TOZZOLO SAID THAT HIS WIFE COULD VERIFY HIS EXPERIENCE. V__[Q~ATION HEARING; KENNETH A. HORN/MOBILE POOL SUPPLY 1158 RIDGELT LANE CHAIRMAN NEUBERGER SMORE IN MR. COOPER AND MR. HORN. MR. COOPER EXPLAINED THAT M~IEN THIS CASE WAS BROUGHT BEFORE THE BOARD LAST MONTH THAT THE I~RONG SECTION OF THE CODE HAD BEEN APPLIED. MR. HORN WAS RENOTIFIED REGARDING ADVERTISING AND NOT BEING A LICENSED CONTRACTOR. IT WAS NOTED THAT MR. HORN HAD.BEEN APPROVED BT THE PLANNING ~ ZONING COIViMISSION 'FOR A HOME OCCUPATIONAL LICENSE AT HIS RESIDENCE FOR A POOL SUPPLY BUSINESS ONLY, THERE COULD BE NO SERVICING DONE. MR. COOPER PASSED AROL[ND AN ADVERTISEMENT THAT HAD BEEN BROUGHT INTO THE BUILDING DEPARTMENT IN REGARDS TO SERVICING. HORN SAID THAT HIS GIRLFRIENDS KIDS HAD DONE THiS AS A SURPRISE WHEN THET HEARD THAT HE WAS GOING TO BE TAKING THE TEST AND THAT THET HAD BEEN ACCIDENTALLT MA/LED OUT. :HE SAID THAT HE WAS NOT DOING ANT SERVICE ~DRK, MR. COOPER SAID THAT AFTER LISTENING TO MR. HORN THAT RE COULD FIND NO CAUSE FOR ACTION AND RECOMMENDED THAT NOTHING BE DONE WITH THIS CASE. MDTION BT MR. I~)SBT, SECONDED BT VICE CHAIRMAN J. SMITH THAT WE DISMISS THIS CASE DUE TO LACK OF NO ACTION. CHAIRMAN NEUBERGER FELT THAT WE SHOHLD FIND SOME CAUSE OF GUILT THEN DO AWAT WITH THE PUNISHMENT PHASE, MR, COOPER DISAGREED BASED ON THE TESTIMON7 FROMMR. HORN THAT HE DID NOT DIRECT THE ADVERTISEMENTS TO BE SENT OHT. IVDTION CARRIED. BUILDING OFFICIAL STHCCO/TERMITE CONTROL MR, COOPER TOLD THE BOARD THAT RECENTLT THE ClTT HAS RECEIVED REPORTS OF SEVERAL SINGLE FAMILT HOMES THAT HAVE RECEIVED EXTENSIVE TERMITE DAMAGE. THE BIGGEST THING BEING FOUND IS THAT STUCCO IS BEING ALLOWED TO PUT THE LATHE DOW TO THE FOUNDATION THEN STUCCO AND COVERING ~P WITH FILL. IT HAS BEEN INDICATED THAT THIS IS THE ROUTE THE TERMITES MIGHT BE TAKING. THE STUCCO SHOUI,D BE TERMINATED ABOVE GRADE LEVEL. ALSO, A TERMITE SHIELD THAT GOES AROUND THE FOUNDATION BELOW THE SEAL PLATE THAT WILL STICK OUT, TIED TO THE SHEATHING AND THEN STUCCO COULD BE HELPFUL. THIs ~ULD PREVENT THE TERMITES FROM GOING UP BETWEEN THE SHEATHING. MR. COOPER SAID HE I4OULD MAKE A REQUEST TO THE CITTMANAGER THAT WE CHECK WITH THE LEGAL STAFF AND BASED ON THE CODE WE REQUIRE TERMITE SHIELDS UNLESS WE FIND iNFORMATION THAT JHSTIFIES NO REASON TO DO IT. COOPER EXPLAINED THAT THIS WAS MAINLY FOR RENTAL HNITS AND LOW INCOME HOUSING. NDTION BY MR, NDSBT, SECONDED BY VICE CHAIRMAN j. SMITH THAT WE RECOMMEND TO CITY COUNCIL TO ADOPT THE 1994 STANDARD HOHSiNG CODE. MOTION CARRIED. BOARD MATTERS: APPROVAL OF REVISION OF APPLICATION THERE WAS A LENGTHY DISCUSSION CONCERNING THE CREDIT REPORT, IT WAS DECIDED THAT FOR A CORPORATION, A CREDIT REPORT ~ULD STILL BE DONE ON THE iNDIVIDUAL AND IF THE CORPORATION WAS OLDER THAN 90 DAYS, WE I4OHLD ALSO REQUEST A CREDIT REPORT TO BE DONE ON THE CORPORATION AS WELL. IF THE CORPORATION IS LESS THAN 90 DAYS, THEN THEY WILL NEED TO PROVIDE US CORPORATION PAPERS FROM THE STATE, FOR RECORD, MR. MOSBY LEFT THE MEETING AT 8:30 P.M. IN REGARDS TO VERIFICATION OF EXPERIENCE: MR, T. SMITH SUGGESTED THAT WE DO AWAY WITH VERIFICATION OF EXPERIENCE HAVING TO BE DONE BY A LICENSED CONTRACTOR. IT WAS ALSO SUGGESTED THAT A RESUME BE DONE, CHRONOLiX~.ICALLT LISTED WITH ENOUGH VERIFIED BACKUP FOR THE NUMBER OF TEARS OF EXPERIENCE REQUIRED. THIS I4OHLD BE IN ADDITION TO THE VERIFICATION OF EXPERIENCE FORM, DISCUSSION: LETTER FROM VINCENT M. TRIO SR. MR, TRIO STATED IN HIS LETTER THAT ALL HE %I/2)ULD BE DOING WAS REPLACING FORMICA AND TOE KICK PLATES. IF THE CABINETS HAD TO BE REPLACED IT ~OULD BE DONE BT A LICENSED SUB-CONTRACTOR. ATTORNEY MATTERS: RECORD SCORES IN SCORE BOOK, SCORES WERE REGISTERED IN THE SCORE BOOK BT MR. MOSBY, 15 M/NaTES TO PUBLIC: REQUEST TO SPEAK TO THE BOARD: HORACE ALFONSO MR, ALFONSO SPOKE TO THE BOARD. HE EXPLAINED THAT HE DOES NOT HAVE THE EDUCATION TO PASS THE TEST BUT THAT HE HAS BEEN PAINTING FOR 22 TEARS. HE HAD PAINTED FOR SOME LOCAL CONTRACTORS, BUT HAD BEEN PAID IlNDER THE TABLE. IT WAS EXPLAINED THAT AN ORAL TEST COULD BE TAKEN. MR. ALFONSO SAID HE THOUGHT HE COULD PASS THE TEST IF IT WAS GIVEN ORALLY.' HE DID NOT FEEL HE I~OULD BE ABLE TO PASS THE BUSINESS AND LAW TEST. THE BOARD SECRETARY ASKED MR. ALFONSO IF HE WANTED TO BE LICENSED IN SEBASTIAN OR THE COUNTY ONLY. MR. ALFONSO SAID ONLY THE COUNTY. IT WAS EXPLAINED TO THE BOARD THAT THE COUNTY DOES NOT REQHIRE THE BUSINESS AND LAW TEST TO BE TAKEN IN ORDER TO OBTAIN A COMPETENCY CARD. THE BOARD SAID THEY HAD NO PROBLEM IN SPONSORING THE PAINTING TEST ONLY BUT THAT HE ~)ULD NOT BE ABLE TO OBTAIN A LICENSE IN THE CITY OF SEBASTIAN.
