A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA,
PROVIDING THAT THE CONSTRUCTION LICENSING
BOARD SHALL ESTABLISH A LIST OF TRADES TESTED
AND/OR LICENSED AND APPROVED; ESTABLISHING THE
MANNER IN WHICH SUCH LIST SHALL BE CREATED;
APPROVING A LIST OF TRADES TESTED AND/OR
LICENSED; PROVIDING FOR REPEAL OF RESOLUTIONS
OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH;
PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Construction Licensing Board ("Board") of the City of Sebastian ("City") is
responsible for the certification of contractors and trades pursuant to Chapter 26 of the Sebastian City
Code of Ordinances; and
WHEREAS, the City Council of the City of Sebastian, Florida, "City Council" has determined
that it is in the best interest of the citizens of the City to limit the trades which are tested and/or licensed
or permitted, and
and
WHEREAS, the Board has adopted a list of trades which are tested and/or licensed or permitted;
WHEREAS, the City Council wishes to ratify this procedure and provide that it will be
continued;
follows:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Sebastian, as
Section 1. That the Board of Construction Licensing shall establish a list of categories for trades
which are tested and/or licensed or permitted within the City. This list, which shall be approved by the
City Council, shall be available for inspection at the City Building Department. Only trades which are
approved for testing will be allowed and/or required to take the Block and Associates proctor test
sponsored by the City.
Letters of reciprocity regarding the Block and Associates proctor test will only be provided to
those
persons who have received a certification from the City for the trade for which the letter is being
requested.
Section 2. The list of trades tested and/or licensed and approved which was approved by the
Board on July 11, 1996, a copy of which is attached hereto and incorporated herein by this reference is
hereby approved.
Section 3. All resolutions or parts of resolutions in conflict herewith are hereby repealed.
Section 4. 1n the event a court of competent jurisdiction shall hold or determine that any part of
this resolution is invalid or unconstitutional, the remainder of the resolution shall not be affected and it
shall be presumed that the City Council did not intend to enact such invalid or unconstitutional provision.
It shall further be assumed that the City Council would have enacted the remainder of this resolution
without said invalid and unconstitutional provision, thereby causing said remainder to remain in full force
and effect.
Section S. This Resolution shall go into effect immediately upon its assage and adoption.
