CAPP MR. DERNBACH MR. HANEY VICE CHAIRMAN LAMAN ABSENT: CHAIRMAN CAREY- EXCUSED ALSO PRESENT: BRUCE COOPER, BUILDING OFFICIAL; GEORGE BONACCI, CHIEF BUILDING INSPECTOR; BOB NICHOLSON, CODE ENFORCEMENT OFFICER. A RECESS WAS TAKEN AT 7:35 P.M. TO ALLOW THE BOARD MEMBERS TIME TO FINISH REVIEWING THE APPLICATIONS. MEETING REOPENED AT 7:46 P.M. WITH ALL MEMBERS PRESENT. NEW BUSINESS: BLOCK EXAM - SEBASTIAN GELSIMINO, ROBERT R./PAINTING SUB-CONTRACTOR MANN, RUSSELL A./SWIMMING POOL MAINTENANCE & REPAIR MOTION BY MR. DERNBACH, SECONDED BY MR. NEUBERGER TO ACCEPT MR. GELSIMINO, PAINTING SUB-CONTRACTOR AND MR. MANN, SWIMMING POOL MAINTENANCE & REPAIR, TO ACCEPT THEIR APPLICATIONS FOR THE BLOCK EXAM. CARRIED. HAMPEL, DOUGLAS R./RESIDENTIAL CONTRACTOR MOTION BY MR. NEUBERGER, SECONDED BY MR. CAPP THAT THE APPLICATION WAS MISSING INSURANCE AND CREDIT PAPERS. DISCUSSION: MR. NEUBERGER REPEATED THAT HE FOUND THE APPLICATION LACKING IN CREDIT OR INSURANCE FORMS. THE BOARD SECRETARY TOLD THE BOARD THAT THE INSURANCE FORMS ARE NOT NEEDED FOR APPROVAL TO TAKE THE TEST BDT HE WILL NEED IT BEFORE THE COMP CARD IS ISSUED. HAMPEL'S APPLICATION BE REVIEWED BY THE CHAIRMAN OF THE CONSTRUCTION BOARD THAT IF FOUND TO BE APPROPRIATE AND IN ORDER THAT HE IS APPROVED TO TAKE THE TEST. DiSCUSSION~ MR. DERNBACH ASKED THE SECRETARY IF THERE WAS A SPECIAL REASON WHY THIS MAY HAVE BEEN A PROBLEM FOR HIM TO HAVE THE CREDIT REPORT. THE SECRETARY TOLD THE BOARD THAT WHEN SHE HAD TALKED HIM THAT IT HAD BEEN ORDERED. MOTION CARRIED. WHITE, JOHN F./CABINET INSTALLATION (GEN. SPECIALTY) MOTION BY MR. NEUBERGER, SECONDED BY MR. DERNBACH FOR DISCUSSION TO ACCEPT MR. WHITE'S APPLICATION FOR THE CABINET INSTALLATION, GENERAL SPECIALTY TEST. DISCUSSION: MR. DERNBACH NOTED THAT IN MR. WHITE'S CREDIT HISTORY THERE WERE SOME DIFFICULTIES CENTERED AROUND FEBRUARY, 1991. SEEMED TO BE THE TIME HE CAME TO FLORIDA. MR. WHITE WAS NOT PRESENT AT THE MEETING. ROLL CALL: NAY: MR. KELLEY MR. PARSONS TOLD THE BOARD THAT HE WAS NOT AWARE THAT A LICENSE WAS REQUIRED TO DO WORK IN THE CITY OF SEBASTIAN. FINDING OF FACT: MOTION BY MR. DERNBACH, SECONDED BY MR. CAPP THAT ON 2/27/91, MR. DAVID PARSONS KNOWINGLY VIOLATED SEBASTIAN MUNICIPAL CODE 7-99 SUB SEC "A" AT 1007 W LAKEVIEW DR.. · · MOTION CARRIED. MOTION BY MR. DERNBACH, SECONDED BY MR. BiLLIE POWERS· QUALIFIER FOR THE COMPANY WAS SWORN IN BY VICE CHAIRMAN LAMAN. MR. COOPER TOLD THE BOARD THAT THE STRUCTURE WAS REMOVED WITHIN THE TIME PERIOD ALLOTTED. MRS. POWERS SAID THE MONEY HAD BEEN REFUNDED AND THE FACIA FIXED. SHE EXPLAINED A PERMIT WAS NOT PULLED DUE TO AN ERROR BETWEEN HER OFFICE AND HERSELF. KELLEY TO FIND CHUCK POWERS ALUMINUM PRODUCTS IN VIOLATION OF THE SEBASTIAN CODE OF ORDINANCES, SEC. 7-20, NO PERMIT. MOTION CARRIED. MOTION BY MR. CAPP, SECONDED BY MR. NEUBERGER .THAT CHUCK POWERS ALUMINUM PRODUCTS BE GIVEN A FINE OF $500.00, SUSPENDED. MOTION CARRIED. MR. COOPER TOLD THE BOARD THAT DPR WAS MOVING A SATELLITE BRANCH TO MELBOURNE. THE BOARD SECRETARY WAS REQUESTED TO CHANGE THE AGENDA FORMAT BY PUTTING ATTORNEY MATTERS AND BUILDING OFFICIAL MATTERS AFTER NEW BUSINESS. THE BOARD WAS ALSO TOLD ABOUT SOME OF THE CHANGES THAT WOULD TAKE PLACE UNDER THE NEW MECHANICS LIEN LAW. MR- BONACCI TOLD THE BOARD THAT GARY GEHRKE, CARPENTRY SUB- CONTRACTOR HAD SPOKEN TO HIM ABOUT UNLICENSED SUB-~ONTRACTORS BEING "EMPLOYED" BY CONTRACTORS. MR. GEHRKE SPOKE TO THE BOARD. FOLLOWED. A LENGTHY DISCUSSION MR. COOPER SAID HE WOULD SEE iF THE ATTORNEY COULD BE AT THE NEXT MEETING. HE ALSO SUGGESTED A SPECIAL MEETING TO DISCUSS WHAT PROCEDURES COULD BE FOLLOWED TO HANDLE THESE SITUATIONS. WAS ALSO SUGGESTED THE SURROUNDING BUILDING OFFICIALS BE INVITED TO THE MEETING. IT DISCUSSION: REVISION OF LICENSE CLASSIFICATION. CHARLIE TITUS AND JACK ABBOTT, LANDCLEARING AND GRADING SUB- CONTRACTORS SPOKE TO THE BOARD. BOTH REQUESTED THEY BE RECLASSIFIED AS LANDSCAPERS. THEY STAT.ED THAT THEY DID NOT CLEAR LAND. TRACTORS WITH BUSHHOGS WERE USED. THEY FELT THEY DiD THE SAME TYPE OF WORK THAT LANDSCAPERS'DID. A LENGTHY DISCUSSION FOLLOWED. PAGE 6 -. SEBASTIAN CONSTRUCTION BOARD - 4/9/91 THE FINAL DECISION WAS THAT AS LONG AS THE WORK WAS CONSTRUCTION RELATED, A COMPETENCY CARD WOULD BE REQUIRED. SCORES FROM THE BLOCK EXAM WERE REGISTERED IN THE SCORE BOOK BY MR. CAPP AND MR. DERNBACH. THERE BEING NO FURTHER BUSINESS, MEETING WAS ADJOURNED AT 10:00 P.M. SEBASTIAN.
