MOTION BY MR. HALLGREN, SECONDEDBY MR. CAPP TO APPROVE THE MINUTES AS
WRITTEN.

OLD BUSINESS:
COMPLAINTS AGAINST JOHN ROBERTS, JR.
MS. TOVAR REPRESENTED HERSELF AND MRS. WANDA ROBERTS REPRESENTED HER SON.
MR. HALLGREN WASGO1N~"TOITOSOME FOLLOW UP FROM THE LAST MEETING.
MR. HALLGREN SAID HE WOULD LIKE TO SEE THE BOARD GO TO SPECIAL COUNCIL ON
THIS MATTER. HE FELT WE WERE GOING TO NEED SOME STRONG LEGAL ADVISE. HE
FELT THE COUNCIL WAS NEEDED BEFORE THE BOARD WENT MUCH FURTHER.
HE NOTED THAT MS. TOVAR HAS BEEN LIVING IN THE HOUSE WITHOUT A CERTIFICATE
OF OCCUPANCY.
MR. HALLGREN HAD DISCUSSED THE MATTER OF SPECIAL COUNCIL WITH MAYOR HARRIS.
THEY HAD ALSO DISCUSSED IT WITH RUSSELL PETE~SB~?--WITH THE IDEA OF HIS
LOOKING INTO THIS MATTER AS AN INDEPENDENT LEGAL INVESTIGATOR.
MOTION BY MR. HALLGREN, SECONDED'BY MR. GREENIDGE TO SECURE SPECIAL COUNCIL
BEFORE THE BOARD GETS TOO FAR ALONG WITH IT.
MR. COOPER:SAID HE DID NOT THINK ACTION SHOULD BE TAKEN BECAUSE THERE WERE
PEOPLE WHO NEEDED TO BE HEARD. HE ALSO NOTED THAT THERE WAS A LETTER FROM
JOHN ROBERTS ASKING TO HOLD OFF.
AS FAR AS MS. TOVARS LIVING IN HER HOUSE WITHOUT A CO, MR. COOPER TOLD THE
BOARD THAT AS OF TODAY, THE CO IS READY FOR THE CONTRACTOR TO PICK IT UP.
MR. HALLGREN SAID HIS MOTION STILL STANDS.

MR. DERNBACH ASKED IF WE HAD ANYTHING ON AMERICAN COLLECTION OF FINES HOMES.
THE BOARD SECRETARY SAID NO.
MR. WALTER OF 103 LANCASTER STREET SPOKE TO THE BOARD. HE STATED THAT HE
HAD SEVERAL LIENS AGAINST HIS HOUSE AND THAT THE POOL WAS NEVER FINISHED.
HE SAiD THE CLOSING ON HIS HOUSE WAS 12/18/87.
MR. WALTER SAID THE ORIGINAL CONTRACT WAS WITH BERNIE ROBERTS. HE HAD NEVER
TALKED TO JACK TRUNDLE.
VICE CHAIRMAN LAMAN ASKEDMR. WALTER WHAT JOHN ROBERTS HAD TO DO WITH THIS.
MR. COOPER SAID HE PULLED THE PERMIT AS INDIAN RIVER HOMES.
MR. WALTER REPRESENTED HIS BROTHER-IN-LAW MR. QUiNTERO.
MR. WALTER STATED THAT AT THE PRESENT TIME THE HOUSE IS ABOUT HALF COMPLETED.
AFTER CALLING DIFFERENT CONTRACTORS HE FOUND THAT THE HOUSE HAD APPROXIMATELY
$12,000.00 WORTH OF LIENS AGAINST THE HOUSE.
MS. TOVAR WAS ALSO ASKED QUESTIONS'BY THE BOARD.
MR. DERNBACH ASKED MSi TOVAR IF SHE KNEW THE NAME OF THE ACTUAL COMPANY THAT
THE CONTRACT WAS DRAWN UP WITH.
MS. TOVAR SAID INDIAN RIVER HOMES.
MR. HALLGREN ASKED HOW LONG SHE HAD BEEN LIVING IN THE HOUSE.
MS. TOVAR SAID ABOUT A MONTH. SHE SAID SHE ALSO HAD INSURANCE ON THE HOUSE.
MRS. WANDA ROBERTS, REPRESENTING HER SON JOHN ROBERTS SPOKE TO THE BOARD.
MRS. ROBERTS SAID THAT MR. WALTER AND MS. TOVAR WERE NOT TELLING THE TRUTH
AND THAT JOHN SHOULD BE GIVEN THE CHANCE TO DISPUTE WHAT THEY SAID AT A
LATER DATE.
CHAIRMAN CAREY READ A LETTER DATED'12/21/87 SIGNED-'BY BERNIE"AND JOHN ROBERTS
STATING THAT JOHN ROBERTS ON BEHALF OF SEBASTIAN COLLECTION OF FINE HOMES
WOULD ASSUME THE 22 'CURRENT PERMITS AND FINISH THE HOUSES.

DISCUSSION: WORKMAN COMPENSATION
MR. FRANK OBERBECK, LOCAL BUILDER TOLD THE BOARD THAT HE HAD GONE TO A
TREASURE COAST BUILDERS ASSOCIATION MEETING. ONE OF THE TOPICS WAS THE
UNINSURED CONTRACTORS WORKING IN THE CITY. THE MAJOR PROBLEM BEING NO
WORKMEN'S COMPENSATION. ONE OF THE SUGGESTIONS AT THE MEETING WAS THAT
THE WORKMEN'S COMP BE FILED WITH THE CITY ALONG WITH THE LIABILITY
INSURANCE.
MR. COOPER SAID THERE WOULD"BE A COMPUTOR PRINTOUT OF ALL LICENSED
CONTRACTORS SHOWING WHO IS GOOD AND WHO IS NOT AND THEY WILL BE IN THE
INSPECTORS CAR AND ALSO CODE ENFORCEMENT AND THEY WILL BE SPOT CHECKING.
ALSO, WHEN A PERMIT IS GOING TO BE ISSUED, A.'PERMIT CARD WILL BE MADE UP
AND ON THAT CARD IT WILL SHOW ALL,THE SUBS FROM THAT APPLICATION, SO WHEN
THE INSPECTOR COESOUT,' HE WILL ALREADY KNOW WHO IS SUPPOSE TO BE OUT THERE.
DISCUSSION~ PERFORMANCE BOND FOR LOCAL CONTRACTORS
MR. HALLGREN NOTED THAT THIS HAD BEEN DISCUSSED BY THE'BOARD BEFORE, THAT
WE HAD PEOPLE COME IN WITH FIGURES ON BONDS. WE ALSO CHECKED INTO SURROUNDING
AREAS. THE BOARD CAME TO THE CONCLUSION THAT IT IS THE 97~ GOOD CONTRACTORS
WHO WOULD BE PENALIZED BY IT, THAT IT WOULD NOT EFFECT THE "GYPSIES" AT ALL.
MOTION BY MR. HALLGRF~ SECONDED BY MR. DERNBACH THAT THE CONSTRUCTION BOARD
HAS THOROUGHLY INVEBTIGATED THE BONDING OF BOTH SUB ODNTRAETORS AND GENERAL
CONTRACTORS AND WE F~D THAT IT IS OF NO VALUE IN CONTROLLING THE QUALITY
OF WORKMANSHIP OR INSURING THE.SAFETY'AND THE BACKGROUND OF THE PURCHASERS
OF THESE HOMES. IT WOULD HURFTHE 97~ GOOD QUALITY CONTRACTORS AND WOULD
NOT REALLY BENEFIT THE PROBLEMS WE ARE HAVEING. THEREFORE, WE DO NOT
ENCOURAGE CITY COUNCIL TO DO ANYTHING IN THE AREA OF REQUIRING BONDING.

DISCUSSION: AIRPORT MAINTENANCE BUILDING
MOTION BY MR. HALLGREN, SECONDED BY VICE CHAIRMAN LAMAN TO PUT THIS OFF
UNTIL THE APRIL MEETING IN LIEU OF THE AIRPORT EXPANSION ON THE REFERENDUM
BALLOT OF THE 8TH.
THERE WAS A BRIEF DISCUSSION AS TO WHETHER OR NOT A BATHROOM WAS NEEDED
AT THE MAINTENANCE BUILDING.
MR. GREENIDGE VOTED NAY.

LETTER REQUESTING POOL EXAM, MR. WALLY KRAMER
MOTION BY VICE CHAIRMAN LAMAN, SECONDED BY MR. HALLGREN TO ENCOURAGE
MR. KRAMER TO FILL OUT AN APPLICATION REPRESENTING WHO WILL QUALIFY THAT
COMPANY TO BE THE POOL 'CONTRACTOR SHOWING HIS EXPERIENCE AND BACKGROUND
AND THAT IT WILL BE ADDRESSED ON ITS OWN MERIT.
