Construction IF ANY PERSON DECIDES TO APPEAL ANY DECISIONS MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORO OF THE PROCEEDINGS, ANO FOR SUCH PURPOSES, HE/SHE MAY NEEO TO INSURE THAT A'VERBATIM RECORD OF THE PROCEEDINGS IS MAOE, WHICH RECORO INCLUDES THAT A TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. SEBASTIAN CONSTRUCTIO.N BOARD MEETING - JANUARY 17, 1984 MEETING CALLED TO ORDER AT 7:30 P.M.~BY CHAIRMAN HARRIS. PRESENT: MR. LANGLOIS, MR. RIZIO, MR. CAREY, MR. TRIPP, MR. MOHLER, AND CHAIRMAN HARRIS ABSENT: MR. PALMER MOTION BY MR,.LANGLOIS, SECONDED BY MR. CAREY--TO APPROVE THEZBOARD MEETING MINUTES OF DECEMBER 6, 1983, AS WRITTEN. CARRIED. CHAIRMAN HARRIS ADJOURNED THE MEETING AT 7:35 P.M. TO REVIEW THE PENDING APPLICATIONS. CHAIRMAN HARRIS CALLED THE MEETING BACK TO ORDER AT 7:52 P.M. PAYNE, ALPHA-R. - ELECTRICAL CONTRACTOR CHAIRMAN HARRIS STATED THAT THE REQUEST FROM MR. PAYNE WAS THAT HE ADVISED THE BOARD THAT HE WOULD NO LONGER QUALIFY ARROW ELECTRIC. MOTION BY MR. TRIPP, SECONDED BY MR. LANGLOIS, THAT THE BOARD APPROVE THE STATUS CHANGE REQUESTED BY MR. PAYNE. CARRIED. IT WAS RECOMMENDED THAT THE SECRETARY ISSUE A LICENSE TO MR. PAYNE IN AN INDIVIDUAL STATUS. ORDINANCE. RE: SOLAR WATER HEATING SYSTEMS MOTION BY MR. LANGLOIS, SECONDED BY MR. CAREY THAT THE BOARD RECOMMEND TO THE CITY COUNCIL, IN THE FORM OF A LETTER, THAT THEY ADOPT THE PREPARED AND PROPOSED ORDINANCE; CARRIED. CHAIRMAN HARRIS STATED THAT THE BUILDING OFFICIAL HAD REQUESTED THAT HE BRING UP A DISCUSSION REGARDING THE ISSUANCE OF PERMITS TO PERMITTED TRAOES. THE 8UtLDING OFFICIAL REQUESTED THAT THE 80APO APPROVE THiS CHANGE AND THAT IT BECOME EFFECTIVE IN 30 DAYS MOTION BY MR. LANGLOIS, SECONDED BY MR. CAREY, TO BRING TO THE FLOOR FORi'DISCUSSION AND POSSIBLE ACTION A MATTER REGARDING PERMITTED TRADES PULLINGiAND SIGNING FOR PERMITS. CARRIED MR. CAREY QUESTIONED THE BOARD AS TO EXACTLY WHAT TRADES THE BOARD WAS PERMITTING TO PULL THEIR OWN PERMITS. CHAIRMAN HARRIS STATED THAT THEY WOULD INCLUDE THE CONTRACTOR, RESIDENTIAL BUILDING OR GENERAL, ELECTRICIAN, PLUMBING, AIR CONDITIONG, SOLAR AND iNSULATION. MOTION BY MR. TRIPP, SECONDED BY MR. CAREY, THAT THE BOARD RECOMMEND TO THE BUILDING DEPARTMENT THAT THE CHANGE THE PROCEDURE OF PERMITTING, FOR"THE PERMITTED TRADES, AND THAT THEY BE REQUIRED TO SIGN FOR AND PULL THEIR OWN PERMITS, AND THAT IT NOT BE THE RESPONSIBILITY OF THE GENERAL CONTRACTOR. MR. CAREY AMENDED HIS SECOND MR. TRIPP AMENDED HIS MOTION, TO INCLUDE THE EFFECTIVE DATE OF MARCH 1, 198~. SEBASTIAN CONSTRUCTION BOARD MEETING - JANUARY171_7_~984 CHAIRMAN HARRIS REQUESTED A ROLL CALL VOTE, AYES: MR. LANGLOIS MR. RIZIO MR. CARRY MR. TRIPP MR. MOHLER CHAIRMAN HARRIS MOTION CARRIED. NAYS: NONE MOTION BY MR. TRIPP, SECONDED BY MR. CARRY, THAT THE NOTION BE CLAIRIFIED BY STATION THAT THE NON PERMITTED TRADES WOULD NO CARRIED. LONGER SIGN THE CARDS OFF. TESCHNER, ALLEN R. - SWIMMING POOL EXAMINATION GAINESVILLE. CHAIRMAN HARRIS REQUESTED THAT MR. TESCHNER EXPLAIN THE CLASS TYPE OF EXAM HE WANTED 70 TAKE. MR. TESCHNER STATED THAT HE WOULD LIKE TO THAT THE RESIDENTIAL SWIMMING POOL CONTRACTORS EXAMINATION. CHAIRMAN HARRIS STATED THAT MR. TESCHNER WOULD ALSO HAVE TO TAKE THE ADDITIONAL ADMINISTRATIVE EXAMINATION. MOTION BY MR. LANGLOIS, SECONDED BY MR. CARRY, THAT'~THE BOARD ACCEPT THE APPLICATION OF MR. TESCHNER TO ?AKE THE BLOCK AND ASSOCIATES EXAMINATION, IN GAINESVILLE, FOR THE RESIDNETIAL sWIMMING POOL CON~ TRACTORS EXAMINATION AND THE AOOITIONAL AOMINISTRATIVE EXAMINATION. ~ CARRIED~ REGAN, JOHN J. - MASONRY SUB-CONTRACTOR MR. TRIPP STATEO THAT MR. REGAN WAS SHORT APPROXIMATELY THREE (3) MONTHS EXPERIENCE IN VERIFYING CONSTRUCTION EXPERIENCE AND THAT HE COULO PERSONALLY STATED THAT HE WAS SURE MR. REGAN HAD THE TWO (2) YEARS REQUIRED ANO REQUESTED THAT THE BOARO APPROVE THE APPLICATION PENOING AN AOOITIONAL LETTER ANO THAT THE CHAIRMAN AND VICE CHIARMAN REVIEW THE LETTER ANO ISSUE A LICENSE AND BRING IT BEFORE THE BOARO AND THE NEXT REGULAR MEETING FOR~'FINAL ACCEPTANCE. MOTION BY MR. TRIPP, SECONDED BY MR. LANGLOIS, THAT THE BOARD APPROVE THE APPLICATION OF MR. REGAN FOR A MASONRY SUB-CONTRACTORS LICENSE, WITH THE STIPULATION VERIFYING ADDITIONAL TIME REQUIREO TO BRING THE APPLICATION UP TO OATE. SECONO AMENOEO BY MR. [ANG[OIS, MOTION'AMENOEO BY MR. TRIPP, TO BRING THE APPLICATION UP AT THE NEXT MEETING AND THAT ISSUANCE NOT BE MADE UNTIL THE CHAIRMAN ANO VICE CHAIRMAN HAVE REVIEWEO THE CARRIEO. PAPERS SUBMITTED' LUTHER, PATRICK - PAINTING SUB-CONTRACTOR SEBASTIAN CONSTRUCTION BOARD MEETING - JANUARY 17, 1984 CHAIRMAN HARRIS ASKED IF MR. LUTHER WAS PRESENT AT THE MEETING. MR. LUTHER WAS NO.T PRESENT. CHAIRMAN HARRIS STATED THAT HE DID NOT FEEL THE APPLICATION WAS IN OROER DUE TO THE FACT THAT LETTERS HAD BEEN SUBMITTED VERIFYING CONSTRUCTION EXPERIENCE BUT THAT THEY DID NOT STATE HOW LONG HE HAD BEEN IN BUSINESS AND IT IS REQUIRED THAT HE SHOW TWO (2) YEARS EXPERIENCE IN THE FIELD. CHAIRMAN HARRIS STATED THAT THE BOARD NEEDEO TO MAKE A MOTION TO APPROVE OR OENY THE APPLICATION. MOTION BY MR. TRIPP, SECONDEO BY MR. CAREY, THAT THE BOARD OENY THE APPLICATION OF MR. PATRICK LUTHER, PAINTING SUB-CONTRACTOR, UNTIL SUCH TIME AS MR. LUTHER CAN SHOW THAT HE HAS TWO YEARS, IN DATES, EXPERIENCE. CARRi:EO. COSIER,~CLAYTON - DRYWALL SUB-CONTRACTOR MOTION BY MR. TRIPP, SECONDED BY MR. CAREY, TO APPROVE THE APPLICATION, PENDING THE LETTERS OF VERIFICATION OF EXPERIENCE, BE NOTARIZED ANO RETURNED TO THE CITY FOR REVIEW BY THE CHAIRMAN ANO VlCE'.'CBAIRMAN. CARRIEO. MR. COS.IER'S APPLICATION WILL BE'ZBROUGHT BEFORE THE BOARD AT THEIR NEXT REGULAR MEETING FOR BOARD APPROVAL. REPORT RE: NUMBER OF TIMES IN A ONE YEAR PERIOD THE BROCK EXAMINATION MAY BE TAKEN. MR. TRIRP REPORTED THAT HE HAD CONTACTED BREVARD AND ST. LUCIE COUNTIES AND REQUESTED INFORMATION REGARDING THEIR POLICIES ON THE NUMBERS OF TIMES AN APPLICANT MY TAKE THE BLOCK EXAMINATION IN A ONE YEAR PERIOD. MR. TRIPP STATED THAT THESE COUNTIES WILL AELOW AN'APPLICANT TO TAKE THE TEST THREE CONSECUTIVE TIMES AND THAT IF HE DOES NOT PASS THE EXAM HE MUST SIT OUT ONE TEST PERIOD. BOTH COUNTIES GIVE THE TEST EACH QUARTER AND THE CITY OF SEBASTIAN GI~ES THE TEST ONLY THREE TIMES A YEAR. MOTION BY MR. LANGLOIS, SECONDEO BY MR. CAREY, THAT THE SEBASTIAN CONSTRUCTION BOARD LIMIT THE TESTING OF ONE APPLICANT TO THREE TIMES IN A ONE YEAR PERIO0, TOTAL. CARRIEO. CHAIRMAN HARRIS STATED THAT THAT WOULD iNCLUDE THE TEST GIVEN IN THE CITY ANO THE TESTING OONE IN GAINESViLLE. ~STABLtSH..OATE-~.FOR-RiCHARD'MiCK APECIAL HEARING CHAIRMAN HARRIS STATED THAT MR. CARL MICK, RICHARD MICK'S FATHER, HAD HAND OELIVERED THE ATTACHED LETTER, AND THAT HE HAO REQUESTEO THAT MR. MICK BE ADVISEO OF THE DATE IN WHICH A HEARING WOULD BE SET BECAUSE HE WOULD LIKE HE GiVE HIS SIDE OF THE STORY ON THE ABANDONMENT OF THE JOB SITE. CHAIRMAN HARRIS TENTATIVELY SET THE HEARING OATE 'FOR FEBRUARY 21, 1984, AND ADVISED THE BOARD TO CHECK THE OAT'E WITH THE CITY ATTORNEY, ESTABLISH A TIME FOR HIM TO MEET ANO AOVISE ALL BOARD MEMBERS ANO MR. MICK. -3-- SEBASTIAN CONSTRUCTION BAORD MEETING - JANUARY 17~ 1984 CHAIRMAN HARRIS QUESTIONED AS TO WHETHER ANY ONE FROM THE PUBLIC WOULD LIKE TO MAKE ANY COMMENTS. MR. STRUZINSKI STATED THAT HE WOULD LIKE THE BOARD TO CONSIDER ISSUING HIM A HOME MAINTENANCE LICENSE, HE STATED THAT HE WAS A REGISTERED GENERAL CONTRACTOR WITH THE STATE OF FLORIDA AND THAT HE WOULD BE INTERESTED IN DOING PAINTING AND CARPENTRY REPAIR JOBS. CHAIRMAN HARRIS STATED THAT IT HAD BEEN A POLICY OF THE BOARD TO NOT ISSUE BLANKET'_LICENSES FOR HOmE MAINTENANCE & REPAIRS AND THAT MR. STRUZINSKI COULD APPLY FOR A PAINTING SUB-CONTRACTORS LICENSE AND A CARPENTRY SUB-CONTRACTORS LICENSE, BUT BETTER YET HE COULD COMPLETE THE APPLICATION AND TAKE A CONTRACTORS TEST,-"GENERAL, BUILDING OR RESIDENTIAL, AND THAT SINCE HE HAD BEEN LICENSED HE WOULD PROBABLY NOT HAVE ANY TROUBLE TAKING THE TEST. MR. STRUZINS'KI QUESTIONED WHETHER OR NOT THE CITY CLERK COULD ISSUE HIM AN OCCUPATIONAL LICENSE. THE CITY CLERK STATED THAT IT HAD BEEN A POLICY OF HER OFFICE NOT TO ISSUE ANY'FORM OF CONSTRUCTION OCCUPATIONAL LICENSE UNLESS THE APPLICANT HAD BEEN LICENSED BY THE SEBASTIAN CONSTRUCTION BOARD. CHAIRMAN HARRIS STATED THAT HE BELIEVED THAT MR. STRUZINSKI COULD DO WORK UNOER $50.00 WITHOUT BEING LICENSED 8Y THE BOARO, BUTI~HAT THAT WOULD NOT ALLOW HIM TO O0 ANY WORK THAT WOULD PAY FOR MATERIAL, TiME AND CAR OR TRUCK EXPENSES. MR. STRUZINSKI STATED THAT HE WOULD PROBABLY BE IN THE CITY HALL IN THE MORNING FOR AN APPLICATION TO TAKE THE GENERAL CONTRACTORS EXAM. MOTION BY MR. TRIPP. SECONDED BY MR. LANGLOIS, THAT THE SEBASTIAN CONSTRUCTION BOARD MEETING BE ADJOURNED. CARRIED. CHAIRMAN HARRIS STATED THAT THE NEXT MEETING WOULD 8E IN THE CiTY COUNCIL CHAMBERS AT 7:30 P.M., ON TUESDAY, FEBRUARY'-'7, 1984. CHAIRMAN HARRIS ADJOURNED THE MEETING AT 8:45 P.M.
