IN THE CiTY COUNCIL CHAMBERS. K. NAPPI, SECRETARY SEBASTIAN CONSTRUCTION BOARD NOTE: IF ANy PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSES, HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS iS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. ~O~S~R~_ C~IO~ BO.~D. CALL TO ORDER ROLL CALL DISCUSSION: DRAINAGE DITCHES ALONG THE SIDES OF PROPERTIES BEING DEVELOPED ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE pROCEEDINGS' AND FOR SUCH PURPOSES, HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, wHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. SEBASTIAN CONSTRUCTION BOARD - SPECIAL MEETING - jANUARY 18 1988 MEETING WAS CALLED TO ORDER BY CHAIRMAN CAREY AT 7:30 P.M. ROLL CALL: PRESENT: MR. CAPP MR. GREENIDGE MR. DERNBACH VICE CHAIRMAN. LANAN MR. HALLGREN CHAIRMAN CAREY ABSENT: NONE ALSO PRESENT: BRUCE COOPER, BUILDING OFFICIAL/CODE ENFORCEMENT, JERRY THOMAS, ACTING PUBLIC WORKS DIRECTOR. MR. THOMAS TOLD THE BOARD THAT WITH THE ELEVATION RESIDENCES~'ARE BEING.'BUILT AT TODAY - 70 FOOT ~USE ON A 80 FOOT LOT, THEN THE OCCUPANT PUTS A HEDGE OR FENCE ALONG SIDE THE DITCH TO OBSCURE FROM THEIR VIEW - MAINTENANCE WISE IT MAKES IT iMPOSSIBLE FOR PUBLIC WORKS TO EVER MAINTAIN THESE DITCHES. HE FELT THE ONLY SOLUTION IS TO PIPE THE DITCH, COVER IT UP AND GIVE THE PEOPLE ACCESS TO SIDE YARDS THAT THEY DO NOT HAVE NOW. MR. COOPER SAID THAT WHATEVER WAS DONE IT WOULD HAVE TO BE SOMETHING THAT WOULD FIT INTO THE MASTER PLAN. CHAIRMAN CAREY ASKED IF AN ENGINEER WOULD NOT HAVE TO BE CONSULTED. MR. THOMAS FELT IT WOULD NOT BE NECESSARY SINCE WE ARE ONLY TALKING ABOUT DRAINAGE SWALES. MR. THOMAS ALSO NOTED THAT THE MAIN pROBLEM WAS WHO WAS GOING TO PAY FOR THE SWALES TO BE DONE. MR'. COOPER FELT THAT AN ENGINEER WOULD BE NEEDED OR THERE WOULD BE PROBLEMS. HE FELT IT WAS IMPORTANT TO KNOW THE SIZE OF PIPE NEEDED FOR THE FLOW OF' WATER iN THAT PARTICULAR AREA. AGAIN IT WAS NOTED THAT THE MAIN QUESTION WAS WHO WAS GOING TO PAY FoR THE WORK ON THE SIDE SWALES. MR. THOMAS TOLD THE BOARD THAT IN THE ENGINEERING DEPARTMENT, ON FILE, THEREZS PAPER WORK ON TWO OR THREE OF THESE DITCHES. AS FOR THE COST, THE HOMEOWNER TOOK CARE OF IT THEMSELVES. MOTION BY MR. HALLGREN, SECONDED BY MR. DERNBACH TO PUT IT TO ENGINEERING - GET AN ENGINEERING REPORT BACK RIGHT AWAY ALONG WITH SOME COST. ANALYSIS, COST OF PIPE AND FILL TO PUT IN SO THE BOARD KNOWS WHAT THEY ARE TALKING ABOUT. MR. THOMAS ASKED IF THE BOARD WOULD EXCEPT SOMETHING THAT HAS.ALREADY BEEN DONE RATHER THAN A NEW ENGINEERING SURVEY. MR. COOPER SUGGESTED A LETTER FROM THE ENGINEER THAT HAS ALREADY DONEIT RAISING THE QUESTIONS THAT HAVE BEEN BROUGHT UP - DOES THiS PLAN ADDRESS WHAT HAS BEEN BROUGHT UP. MR. THOMAS SAiD THAT ALTHOUGH THiS wAS DONE pRIOR TO HIS COMING'TO WORK FOR THE CITY HE HAD BEEN OUT TO THE SITES WITH SEVERAL CiTY REPRESENTATIVES WHO SAID THERE WAS SOME FLACK WHEN THEY HAD TO DO THIS. APPARENTLY IT WAS ADDRESSED IN A THOROUGH MANNER. HE SAID HE WOULD PULL ALL THE REcoRDS. MR. COOPERSAID HE THOUGHT SOMEOF THE FLACK WAS FROM PUBLIC WORKS SAYING you COULD NOT DO IT, BUT SOME pEOPLE WANTED IT DONE AND GOT THE APPROVAL TO DO IT. CHAIRMAN CAREY ASKED MR. HALLGRENHOWHE FELT ABOUT WHAT WAS jUST SAID. MR. HALLGREN SAID HE STILL WANTED TO SEE SOME ENGINEERING, PARTICULARLY ADDRESSED TO THE RETENTION PROBLEM. CHAIRMAN CAREY AGAIN ASKED THE QUESTION A'S TO WHO THIS WAS GOING TO BE ASSESSED TO. MR. COOPERSAID THAT HOPEFULLY IT WOULD NOT COST ANYTHING. ALL THEyWANTED TO DO WAS TO GET WITH THE ENGINEERS WHO DID THE DESIGN, GIVE THEM A LETTER GIVING OUR POINTS AND TALK TO THEM ASKING IF THEY LOOKED AT THE POINTS -BEING LOOKED AT NOW. IF NOT, THEN WE ARE LOOKING AT AN ENGINEER TO SPEND A LOT OF MONEY WHICH WILL TAKE A WHILE TO DO. MR. COOPER SAiD THE QUESTIONS TO BE ASKE~ARE THAT IN A BLOCK HOW MUCH wATER CAN BE RETAINED THROUGH THAT DITCH, WHAT IS THE SIZE AND IF IT iS A RETAINING' TYPE DITCH, WILL THIS DESTROY THE RETENTION PORTION OF THAT AREA. MR. COOPER ALSO SAID YOU NEEDED TO LOOK AT THE PROBLEM OF SOME LOTS NOT HAVING A REAR DITCH. CHAIRMAN CAREY ASKED THAT THIS iNFORMATION BE BROUGHT BACK BEFORE.THE'BOARD AT THE MEETING TO BE HELD 2/2/88. MR. COOPER SAID HE THOUGHT HE COULD. MOTION CARRIED. THERE BEING NO FURTHER DISCUSSION, MEETING ADJOURNED AT 9:05 p.M.
