TAGGED DUE TO AN UNLICENSED CONTRACTOR ON THE JOB -CONTRACTOR
BEING JEFF FLANNERT.

FLANNERT HAD CONTINLIED TO I&ORK. MR. FLANNERT SAID NO,

ELSE.
MR. FLANNERT TOLD THE BOARD THAT THE SCREEN ROOM THAT WI~S PUT
ON WAS FINISHED,
MR. BONACCI TOLD THE BOARD AS NL/CH AS HE COULD REMEMBER WAS
THAT THE OWNER HAD PHLLED HIS OWN PERMIT AND HIRED THE
CONTRACTOR HIMSELF.
CHAIRMAN J, SMITH SAID THAT WITHOUT THE DOCUMENTATION IT'S
HARD TO BE IN JUIX~EMENT AND SAID THAT I'T COULD BE POSTPONED:
HNTIL NEXT NDNTH.
MR. TOZZOLO FELT THAT WiTH WHAT WAS SAID AND THE CREDIT
REPORT, THERE WAS ENOUGH REASON NOT TO APPROVE THE
APPLICATION.
MR. HOLDRIDGE ASKED MR. FLANNERY WHAT HE INTENDED TO START
OR RUN HIS BUSINESS WITH - CAPITAL WISE. LOOKING AT THE
CREDIT REPORT THERE IS .MDRE OWED OUT THAN WHAT'S BEEN BROUGHT
IN OVER THE LAST COUPLE OF TF. ARS.
MR. FLANNERT SAID HE HAD BEEN IN THE BUSINESS FOR THE.LAST
TWENTT TEARS AND HE KNOWS ALL OF THE ALUMINIIMSUPPLIERS:.
THERE IS SUCH A THING AS OPEN ACCOUNTS.
CHAIRMAN, J. SMITH ASKED ABOUT THE',IRS SITIJATION - NOT
CHRRENTLT MAKING PATMENTS TO THEM.
MR. FLANNERT SAID THAT HE HAD MET WITH THEM A TEAR AGO IN
PORT ST. LHCIE AND IT WAS LEFT THAT AS SOON AS HE STARTED
WORKING THET WOULD START GETTING PATMENTS EVERT NiDNTH,
VICE CHAIRMAN NDSBT ASKED IF HE WAS LICENSED IN THE COHNTT
SINCE THAT IS WHERE HE SHOWS HE BUSINESS ADDRESS.
MR, FLANNERT SAID NO BUT THAT HE DID HAVE ANJOCCUPATIONAL:
LICENSE TO DO RE-SCREENING IN THE COUNTY.

MR, FLANNERT SAID THAT HE WOULD APPEAL THE BOARD'.S DECISION.

MR. T. SMITH ASKED FOR A CLARIFICATION ABOUT THE DUAL LETTER
THAT HAD TO BE SENT TO PEOPLE WHEN ~OU CONTRACTED A JOB AND
THE QUEST:ION WAS DID IT AFFECT A~.CONTRACTOR DOING A CHANGE

MR. BONACCI SAID THAT HE INTERPRETED IT TO AFFECT ONLT THE
GENERAL CONTRACTOR, IF AN ELECTRICAL OR A/C CONTRACTOR
PULLED A PERMIT TO DO A JOB, THEN HE WOULD BE~-THE ONE
RESPONSIBLE.

MR. BONACCI SAID HE WOULD CALL THE CONSTRUCTION LICENSING
BOARD'S ATTORNEY TO SEE IF THESE QUESTIONS AND CONCERNS CAN
BE ANSWERED.
CHAIRMAN J. SMITH ASKED MR. BONACCI I~%4T THE STATUS WAS
CONCERNING THE NEW CODE ENFORCEMENT OFFICER AND WHERE WOULD
HE FIT IN WITH LICENSING.
MR. BONACCI SAID THAT AT THE PRESENT TIME THE NEW OFFICER WAS
BEING TRAINED FOR CODE ENFORCEMENT AND ONCE THAT WAS DONE HE
WOULD 60 OHT WITH BOTH OF THEM AND DO SOME TRAINING IN
REGARDS TO LICENSING. ONCE THIS WAS ,DONE THEY WOULD START..iTO
ALTERNATE WEEKENDS AND START CHECKING CONSTRUCTION SITES,.
DISCUSSION: TESTED TRADES
THE BOARD SECRETARY NOTED THAT AT THE MARCH MEETING SHE HAD
MENTIONED THAT SHE HAD RECEIVED NEW PAPER WORK FROM BLOCK AND
ASSOCIATES AND THAT THET DO HAVE A TEST FOR. FENCING. iN' THE
PAST WE HAVE ALWAYS GIVEN THE GENERAL SPECIALTY TEST, SHE
ASKED THE BOARD IF THEY WANTED TO CHANGE THEIR MOTION BEING
SUBMITTED TO THE CI.TT ATTORNEy IN REGARDS TO THESE TESTING
CHANGES,
VICE CHAIRMAN MOSBY SAID THAT THE BOARD HAD SPENT ALOT OF
TIME ON THIS MATTER AND THAT WE SHOULD LEAVE IT AS IS,
THERE WAS A BRIEF DISCUSSION CONCERNING MR, BONACCI'S RECENT
ATTENDANCE AT THE ANNt/AL HURRICANE CONFERENCE.
SCORES WERE REGISTERED IN THE SCOREBOOK BT VICE CHAIRMAN
MOSBY AND MR. TOZZOLO.
