All members were present.
The minutes Of February 28, 1978 were read. Motion made by EdPaluch to
approve the minutes, seconded by Jim Harris. Ail in favor, none opposed.
On page 6 of the revised edition of the law book, Ed Schmucker interpreted
the top paragraph as stating that more than one citizen member could be
on the board. If the situation arose, more than one citizen member could
be appointed.to the board as long as that citizen is a resident of the
City of Sebastian.
Page 7, paragraph pertaining bo the funds the boardwill receive does not
give a specific dollar value. OriginallY,.it was stated that each member
of the board would.receive $100.00 per annum. A paragraph was added, though,
that the board would annuallysubmit a budget. In this budget, they would
include any salary that they feel they should receive. Merle Hasson made
a remar~ that it should not be any'prob'lemto ma~e a budget.
In section 5, page 8, a new paragraph should be added after paragraph (c)
saying something to the effectthat a reciprocal agreementtwill be'honored
providing that the passing grade was 75% or higher.
In this same section on page 9, paragraph (7), Terry suggested that the word
'license' be changed to read 'certificate.' As the subject of licenses has
been discussed before, it was stated that 'license' may be interpreted as
simply obtaining an 'occupational license'
Merle mentioned about "being grandfathered", and asked just what is it
and what does it mean. Ed schmucker sa~d that "We're defining a:grandfather
as any contractor that has secured ='?permit from the Cityw~thin-.the~med&ate
past 12 months from the date of th~s ordinance." That~is' the grandfather
clause.
A person who was grandfathered in i~another city would notbe grandfathered
in the City of Sebastian. That person would have to take our test and pass
it with a grade of 75% or larger.
