Krages City Clerk SEBASTIAN CONSTRUCTION BOARD WORKSHOP MEETING APRIL 29, 1985 - 7:30 P.M. CALL TO ORDER ROLL CALL DISCUSSION: BUILDING CODES - CONTINUED FROM WORKSHOP MEETING OF 4/23/85 MR. CHUCK NEUBERGER: 1) PENALTY FOR NOT CALLING FOR FINAL INSPECTIONS 2) EXPIRED PERMITS 3) COMPLAINTS-JOB SITES & TRASH ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS AND FOR SUCH PURPOSES, HE/SHE WILL NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. SEBASTIAN CONSTRUCTION BOARD WORKSHOP - APRIL 29, 1985 MEETING WAS CALLED TO ORDER BY CHAIRMAN HARRIS AT 7:40 P.M. PRESENT: MR. RIZIO, VICE CHAIRMAN CAREY, MR. TRIPP, MRI BALLOUGH, CHAIRMAN HARRIS. MR. THOMPSON, ACTING BUILDING OFFICIAL MR. NEUBERGER, CITY ELECTRICAL AND MECHANICAL INSPECTOR. ABSENT: MR. PALMER, EXCUSED, MR. MOLER, MR. LEWIS, UNEXCUSED. A DISCUSSION FOLLOWED CONTINUING FROM THE MEETING OF APRIL 23, 1985 PERTAINING TO ORDINANCE NO. 0-83-14. CHANGES WERE MADE AS PER ATTACHED. FOLLOWING A LENGTHY DISCUSSION ON THE ABOVE MENTIONED, CHAIRMAN HARRIS REQUESTED THE BOARD TABLE FURTHER DISCUSSION OF THE ELECTRICAL CODE UNTIL THE MEETING OF MAY 7, 1985. A MEMO FROM MAYOR GALLAGHER, ALONG WITH THE FOUR APPLICATIONS FOR BUILDING OFFICIAL TO BE INTERVIEWED BY THE CITY COUNCIL ON MAY 6, 1985, WERE GIVEN TO THE BOARD REQUESTING THEY REVIEW AND MAKE A RECOMMENDATION. CHAIRMAN HARRIS ASKED THE BOARD TO REVIEW THE APPLICATIONS, WRITING DOWN IN ORDER AS TO EACH THEIR OWN PREFERENCE AND THEN GIVE THIS INFORMATION TO THE BOARD SECRETARY. A LETTER OF RECOMMENDATION WOULD THEN BY TYPED AND GIVEN TO THE CITY COUNCIL. l) PENALTY FOR NOT CALLING FOR FINA~ INSPECTIONS: MR. NEUBERGER STATED THAT OVER THE PAST COUPLE OF WEEKS APPROXIMATELY 200 CARDS HAVE BEEN TAKEN OUT OF THE ACTIVE FILE THAT HAD NEVER HAD A FINAL INSPECTION DONE. CHAIRMAN HARRIS ASKED MR. NEUBERGER WHAT HE WOULD RECOMMEND AS THE BEST WAY TO POLICE THE PROBLEM, MR. NEUBERGER SUGGESTED IT BE TREATED LIKE A REINSPECTION. AFTER A BRIEF DISCUSSION, A RECOMMENDATION WAS MADE TO USE A "FINAL INSPECTION" RUBBER STAMP. IF AN INSPECTION IS NOT MADE, CHARGING A $25.00 REINSPECTION FEE. 2) EXPIRED PERMITS: SOUTHERN STANDARD BUILDING CODE REQUIRES AN EXTENSION EVERY 90 DAYS OR START OVER AGAIN. MR. NEUBERGER SUGGESTED TO INCLUDE ON INSTRUCTIONS AT TOP OF ~'U. PERMITUAiiRUBBERSTAMPPE~TAINING. TO THE!~90 DAYEXTENSION~'RULING. CHAIRMAN'HARRIS RECOMMENDED 1) USE OF THE RUBBER STAMP; 2) FOLLOW THE SOUTHERN STANDARD BUILDING CODE. 3) COMPLAINTS - JOB SITES & TRASH: CHAIRMAN HARRIS SUGGESTED THAT THE CONTRACTOR BE CALLED TO GO OUT AND CLEAN UP JOB SITE AND THAT IT SHOULD BE HANDLED ON AN INDIVIDUAL BASIS. ALSO THAT A JOB SITE SHOULD BE CLEAR OF DEBRIS ON FINAL INSPECTION. MOTION BY MR. TRIPP, SECONDED BY VICE CHAIRMAN CAREY TO ADJOURN MEETING. CARRIED. MEETING ADJOURNED AT 10:10 P.M. SEBASTIAN CONSTRUCTION BOARD WORKSHOP- APRIL 29, 1985 PROPOSED CHANGES TO CITY ORDINANCE NO. 0-'83-14 SEC. 7-47.5 COMMERCIAL CONSTRUCTION (a) IN NO CASE SHALL THE SERVICE OR SUBFEED IN ANY COMMERCIAL 'INSTALLAITON BE LESS THAN 100 AMP CAPACITY AND THESE SHALL BE A MINIMUM RACEWAY SIZE OF ONE AND ONE HALF INCH TRADE SIZE. (b) CONVENIENCE OUTLETS PER CIRCUIT: BEAUTY PARLORS, ETC. 2 MAXIMUM BARBERSHOPS 2 MAXIMUM OTHER CLASSIFICATIONS AS PER NATIONAL ELECTRICAL CODE. (d) MAXIMUM NUMBER OF RECEPTACLES PER CIRCUIT IN A COMMERCIAL BUILDING SHALL BE FOUR(4).
