Ko NAPPI, SECRETARY SEBASTIAN CONSTRUCTION BOARD NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SIIE WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSES, HE/SHE MAY NEED TO ENSURE TIIAT A VERBATIM RECORD OF TIlE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. CALL TO ORDER ROLL CALL APPROVAL OF MINUTES: REGULAR MEETING, 12/12/89 OLD BUSINESS: ATTORNEY MATTERS: BUILDING OFFICIAL MATTERS: NEW BUSINESS: LETTER OF RECIPROCITY ZIMMER, ALEXANDRE/INSULATION SUB-CONTRACTOR ROBERTS, DAVID C./RESIDENTIAL CONTRACTOR COMPLAINT AGAINST USE OF UNLICENSED SUBS RICHARD O'NEILL APPLICATIONS FOR NEW BOARD MEMBERS 15 MINUTES TO PUBLIC ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS AND FOR SUCH PURPOSES, HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. SEBASTIAN CONSTRUCTION BOARD REGULAR MEETING JANUARY 9, 1990 - ?:30 P,M, MEETING WAS CALLED TO ORDER BY CHAIRMAN CAREY AT 7:30 P.M. ROLL CALL: PRESENT: MR. DERNBACH MR. CAPP MR. NEUBERGER CHAIRMAN CAREY ABSENT: VICE CHAIRMAN LAMAN - EXCUSED ALSO PRESENT: MR. COOPER, BUILDING OFFICIAL, MR. BONACCI, CHIEF BUILDING INSPECTOR. APPROVAL OF MINUTES MOTION BY MR. DERNBACH, SECONDED BY MR. NEUBERGER TO APPROVE THE MINUTES OF MEETING HELD 12/12/89 AS WRITTEN. MOTION CARRIED. MR. NEUBERGER NOTED THAT IN THE NEWLY PROPOSED ORDINANCE THAT iNSULATION WAS LISTED AS A NON-TESTED TRADE, THAT AT THE DECEMBER MEETING A MOTION WAS MADE FOR IT TO BE A TESTED TRADE. MOTION BY MR. NEUBERGER, SECONDED BY MR. DERNBACH TO CHANGE INSULATION TO A TESTED TRADE ON THE PROPOSED ORDINANCE. MOTION CARRIED. MR. COOPER SAID IT WOULD BE CHANGED BEFORE' IT WENT TO CITY COUNCIL. MR. COOPER TOLD THE BOARD THAT DURING THE DAY THAT HE AND THE BOARD SECRETARY WENT TO FT. LAUDERDALE IN REGARDS TO DAVID TAYLOR. A COMPLAINT HAD BEEN FILED AGAINST MR. TAYLOR FOR ALTERING HIS STATE LICENSE. SINCE IT WAS AN INFORMAL HEARING, IT WILL BE SEVERAL MONTHS BEFORE WE WILL KNOW IF THIS CASE WILL BE GOING TO COURT. NEW BUSINESS: LETTER OF RECIPROCITY ZIMMER, ALEXANDRE/INSULATION SUB-CONTRACTOR ROBERTS, DAVID C./RESIDENTIAL CONTRACTOR PAGE 2 SEBASTIAN CONSTRUCTION BOARD - 1/9/90 NEW BUSINESS cont MOTION BY MR. CAPP, SECONDED BY MR. NEUBERGER TO APPROVE APPLICATIONS THROUGH LETTER OF RECIPROCITY. MOTION CARRIED. COMPLAINT AGAINST USE OF UNLICENSED SUBS - RICHARD O'NEILL MR. O'NEILL WAS NOT PRESENT AT THE MEETING. IT WAS NOTED BY THE BOARD SECRETARY THAT MR. O'NEILL HAD BEEN SERVED PAPERS TO APPEAR BEFORE THE BOARD BY A PROCESSOR AND THAT HE DID IN FACT RECEIVE THOSE PAPERS. MOTION BY MR. NEUBERGER, SECONDED BY MR. CAPP TO SUSPEND MR. O'NEILL'S LICENSE UNTIL HE APPEARS BEFORE THE BOARD TO EXPLAIN THE CIRCUMSTANCES AND ANSWER THE QUESTIONS ASKED BY THE BUILDING OFFICIAL. MOTION CARRIED. SINCE SUNLIGHT HOMES USUALLY USES MR. O'NEILL TO DO THE CARPENTRY WORK, THE BOARD REQUESTED THAT A LETTER BE SENT NOTIFYING THEM OF THE BOARD'S DECISION TO SUSPEND MR. O'NEILL'S LICENSE. APPLICATIONS FOR NEW BOARD MEMBERS MR. JAMES D. HANEY WAS PRESENT AT THE MEETING AND SPOKE TO THE BOARD GIVING HIS REASONS FOR WANTING TO SERVE ON THE BOARD. MR. WILLIAM T. KELLEY WAS NOT PRESENT AT THE MEETING. MOTION BY MR. NEUBERGER, SECONDED BY MR. CAPP TO RECOMMEND TO CITY COUNCIL THE APPOINTMENT OF MR. HANEY AND MR. KELLEY TO THE CONSTRUCTION BOARD. MOTION CARRIED. MR. DERNBACH NOTED THAT IF THERE HERE ANY ADDITIONS OR DELETIONS TO THE PROPOSED ORDINANCE THAT IT WOULD HAVE TO GO BACK TO CITY COUNCIL TO AMEND THE ORDINANCE. PAGE 3 SEBASTIAN CONSTRUCTION BOARD MR. COOPER SAID HE WOULD RATHER HAVE THE FLEXIBILITY TO MAKE CHANGES WITHOUT GOING BACK TO THE CITY COUNCIL AND THAT HE WOULD CHECK WITH THE CITY ATTORNEY. THERE WAS A BRIEF DISCUSSION CONCERNING WORK BEING DONE ON SUNDAYS. IT WAS NOTED THAT AT ONE TIME THERE WAS SOMETHING IN THE CODE OF ORDINANCES PROHIBITING WORKING ON SUNDAYS BUT THAT FOR SOME REASON IT WAS DELETED. MOTION BY MR. NEUBERGER TO RECOMMEND TO CITY COUNCIL TO RE- E~ACT THE SUNDAY WORK ORDINANCE DUE TO THE TREMENDOUS AMOUNT OF WORK BEING DONE ON SUNDAY. MOTION DIED FOR LACK OF A SECOND. THERE BEING NO FURTHER BUSINESS, MEETING ADJOURNED AT 8:10 P.M.
