MEETING CALLED TO ORDER BY CHAIRMAN HARRIS AT 4:00 P.M.
PRESENT: DONALD LANGLOIS, LUCIEN RIZIO, HUSTON TRIPP, GREGORY PALMER
AND JIM J. HARRIS.
ABSENT: JOHN CALMES AND ED PALUCH
CHAIRMAN HARRIS~STATED THAT THERE WERE APPROXIMATELY 15 APPLICATIONS AND
THAT THE BOARD WOULD STOP THE MEETING AND REVIEW THE APPLICATIONS AND RE-
OPEN THE MEETING FOR DISCUSSION.
THE MEETING WAS REOPENED AT 5:15 P.M. AND MR. HARRIS STATED THAT THE FIRST
ITEM ON THE AGENDA WAS TO APPROVE MINUTES OF THE MEETING OF JANUARY 3, FEBRUARY
1 AND MARCH 1, 1983, MR. HARRIS RECOMMENDED THAT A SEPERATE MOTION BE MADE
FOR EACH S~T OF MINUTES IN CASE THERE ARE ANY AMENDMENTS.
MOTION BY MR. LANGLOIS, SECONDED BY MR. TRIPP, TO APPROVE THE MINUTES OF
JANUARY 3, 1983. CARRIED.
MOTION BY MR. TRIPP, SECONDED BY MR. LANGLOIS, TO APPROVE THE MINUTES OF
FEBRUARY 1 , 1983. CARRIED.

MR. JOHN COLONTRELLE TO TAKE THE RE-EXAMINATION OF THE HARV TEST, PROVIDING
A CHRRENT PHOTO BE ISSUED PRIOR TO THE~EXAMINATION DATE. CARRIED.
MR. HARRIS STATED THAT MR~ CHARLES W. JUDSON, JR. HAS APPLIED FOR THE MASONRY
EXAMINATION. MR. HARRIS STATED THAT IF MR. JUDSON WOULD LIKE TO BE LICENSED
IN THE CITY OF SEBASTIAN ALL HE HAS TO DO IS FILL OUT THE SHORT FORM AND
PAY ~.FEE OF $50.00 AND BOARD APPROVAL HE CAN BE LICENSED HERE.

MR. HARRIS STATED THAT MR. MOISES RAMIREZ HAS APPLIED FOR THE PLUMBING EXAMINATION.
MR. H~RRIS STATED THAT HE HAD A FEW QUESTIONS REGARDING THE APPLICANTS VER-
IFICATION OF EMPLOYMENT, OR CONSTRUCTION EMPLOYMENT. MR..HARRIS QUESTIONED
MR. RAMIREZ IF HE HAD, DURING HIS EMPLOYMENT, ACTUALLY WORKED AS A PLUMBER.
MR. RAMIREZ REPLIED THAT HE SUPERVISED IN ALL MAINTENANCE OF THE COMPLEX
AND ON WEEKENDS IF THERE WAS A PLUMBING PROBLEM HE WOULD FIX IT. A LONG
DISCUSSION FOLLOWED REGARDING THE CONSTRUCTION EXPERIENCE OF MR. RAMIREZ.
MR. HARRIS STATED THAT THE DECISION WAS UP~TO THE BOARD,.REGARDING THE
EXAMINATION, BUT IT WAS MR. HARRIS' OPINION THAT MR. RAMIREZ WAS ON A FINE
LINE AS TO THE CONSTRUCTION EXPERIENCE. MR..HARRIS STATED THAT THE BOARD
NEEDED TO MAKE A MOTION TO APPROVE OR DENY THE APPLICATION OF EXAMINATION.
MOTION BY MR. LANGLOIS, SECONDED BY MR. RIZIO, TO APPROVE MR. MOISES RAMIREZ
APPLICATION FOR THE PLUMBING CONTRACTOR'S EXAMINATION. CARRIED.
MR. HARRIS STATED THAT THE NEXT ITEM ON THE AGENDA IS THE APPLICATION FOR
RECIPROCAL LICENSES.
MR. HARRIS STATED THAT MR. LINDENBERGER HAS APPLIED FOR A RECIPROCAL LICENSE
AS A ELECTRICAL CONTRACTOR.
MOTION BY MR. TRIPP, SECONDED BY MR. PALMER, TO APPROVE THE RECIPROCAL APPLICATION
FOR MR. LINDENBERGER FOR AN ELECTRICAL CONTRACTORS LICENSE. CARRIED.
MR. HARRIS STATED THAT APPLICATION HAD BEEN RECEIVED FROM MR. JOHN KISHEL
FOR A RECIPROCAL LICENSE AS A."PLUMBiNG CONTRACTOR AND THAT HE WOULD NEED
TO PROVE THAT HE HAD TAKEN THE ADMINISTRATIVE EXAMINATION AND PASSED OR
COULD TAKE THAT PORTION OF THE TEST IN SEBASTIAN IN ORDER TO RECEIVE THE
RECIPORCAL LICENSE SINCE THE ADMINISTRATIVE PORTION OF THE EXAM HAS BEEN
REQUIRED SINCE FEBRUARY OF THIS YEAR.

HAS BEEN TAKEN AND PASSED. CARRIED.
MR. HARRIS STATED THAT THE NEXT ITEM WOULD BE TO RE-ACTIVATE LICENSES.
MR. HARRIS STATED THAT THE FIRST APPLICATION WAS FROM GEORGE WILLIAM SCHARDT,

MR. HARRIS EXPLAINED THAT THE BOARD,~HADCRECEIVED A LETTER FROM MR. SCHARDT
REQUESTING TO BE PLACED ON AN ACTIVE STATUS. MR. HARRIS STATED THAT AT THE
PRESENT TIME THE FILE WAS UNAVAILABLE. THE BOARD IS ASSUMING THAT THE FILE
HAS BEEN MISPLACED DURING THE MOVE OF THE CITY HALL. THE BOARD HEREBY REQUESTS
THAT MR. SCHARDT SHOW ACTIVE COOPERATION IN RECONSTRUCTING THE FILE FOR THE

MR. HARRIS STATED THAT MR. ARTHUR KROEGEL IS REQUESTING HIS PLUMBING AND
ELECTRICAL LICENSE BE PLACED ON ~CTIVE STATUS. MRD RA~RIS RECOMMENDED THAT
THE BOARD TAKE SEPERATE ACTION ON EACH LICENSE.

MR. KROEGEL TO ACTIVATE HIS ELECTRICAL LICENSE WITH PROOF OF PROPER INSURANCE
REQUIREMENTS. CARRIED.
MOTION BY MR. PALMER, SECONDED BY MR. LANGLOIS, TO APPROVE THE REQUEST OF
MR. KROEGEL TO ACTIVATE..HIS PLUMBING LICENSE WITH PROOF OF PROPERs.INSURANCE
REQUIREMENTS. CARRIED._
MR. HARRIS STATED THAT THIS WAS PROBABLY NOT THE TIME TO BRING MR. SCHARDT'S
REQUES~.~BACK TO THE FLOOR BUT INSTRUCTED THE SECRETARY OF THE BOARD THAT
IF MR. SCHARDT HAS NOT GIVEN ANY FURTHER INFORMATION TO THE BOARD PRIOR TO
THE NEXT SCHEDULED MEETING, THEN MR. SCHARDT MUST APPEAR BEFORE THE SEBASTIAN
CONSTRUCTION BOARD.
MR. HARRIS STATED THAT THE NEXT ITEM ON THE AGENDA WOULD BE THE APPLICATIONS
FOR SPECIALTY LICENSES.
MR. HARRIS STATED THAT APPLICATION HAD BEEN RECEIVED BY WALTER HOWARD GARAGE
DOORS. IT WAS MR.LH~RRIS' RECOMMENDATION THAT THE APPLICATION..APPIJED MORE
TO PRISCILLA HOWARD AND THAT THE LICENSE BE ISSUED TO HER IN AN INDIVIDUAL
NAME, NO BUSINESS.

OF PRfSCILLA HOWARD AND ISSUED IN HER INDIVIDUAL NAME, FOR A SPECIALTY

MR. HARRIS STATED THAT THE NEXTAPPLICATION RECEIVED WAS FROM BICHARD NOEL
FOR A PAINTING SUB-CONTRACTOR.

MOTION BY MR. PALMER, SECONDED BY MR. RIZIO, TO APPROVE THE APPLICATION OF
MR. KACHADORIAN FOR A SPECIALTY LICENSE, TILE SETTING, IN THE INDIVIDUAL
NAME. CARRIED.
MR. HARRIS STATED THAT APPLICATION HAD BEEN RECEIVED BY MR. GLENN NICHOLS
FOR A SPECIALTY LICENSE, $AIN~ING AND DRYWALL.
MR. HARRIS ASKED IF MR. NICHOLS WAS PRESENT, AND REQUESTED THAT HE APPROACH
THE TABLE SO THAT THE BOARD COULD ASK A FEW QUESTIONS.
MR. HARRIS STATED THAT HE HAD A COUPLE OF QUESTIONS. MR. TRIPP STATED THAT
IF MR. NICHOLS WAS REQUESTING A LICENSE FOR PAINTING AND DRYWALL HE WOULD
NEED ~0 COMPLETE AN ADDITIONAL FORM AND PAY AN ADDITIONAL $50.00 FEE.
MR. HARRIS QUESTIONED MR. NICHOLS AS TO WHETHERi'IT WAS CORRECT THAT HE WANTED
TO BE A PAINTING AND DRYWALL SUBCONTRACTOR. MR. HARRIS STATED THAT THE VERIFICATION
OF EMPLOYMENT STATES THAT MR. NICHOLS IS EMPLOYED BY STRAZGHT LINE PAINTING
COMPANY. MR..NICHOLS STATED THAT THAT WAS THE NAME OF HIS COMPANY BEFORE
BANKRUPTCY.'IN 1982. MR. HARRIS QUESTIONED MR. NICHOLS AS TO WHETHER HE WAS
PRESENTLY WORKING. MR. NICHOLS STATED THAT HE WAS WORKING SOUTH,.MR. NICHOLS
ADDED THAT CURRENTLY HE WAS NOT DOING ANY DRYWALL WORK AND THAT HE WAS WORKING
FROM HIS HOME IN SEBASTIAN, MR. NICHOLS STATED THAT HE HAS BEEN WORKING FOR
A COMPANY FOR THE PAST YEAR CALLED COTTON DREAMS. MR. HARRIS QHESTIONED
AS TO WHETHER COTTON DREAMS HAD ANYTHING TO DO WITH PAINTING. MR. NICHOLS
STATED THAT THEY DID NOT, THEY ARE A NATIONAL MAIL ORDER COMPANY.i. LMR. HARRIS
AGAIN QUESTIONED THE VERIFICATION OF EMPLOYMENT OF 197~ TO PRESENT. MR.
NICHOLS STATED THAT HIS SISTER IN LAW HAD SIGNED THE ~ERIFICATION OF' EMPLOYMENT
AND THAT THE DATES WERE INCORRECT. MR. NICHOLS STATED THAT SINCE THE BANKRUPTC~
HE NOW CALLS HIS COMPANY SPRAYING MANTIS. THERE'~CONTINUED A LENGTHY CONVERSATION
OF THE COMPANIES AND THE RELATIONSHIP OF THE VERIFICATION OF EMPLOYMENT.
MR. HARRIS RECOMMENDED THAT SINCE MR. NICHOLS HAD FILED BANKRUPTCY WITHIN
THE LAST YEAR IT IS THE OBLIGATION OF THE BOARD NOT TO HOLD THAT AGAINST
MR. NICHOLS BUT TO GIVE IT MERIT, SINCE THE BOARD WOULD BE THE FIRST TO HEAR
IF MR. NICHOLS DID WORK AND THE MATERIAL HAD NOT BEEN PAID FOR. MR. HARRIS
RECOMMENDED THAT THE BOARD REQUIRE A CREDIT HISTORY OF MR. NICHOLS AND AFTER
THAT REPORT IS RECEIVED TO AGAIN CONSIDER THE APPLICATION.

MR. NICHOLS STATED THAT IT WOULD BE DIFFICULT FOR HIM TO GET A CREDIT REPORT
SINCE HE HAS GONE THROUGH BANKRUPTCY AND HAD NOT APPLIED FOR ANY CREDIT.
MR. HARRIS STATED THAT IT DID NOT MATTER HOW MINOR THE CREDIT REPORT WAS
HE WOULD STILL LIKE TO SEE IT.

RECEIVES A CREDIT REPORT. CARRIED.
MR. HARRIS STATED THAT HE HAD RECEIVED A LETTER FROM PAT H. LAMBERT, LAMBERT
REAL ESTATE AND WOULD LIKE TO READ IT FOR THE BOARD AND GET THEIR REACTION.
MR. HARRIS READ THE LETTER IN ITS ENTIRETY. ( SEE ATTACHED) MR. HARRIS STATED
THAT..THE BOARD HAS NEVER ACTED ON MR. VOSE AND THAT THIS LETTER IS REALLY
THAT OF A CIVIL MATTER.
MR. LANGLOiS STATED THAT THE BOARD ISLONL¥3ALLOWED TO STEP IN WHERE A CODE
VIOLATION HAS OCCURED AND THAT THIS IS A C~VIL MATTER.
MR. ?HARRIS INSTRUCTED THE SECRETARY TO WRITE MRS. LAMBERT STATING THAT IT
IS A CIVIL MATTER.
MOTION BY MR. LANGLOIS, SECONDED BY MR. PALMER, THAT THE LETTER WAS DISCUSSED
AT THE MEETING OF APRIL 14TH. AND THAT THE BOARD FEELS THAT IT IS A CIVIL
MATTER.

THE BOARD ESTABLISHED A WORKSHOP MEETING FOR AI:RIL 27TH, AT 7:00 P.M. IN
THE NEW COUNCIL CHAMBERS. ' '
