The Pledge of Allegiance was said. ROLLCALL: PRESENT: Louis Nicolini Frank Garland, Jr. Scott Taylor EXCUSED ABSENCE: Chuck Neuberger ALSO PRESENT: Kathy Nappi, Secratary/Contractor Licensing Ann Brack, Recording Secretary APPROVAL OF MINUTES: MOTION by Morris/Taylor I entertain a motion to approve the minutes from February 12th. Chmn. Meredith Fox VC Andrew AIIocco Jim Morris A voice vote was taken. 6 - 0, motion carried. OLD BUS!NES~: None NEW BUSINESS: EXPERIOR EXAM: EDWARDS, Michael I Plumbing w/Gas Cont, Michael Edwards, 8481 Rubimont Road, Richmond, VA, was present and was sworn in by the Chairman at 7:04 PM. Mr. Edwards was questioned extensively about his experience, education, and techniques in Australia and Virginia. MOTION by AIIocco/Taylor I'd like to make a motion that we allow Mr. Michael George Edwards to take the Experior Exam for Plumbing with Gas. Roll call: Scott Taylor - yes VC Andrew AIIocco - yes Frank Garland, Jr. - yes Louis Nicolini -yes Jim Morris -yes Chmn. Meredith Fox -yes CONSTRUCTION BOARD MINUTES OF REGULAR MEETING OF MARCH 12, 2002 The vote was 6 - 0. Motion carried. COSTELLO, Michael I Residential Contractor Michael Costello, Rt. A1A, Vero Beach, FL, was present and was sworn in by the Chairman at 7:25 PM. Chmn. Fox asked Mr. Costello if he ever worked under a General Contractor, and he responded that he has worked under a Paving Contractor, but never worked under a General Contractor. Mr. AIIocco asked if he had ever built a new bUilding from scratch, and Mr. Costello responded that he built a new spec house in New York about two years ago. He also commented that in New York, you can build a house for yourself with an owner/builder permit and not be required to have a license. Several Board members pointed out that Mr. Costello's experience was as .a Home Improvement Contractor. Mr. Garland asked Mr. Costello asked if he ever work anywhere for three years or longer, for a contractor that built homes. Mr. Costello responded "No". Board members were looking for three years supervisory experience in all aspects of the building trade in constructing buildings, and they felt that Mr, Costello was unable to provide this experience, MOTION by Morris/Garland I have to make a motion that we can't approve him to take the test as a Residential Contractor, based on lack of experience. Discussion: Jim Morris explained that looking at the facts and the criteda, it's very definitive, and, as we try to work With applicants, the experience just isn't there, and it's our responsibility as a Construction Board to see that you meet at least the minimum standards. Mrs. Vicki Costello, wife of the above applicant, was sworn in at 7:32 PM, and asked questions if Mr. Costello could work for three (3)years in a supervisory role for a Residential Contractor and then take the test for that designation, and Board members responded yes. CONSTRUCTION BOARD MINUTES OF REGULAR.MEETING OF MARCH 12, 2002 POLLY, BOBBY D, I Roofing Unlimited Contractor Bobby Darrell Polly, 2520 87~ Ave., Vero Beach, FL was present and was sworn in by the Chairman at 7:34 PM. MOTION by Taylor/Nicolini I'd like to makea motion that the Board approve BobbY Darrell Polly to take the Experior Exam for Roofing. Roll call: Scott Taylor - yes Chmn. Meredith Fox -yes Frank Garland, Jr. - yes Louis Nicolini - yes VC Andrew AIIocco - yes jim Morris - yes The vote was 6 - 0. Motion carried. NESBIT, FRANK H. / Painting Contractor Frank Nesblt, 869 Wentworth Ave., Sebastian, FL was present and was sworn in by the Chairman at 7:41 PM. Board members questioned the license of Charles McCloud who was Mr. Nesbit's employer. MOTION by Taylor/AIIocco I'd like to make a motion that the Board approve Frank NeSbit :to take the Experior Exam for Painting Contractor contingent upon verification With Kathy that Mr. McCloud holds a valid: Painting Contractor's license. Discussion: There was discussion about the applicant's responsibility in proving that his employer held a Painting Contractor's license. Roll call: Chron. Meredith Fox - yes Jim Morris - yes Scott Taylor , yes Louis Nicolini - yes VC Andrew AIIocco - yes Frank Garland, Jr. ; yes None None The vote was6- 0. Motion carried. VIOLATION HEARINGS: BUILDING OFFICIAL MATTERS: BOARD MATTERS: Louis Nicolini ~ommented that this is not the first Board that he has been on., and the others were rubber-stamped, and he feels so good to see the interest that this Board takes when applicants come to the podium as to whether they are good enough CONSTRUCTION BOARD MINUTES Of REGULAR MEETING OF MARCH 12, 2002 to get a license, and the questioning is just great. Chron. Fox commented that this is important especially when they are going to build a home or houses. Other Board members commented along the same lines and discussed some other scenarios. DISCUSSION: New Application Page 2 was discussed and it was determined to remove some categories that have no relevance to this area and have not been requested in many years, or seem to be duplications, or are state tested. There was much discussion about the Master Plumber and the Master Plumbing with Gas categories in the first column. It was then determined to eliminate ~ designations. VC AIIocco suggested having a rubber stamp made that stateS, "Any gas work requires a plumbing contractor with gas endorsement", and stamp any relevant plans. MOTION by Morris/Taylor I make a motion that the month of May, in our meeting, in our workshop that we're proposing for more discussion, that we ask that Mr. George Bonacci, the Building Official, to attend. Roll call: Louis Nicolini - yes Chmn. Meredith. Fox - yes Freank Garland, Jr. - yes VC Andrew AIIocco - yes Scott Taylor - yes Jim Morris - yes The vote was 6 - O. Motion carried. (The Chairman took a short break at 9:23 PM and returned at 9:28 PM.) There was more discussion on other categories including sheet metal, roofing, air Conditioning, aluminum, asphalt, dredging, electrical maintenance, elevator, lathing, underground utilities & underground utility, mechanical, pile driving, pneumatically applied concrete, TV & radio, welding, etc. There was discussion, and it was requested that a workshop meeting be set up for either March 19th or 26th, whenever the council chambers are available.
