BONDING ISSUE:
CHAIRMAN BALLOUGH STATED THAT AT THE WORKSHOP MEETING ON 3/26/86, THE BOARD
DISCUSSED THE REQUEST MADE BY CITY COUNCIL FOR RECOMMENDATIONS ON THE BONDING
OF SURVEYORS, ENGINEERS AND CONTRACTORS. THERE WAS A LENGTHY DISCUSSION WITH
THE BENEFIT OF AN INSURANCE EXECUTIVE AND THE CITY ATTORNEY. THE GENERAL
CONSENSUS OF THE BOARD WAS THAT BONDING WAS NOT REQUIRED FOR ALOT OF REASONS
AND IT WAS SUGGESTED THE BOARD NOT ACT ON IT AT THAT TIME, THAT THE BOARD
STRUCTURE A NUMBER OF MOTIONS FOR REVIEW.
THE FOLLOWING MOTIONS WERE MADE:
MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. HALLGREN TO RECOMMEND TO CITY
COUNCIL THAT NO OVER ALL POLICY BE ADOPTED TO REQUIRE BONDS FOR SURVEYORS,
ENGINEERS OR CONTRACTORS.
CARRIED.

MOTION BY MR. HALLGREN, SECONDED BY MR. LAMAN TO RECOMMEND TO CITY COUNCIL THAT
AN ORDINANCE BE DRAFTED THAT WOULD GIVE THE CITY THE AUTHORITY TO REQUIRE SURVEYORS,
ENGINEERS CONTRACTORS AND SUB-CONTRACTORS TO POST A BOND ON ANY PROJECT THE CITY
DEEMS A RISK.

A FORM BOARD SURVEY BE REQUIRED BY THE BUILDING DEPARTMENT PRIOR TO THE FOUNDATION
INSPECTION. BEING MADE.

TEST SCORES WERE REGISTERED IN THE SCORE BOOK BY MR. HOFFMAN AND MR. DOMINIX.
MR. HOFFMANAND MR. DOMINIX VOLUNTEERED TO MEET THE BOARD SECRETARY AT THE
COMMUNITY CENTER ON MAY 10, 1986 AT.8:00 A.M. TO REGISTER APPLICANTS FOR THE
BLOCK EXAM.
MR. HOFFMAN TOLD THE BOARD HE HAD RECEIVED A CALL FROM MR. CHUCK NEUBERGER
STATING HE WAS INTERESTED IN FILLING THE VACANCY FOR ALTERNATE, CONCERNE~
CITIZEN AND THAT HE HAD FILLED OUT AN APPLICATION.
MOTION BY MR. HOFFMAN, SECONDED BY MR.. LAMAN TO RECOMMEND TO THE CITY COUNCIL
THE APPOINTMENT OF CHUCK NEUBERGER TO FILL THE VACANCY OF ALTERNATE, CONCERNED
CITIZEN.
CARRIED.
THERE WAS A BRIEF DISCUSSION OVER ABSENTEEISM AS DISCUSSED AT A PRIOR MEETING.
MOTION BY MR. LAMAN, SECONDEDBY VICE CHAIRMAN CAREY REQUESTING THE CITY COUNCIL
TO AMEND SEC 7-92 OF THE CITY CODE TO INCLUDE ANY MEMBER MISSING 3~CDNSECUTIVE,
UNEXCUSED MEETINGS BE REMOVED FROM THE BOARD.
CARRIED.
THERE WAS A DISCUSSION CONCERNING THE STATUS OF THE ELECTRICAL CODE THE BOARD
HAD REVISED. CHAIRMAN BALLOUGH ASKED IF IT HAD BEEN GIVEN TO CITY COUNCIL.
THE BOARD SECRETARY STATED COPIES WERE GIVEN TO THE CITY ATTORNEY AND THE
BUILDING OFFICIAL FOR THEIR COMMENTS. MR. DOMINIX QUESTIONED WHY THE BUILDING
OFFICIAL. HE ASKED THE BOARD SECRETARY TO CHECK THE MINUTES FOR A RECOMMENDATION
FROM THE BOARD TO GIVE A COPY TO THE BUILDING OFFICIAL.
MR. HALLGREN ASKED ABOUT THE STATUS OF A REQUIRED CREDIT REPORT FROM FUTURE
APPLICANTS.
THE BOARD SECRETARY REFERRED BACK TO THE MEETING OF 3/11/86 WHERE MOTION WAS MADE
AND PASSED TO REQUIRE A CREDIT REPORT BE SUBMITTED WITH APPLICATIONS FOR BOTH
CONTRACTORS AND SUB-CONTRACTORS.
A NEW ARPLICATION WILL BE SUBMITTED IN THE NEAR FUTURE.
