Members absent: Terry Verner, Houston Tripp
This meeting's discussion was the "draft" of our "City of Sebastian Certification Law."
Starting from the beginning, each section and paragraph was re-read and the corrections
made.
On page 2, under "General contractor" the sentence "Education shall substitute for no
more than one half the experience requirements" was decided upon to be omitted alto-
gether. It was omitted from all the other paragraphs, and to keep all in uniform, we
defined education in a later paragraph.
Page 5, paragraph (7) will now read, "Education equivalency" means, that education
pertinent to a specific category which shall be considered in lieu of experience,
up to a maximum of one-half (%) of the total experience required in the applicable
category.
On page 4, (g) "Specialty contractors" brought a very lengthy discussion. Just what
is a specialty contractor'? What exactly is he allowed and not=&llOWed to do? Also,
the mention of education and experience as herein defined will be left out of this
paragraph as a specialty contractor are those who can qualify with a minimum of two
(2)' years experience. It was voted upon this two year experience should be all out
in the field and not have any of it substituted for schooling. At the next, meeting,
everyone was asked to bring in their definition of "specialty contractor."
A lengthy discussion was brought up as' to the length of time a member would be appoin-
ted to be on this board. After reevaluating what was typed on page 6 of section 3, it
was then decided that we change the last sentence to read:
"As the terms of members expire, the city council shall, upon the recommendation of
the board, appoint a member to fill the vacancy for three (3) years.
All members of this committee were asked to make the necessary cor~e~ti~n~in their
own booklet. Ed Schmucker will receive a copy of this after all corre~t£on~ are
made as he will be the one to discuss this further with the City attorney'.
