Ail members present except for Huston Tripp and David Hines.
Ed Schmucker welcomed Clifford Hoose to the Board, as the Concerned
Citizen Member.
Ed Paluch made the motion, Jim Harris Seconded it, to accept the minutes
of January 9, 1979. All in favor, none opposed.
Block and Associates have notified of the grade results. Of the six
persons who did take the exam, only one person passed. Edward Hulse
will be issued a Certificate of Competency by this Board, as he had
obtained the only passing grade on the Block exam. All the other
persons were notified, by letter, that they did not obtain a passing
grade.
An application, submitted by Charles Wilson Cairnes, was reviewed for
certification. He is applying for four different categories: General
contractor, Electric contractor, Plumberccontractor and HARV contractor.
He has taken, and passed, Block exams in these categories; therefore,
he will be issued our certificates, through reciprocity with Brevard
county.
A swimming pool contractor, Mr. Johnny Cooper, was present at this
meeting. He did not apply for certification during the grandfather
period. We cannot re-open the grandfather period, as this would open
up "a can of worms". Therefore, at the next meeting, Mr. Cooper will
be present again and he will be-informed that, if he files an application
to the Board, we could review it, and, if he does not like the decision
we make, then he can appeal this decision to the City Council.
An application was re-submitted to the Board by Evelyn Votrobek. She
is the qualifier for East Coast Trenching and she is licensed to work
in this City doing septic tank work. She failed to apply for well
drilling, when she made the initial application during the grandfather
period. She does not hold a State license for well drilling. Therefore,
it was the decision of this Board that she have a l~c~li~_~~ to drill
any wells in the City of Sebastian. She will be notified of this decision.
Grace had a question about McCulters & Howard Well Drilling , Inc. They
had submitted a check for $25 and an application, after' the grandfather
periOd, for a Certificate. We were concerned at that time, ~s~to'who
actually is qualifying the company. Is it B~J. McCullers, Sr. or B.J.
McCullers, Jr.? They hold a State license for well drilling, but it
does not specify Sr. or Jr. It was the decision of this Board that,
as 16ng as they have a State license, they will not be required to obtain
our local certificate. Grace will write them a letter, notifying them of
this decision and refund their $25.
Grace had a question as to whether or not a perma-glaze subcontractor has
to be licensed by this Board. We all felt that th~-type of work would
fall under a painting category and, therefore, th~s man would need a
license to work in the City of Sebastian.

Grace brought up the fact that, some of the p~rsons who were granted
a license, have not complied with the insurance requirements nor the
Workman's Compensation law. Mayor Flood stated that the reduced insur-
ance requirements will be finalized on February 12, 1979~ Ed Paluch
made the motion, Chris Kirrie seconded it, Ghat we give all those
persons to comply with the insurance requirements by February 19, 1979.
Ail in favor, none opposed. Failure to comply with these requirements
will result in those persons license being placed on an Inactive status.
They will not be allowed to do any more work withinrthe City of Sebastian
until they com~ly. Grace will write letters to them of the new amounts
of Liability, and also, the date they have to submit certificates of
insurance.
We reviewed the list of subcontractors who need to carry a City of
Sebastian Certificate of Competency issued by this Board. It was de-
cided to ~liminate the categories of Floorcovering and Electric Sign.
Now that we haVe a full Board, with all seven members, it was time to
bring up the matter of Robert White, who had requested a Residential
contractor's license, based on one house that he was constructing, at
that time.
tt has come to the attention of some of the Board members that this house
is currently under bids, to complete this j.ob~'~
After discussing this~matter, it was decided that Art Mayer get a letter
from the owner of the house and property, as to the disposition of the
job. Robert White was using this incomplete project to qualify himself
as a contractor. To date, this home is still incomplete. This item
will be finalized at the next meeting of the Board.
Ed Paluch made the motion, Jim Harris seconded it, that all persons who
are licensed by this Board, register that competency number with the
State of Florida. Grace will send letters to every licensed person
telling them that they will have 60 days, from date of that letter, to
file an application with the State. We will supply the application
forms, for their convenience. It will also be stated in the letter that
this registration will be a requirement for renewal. No renewals will be
made unless they have State Registration.
Concerning the Workman's Compensation Law, Grace will notify all those
persons, who show no Workman's Compensation on their insurance certifi-
cate, to bring in a signed Statement that they have less than three
employees. Workman's Compensation is a mandatory law in the State of
Florida, for any employer who has more than three employees.
Nexttmeeting will be held on Tuesday, February 20, 1979 at 9 a.m., with
a hearing, with Buck Vocelle, on the wakefield case, starting at 10 a.m.
