Holdridge Meredith Fox Pierre Paquette(a) Scott Taylor Chuck Neuberger(a) ALSO PRESENT: VC Louis Nicolini Frank Garland, Jr. Andrew AIIocco Jim Morris George Bonacci, Building Department Director Kathy Nappi, Board Secretary Ann Brack, Recording Secretary Terrence Moore, City Manager Rich Stringer, City Attorney Mark Mason, Finance Director Walter Barnes, Mayor Joe Barczyk, City Councilman APPROVAL OF MINUTE~,,,:, MOTION by Nicolini/Fox I'd make a motion to accept the minutes of the regular meeting of March 13th, 2001. A voice vote was taken. 7 - 0, motion carried. OLD BU~INES,~: None ATTORNEY MATTERS: Discussion: Contractor registration policy VC Nicolini commented that on one hand, the City is no longer going to ask for a credit report on applicants, for contractor licenses, yet, the City is to look out for the best interest of the citizens and credit worthiness is to be considered. There was discussion on this issue and after much debate, Mr. Moore suggested that he and Atty. Stringer would come up with a memo to staff suggesting methods of acquiring CONSTRUCTION BOARD MINUTES OF REGULAR MEETING OF APRIL 10, 2001 strong financial standing from license applicants, of which one option could be a credit report. Scott Taylor summarized by commenting that the Board members were concerned about being in a position of rubber stamping paperwork and passing people through that are actually going to be doing business with residents in Sebastian that this Board is here to protect. Mr. Moore agreed to send copies of the above proposed memo to Construction Board members. There was more discussion on which applicants should have more local scrutiny of their financial records and it was suggested that this subject will be discussed further at a future meeting. NEW BUSINESS: EXPERIOR EXAM: FLAMM, ROWDY A. I ROOFING UNLTD. Mr. Rowdy Allen Flamm, 9400 Flamm's Place, Palm Bay, FL was present and was sworn in by Chmn. Holdridge at 7:53 pm. Mr. Flamm responded satisfactorily to all questions from the Board. MOTION by Taylor/Morris I'd like to make a motion that the Board approve Rowdy Allen Flamm to take the Experlor Exam for Roofing, Unlimited. Roll call: Scott Taylor - yes Andrew AIIocco - yes Chmn. Holdridge - yes VC Louis Nicolini - yes Frank Garland, Jr. - yes Meredith Fox - yes Jim Morris - yes The vote was 7 - 0. Motion carried. WALTERMIRE, RICHARD I IRRIGATION Mr. Richard Waltermire, 13180 105th Street, Fellsmere, FL was present and was sworn in by Chmn. Holdridge at 7:56 pm. Mr. Waltermire responded satisfactorily to all questions from the Board. MOTION by Fox/AIIocco I'll make a motion that the Board okay Mr. Waltermire to take the Experior Exam for Sprinkler systems - Irrigation. Motion carried. VIOLATION HEAR~INGS: BUILDING OFFICIAL MATTERS: BOARD MA~TERS: Scott Taylor commented that he was Attorney could attend tonight's meeting. All members agreed that the earlier referenced memo was probably misunderstood, and tonight's meeting served to clear up everything and gave answers to a lot of questions. George Bonacci voiced his complete disagreement with credit reports coming before this Board. RECORD SCORES IN SCOREBOOK: Meredith Fox and Pierre Paquette recorded the scores in the scorebook. Chmn.
