Deborah C, Krages City Clerk CALL TO ORDER ROLL CALL DISCUSSION: BUILDING CODES ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE,SHE WILL NEED ARECORD OF THE PROCEEDINGS AND FOR SUCH PURPOSES, HE/SHE WILL NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED, SEBASTIAN CONSTRUCTION BOARD - APRIL 23, 1985 MEETING WAS CALLED TO ORDER BY CHAiRMAN HARRIS AT 7:30 P.M. PRESENT: MR. MOLER, MR. TRIPP, MR. PALMER, CHAIRMAN HARRIS, CITY ATTORNEY PALMER. MR. CHUCK NEUBERGER, CITY ELECTRICAL AND MECHANICAL INSPECTOR. ABSENT: VICE CHAIRMAN CAREY, MR. LEWIS, EXCUSED, MR. RIZIO, UNEXCUSED. SHORTLY AFTER THE MEETING WAS CALLED TO ORDER CHAIRMAN HARRIS DISMISSED ATTORNEY PALMER STATING THE MEETING WOULD BE STRICTLY DISCUSSION AND THAT A ROUGH DRAFT WOULD BE PREPARED AND GIVEN TO HIM TO THEN BE BROUGHT BACK TO THE. BOARD TO ACT ON. A LENGTHY DISCUSSION FOLLOWED PERTAINING TO ORDINANCE 0-83-14, PAGES 8 THROUGH 12 AT WHICH TIME CHANGES WERE MADE, AS PER ATTACHED. MR. NEUBERGER BROUGHT THREE BROBLEMS TO THE BOARDS ATTENTION FOR DISCUSSION. 1 ) PENALTY FOR PEOPLE NOT CALLING FOR FINAL INSPECTIONS~ 2) EXPIRED PERMITS; 3) COMPLAINTS - JOB SITES AND TRASH. CHAIRMAN HARRIS STATED THESE WOULD BE DISCUSSED AT THE NEXT MEETING. THE PROBLEM OF UNLICENSED SUB-CONTRACTORS WAS DISCUSSED BRIEFLY. CHAIRMAN HARRIS STATED THAT A FORMAL COMPLAINT IN WRITING MUST BE BROUGHT BEFORE THE BOARD. SPECIFIC DATED AND JOBS MUST BE PRODUCED. MOTION BY MR. TRIBP, SECONDED BY MR. MOLER TO RECESS UNTIL APRIL 29, 1985. CARRIED. MEETING ADJOURNED AT 10:55 P.M. SEBASTIAN CONSTRUCTION BOARD - APRIL 23, 1.9~8.5. PROPOSED CHANGES TO CITY 'ORDINANCE NO. 0-83-14: SEC. 7-47vl INSPECTIONS (2) ALL RACEWAYS, WIRE AND/OR APPROVED CABLE, SHALL BE IN PLACE AND ALL JOINTS MADE WITH AN APPROVED MECHANICAL CONNECTORS. SERVICE SWITCH, DISTRIBUTION PANEL AND METERING CENTER MUST BE SET AND WIRED. IF DUE TO STRUCTURAL CONDITIONS, PANELS AND~OR METERS CANNOT BE SET, WITH SPECIAL PERMISSION FROM THE BUILDING DEPARTMENT INSPECTIONS CAN BE GIVEN AT A LATER DATE, BUT SUCH ADAPTERS SHALL BE IN PLACE BEFORE THE SYSTEMOTHERWISE BECOMES ENERGIZED WITH POWER. NO SUCH WIRINUCOR INSTALLATION SHALL BE CONSIDERED READY FOR INSPECTION UNTIL COMPLETED .- AS OUTLINED ABOVE. (CIRCUIT BREAKERS MAY BE INSTALLED FOR FINAL INSPECTION.) (4) IT SHALL BE UNLAWFUL TO LATHE, SEAL OR IN ANY MANNER CONCEAL ANY ELECTRICAL WIRING OR EQUIPMENT UNTIL SAME HAS BEEN INSPECTED AND -APPROVED. SEC. 7-47.2 CERTIFICATE OF APPROVAL (1) UPON THE SATISFACTORY COMPLETION OF THE SLAB, ROUGHIN-IN INSPECTION, APPROVAL SHALL BE SO NOTED ON THE ELECTRICAL PERMIT CARD. THIS APPROVAL SHALL GIVE THE DATE OF THE ROUGH-IN INSPECTION AND THE rNITIALS OF THE INSPECTOR. SEC. 7-47.4 SERVICE ENTRANCE STANDARDS (a) ALL SERVICE MAST SHALL BE RUN IN APPROVED THREADED CONDUIT, MINIMUM SIZE TWO INCHES WHICH MUST BE PROPERLY SECURED AND HAVE A MINIMUM CLEARING THIRTY (30) INCHES ABOVE THE ROOF, UNLESS WRITTEN APPROVAL IS OBTAINED FROM THE BUILDING OFFICIAL. (c) ALL UNDER SLAB SERVICE ENTRANCE CONDUCTORS OR SUB-FEEDS SHALL BE IN RIGID CONDUIT OR PVC #40 OR IMC. ALL SERVICE ENTRANCE CONDUCTORS SHALL BE IN CONDUIT. (f) ONLY THREADED METAL CONDUIT WILL BE ACCEPTED WHEN EXPOSED TO THE WEATHER AND IT MUST BE GALVANIZED OR ITS EQUIVALENT. (g) METER ROOMS SHALL BE PROVIDED IN ALL BUILDINGS OF MULTIPLE OCCUPANCY {FOUR (4) OR MORE OCCUPANCIES) AND SHALL HAVE A MINIMUM REQUIREMENT OF FOUR (4) TO EIGHT (8) METERS-FOUR (4) FEET BY SIX (6) FEET BY SEVEN (7) FEET INSIDE DIAMETER; AND IF THE ELECTRICAL REQUIREMENTS AND DEMAND ARE LARGER, THE METER ROOM SHALL BE INCREASED ACCORDINGLY. THIS METER ROOM SHALL BE EQUIPPED WITH A VENTILATED DOOR, AND APPROVED LOCK WHICH MAY BE LOCKED ONLY WITH THE APPROVAL OF THE ELECTRICAL INSPECTOR. THE METER ROOM SHALL BE ACCESSIBLE TO ALL OCCUPANCIES OF THE BUILDING AT ALL TIMES. THE METER ROOM SHALLBE PROVIDED WITH ADEQUATE VENTILATION. THE PURPOSE OF THIS?BOOM SHALL BE TO HOUSE THE MAIN SWITCH OR MAIN SWITCHES, DISCONNECTING EQUIPMENT AND ITS CONTBOL DEVICES, TERMINAL EQUIPMENT FOR TELEPHONE SERVICE (IN SEPARATE AREA FROM ELECTRICIAN'S AREA) AND ALL THE ELECTRIC METERS WHICH SERVICE THE OCCUPANTS THROUGHOUT THE ENTIRE BUILDING. PROPOSED CHANGES TO CITY ORDINANCE NO. 0-83-14 (g) continued THE CONSTRUCTION OF THIS ROOM SHALL CONFORM TO THE SAME TYPE OF MATERIAL AND CONSTRUCTION AS THE MAIN BUILDING, AND THERE SHALL BE NO STORAGE OF ANY KIND, GAS METERS OR WATER HEATERS PERMITTED IN THIS ROOM. (h) SERVICE DISCONNECT SHALL BE LOCATED AT THE NEAREST POINT OF SERVICE ENTRY NOT TO EXCEED 5 FEET UNLESS PRECEEDED BY MAIN DISCONNECT AND SHALL NOT BE INSTALLED IN BATHROOMS, BEDROOMS, CLOSETS OR KITCHEN CABINETS, AND MUST BE PRECEDED BY MAIN DISCONNECT. (i) GROUNDING OF THE MAIN SERVICE TO THE COPPER TUBING WATER SYSTEM SHALL HAVE AN EQUAL SIZE GROUND WIRE AS THAT GOING TO THE GROUNDING ELECTRODE. THE MINIMUN WIRE SHALL BE #4 CONTINUOUS FROM THE METER GROUND BAR TO THE GROUNDING ELECTRODE. THEN TO A 1/2" MINIMUM COPPER COLD WATER STUB-OUT, IF AVAILABLE. YOU MUST THEN HAVE A JUMPER BETWEEN THE HOT AND COLD WATER PIPES ABOVE THE HOT WATER TANK BEFORE THE SHUT-OFF VALVES, OR, FROM THE PANEL GROUND BAR TO THE HOT WATER TANK COLD WATER LINE. THE FOLLOWING SHALL ALSO BE REQUIRED: ALL CONNECTIONS SHALL BE VISIBLE; GROUNDING ELECTRODE CONDUCTOR MUST BE SLEEVED IF PVC IS USED AS A SLEEVE, TEAR DROP ~T~LE CLAMPS SHALL BE USED ON GROUNDING ELECTRODES.
