-CONTRACTOR THE BOARD SECRETARY STATED THAT RECENTLY THE BOARD CHANGED THE CONTRACTORS APPLICATION TO iNCLUDE A CREDIT REPORT AND ASKED IF THEY ALSO WANTED'TO DO THIS ON THE SUB,CONTRACTORS' MOTION BY MR. HALLGREN, SECONDED BY MR. DERNBACH TO REQUIRE A CREDIT REPORT ON A SUB-CONTRACTORS APPLICATION. CARRIED. MR. GREENIDGE AND VICE CHAIRMAN LAMANREGISTERED SCORES IN THE SCORE BOOK. iON BOA - 5 z98 HERBERT STERM, 525 SAUNDERS - ASKED IF THE CITY HAD ANYTHING PERTAINING TO pORTABLE TOILETS AT CONSTRUCTION SITES. MR. CooPER SAID THE BUILDING CODE REQUIRES A MINIMUM OF ONE TOILET AT ALL JOB sITES. MR. STERM ALSO ASKED IF DUMPSTERS WERE REQUIRED AT JOB sITES. MR. COOPER sAID THERE WAS NO REQUIREMENT BUT IT CAN BE REQUIRED IF THE TRASH iS GETTING OUT OF HAND. THERE WAS ANOTHER BRIEF DiscUSSION IN REGARDS TO AN ORDINANCE REQUIRING A jOURNEYMAN OR MASTER ELECTRICIAN OR pLUMBER BE ON A JOB AT ALL'TIMES' MR. cooPER suGGESTED IT BE IN AN ADOPTION FORM BUT NOT MAKE IT MANDATORY FOR A YEAR GIVING EVERYONE NOTICE. TO HAVE IT GO INTO EFFECT WITHIN A MONTH OR TWO CouLD cREATE A HARDSHIP. MR. JouRNEYMAN OR EFFECT TO GIVE ANYONE IN A pOSITION TO TAKE THE TEST TO BE A MASTER ELECTRICIAN OR PLUMBER AND DOES NOT cAUSE UNNECESSARY HARDSHIPS ON THE CONTRACTORS iMMEDIATELY' CARRIED.
