MR. COOPER TOLD THE BOARD THAT HE H~iD NO NEW. INFORMATION. AND'THAT HE
THOUGHT IT SHOULD BE TABLED UNTIL NOTIFIED OF FURTHER INFORMATION.
DISCUSSION: INDIAN RIVER HOMES - BROTHERTON
MR. COOPER TOLD THE BOARD THAT THERE HAD BEEN NO RESPONSE BACK AT THIS
TIME.
DISCUSSION: IKE HUSSAIN - RE: BASSI, SANDY
MR. COOPER STATED THAT HE HAD REiNSPECTED MR. BASSI'S PROPERTY. AS FAR
AS HE WAS CONCERNED ALL THE CODE VIOLATIONS HAD BEEN TAKEN CARE OF. AT
THiS POINT HE DID NOT KNOW IF IT HAD BEEN FINALED BY THE:ATTORNEY.
MR. BASSI TOLD THAT BOARD THAT HE HAD BEEN OUT OF TOWN AND HAD NOT'HAD
A CHANCE TO LOOK EVERYTHING OVER AND THAT HE WOULD SUBMIT A NEW LIST.
MR. COOPER ASKED THAT THIS CASE BE POSTPONED UNTIL THE jUNE MEETING.,
HE FELT THAT MR. HUSSAiN HAD MADE AN EFFORT TO COMPLETE THE ORIGINAL
LIST.
MOTION BY ViCE CHAIRMAN DAMAN, SECONDED BY MR. CAPP TO ALLOW MR. BASSI
TIME TO LOOK THINGS OVER AND THAT MR. HUSSAIN HAS MADE AN EFFORT TO
COMPLY SO IT SHOULD BE TABLED UNTIL THE JUNE MEETING.

MR. HUSSAIN SPOKE TO THE BOARD AND EXPLAINED WHAT HAD BEEN DONE UP TO
THIS POINT.

MR. COOPER TOLD THE BOARD THAT THERE WERE NO CODE VIOLATIONS WHERE THIS
CASE WAS CONCERNED,
MR. SANDY TOLD THE BOARD THAT HE WAS SATISFIED SO FAR BY WHAT WAS BEING
DONE, BUT THAT THE FLOOD LIGHT STILL HAD TO BE TAKEN CARE OF. MR. HUSSAIN
SAID HE WOULD DO IT THE NEXT DAY.
VICE CHAIRMAN LAMAN SAID HE FELT MR. HUSSAIN WAS MAKING PROGRESS, 'BUT
THAT THE LIGHT SHOULD BE TAKEN CARE OF.
MOTION BY VICE CHAIRMAN LAMAN, SECONDED BY MR. CAPP THAT MR~ SANDY COME
BACK iN THE NEXT 30 DAYS WITH A REPORT AND THAT THiS WILL ALL BE SETTLED.

BUILDING OFFICIAL MATTERS
MR. COOPER TOLD THE BOARD THAT THE APPEAL OF JOHN B. ROBERTS, JR, TO THE CITY
COUNCIL REGARDING THE REVOCATION OF HIS LICENSE WAS DENIED. ALL OF' HIS PERMITS
HAVE HAD A "STOP WORK" ORDER PUT ON THEM SINCE THAT TIME.
SEVERAL OF THE HOMES ARE OWNED BY DOWN RIVER FUND AND THEY BROUGHT IN MR. DAVID-
A. TAYLOR TO ACT AS THE QUALIFIER AND TAKE THEM OVER. MR. TAYLOR USE TO
QUALIFYENERGY-WISE HOMES, INC.
MR. TAYLOR TOLD MR. COOPER. THAT HE WAS A CERTIFIED CONTRACTOR. HE CLAIMS HE
TOLD MR. COOPER AND THE BOARD SECRETARY THAT HE WAS iN THE PROCESS OF RENEWING
HIS STATE LICENSE.

MR. COOPER TOLD THE BOARD THE PROBLEMS BEGAN WHEN MR.. TAYLOR SUBMITTED A COPY
OF STATE LICENSE. AT THAT TIME THE BOARD SECRETARY NOTICED THAT THE LICENSE
HAD BEEN ALTERED.
MR. TAYLOR CLAIMS THIS DOCUMENT WAS FOUND iN SOME PAPER WORK ~EF~ IT WAS
cONFISCATED BY THE SHERIFF'S OFFICE IN ~EGARDS TO THE BERNIE~ROBERTS CASE.
HE HELD ON TO THE DOCUMENT AND CLAIMS HE SUBMITTED iT BY ACCIDENT TOTHE
BUILDING DEPARTMENT.
MR. COOPER TOLD THE BOARD THAT MR. TAYLOR HAS APPLIED FOR THE RENEWAL OF HIS
STATE LICENSE AS AN INDIVIDUAL.
MR. TAYLOR TOLD THE BOARD THAT EVERYTHING HAPPENED LIKE MR. COOPER HAD SAID.
HE HAD A COPY OF THE LICENSE HE THOUGHT HE HAD GIVEN TO THE BUILDING DEPARTMENT.
HE STATED THAT HE HAD PUT THE ALTERED LICENSE IN HIS FOLDER FOR THE PURPOSE
OF DISCUSSING IT WITH MR. COOPER AND TO FIND OUT IF IT HAl) EVER BEEN SUBMITTED
TO THE BUILDING DEPARTMENT BY SOMEONE ELSE.
MICHAEL A. GUEST, BOCA RATON, OWNER OF SOME OF THE PROPERTIES, ASKED THE BOARD
TO HELP HIM COMPLETE THESE HOMES BY .ALLOWING MR. TAYLOR TO PULL THE PERMITS.
VICE CHAIRMAN LAMAN STATED HE WAS ALL FOR A FULL INVESTIGATION OF THE "WHITE
OUT'TRICK" AND ENCOURAGED THE BOARD TO SHARE THAT POSITION.
MR. COOPER TOLD THE BOARD THE PROPERTIES OWNED BY MR. GUEST'AND DOWN RIVER FUND
WERE LOCATED AT: 111 HINCHMAN; 219 JOY HAVEN; 113 FRIAR CT.; 1.33 CAPRI AVE.
MOTION BY MR. HALLGREN, SECONDED BY MR. CAPP TO APPROVE PENDING ANY OUTCOME FROM
DPR TO ISSUE PERMITS.
ViCE CHAIRMAN LAMAN ASKED.IF THEY WERE SAYING TO THROW AWAY THE ALTERED
DOCUMENT, NOT TO LOOK INTOIT AND SEE IF HE GETS HIS LICENSE THROUGH NORMAL
CHANNELS AND ISSUE PERMITS OR HAVE A FULL INVESTIGATION INTO THE FRAUDULENT
LICENSE.
MR. HALLGREN NOTED THAT WITH MR. GUESTS INVESTMENTS DWINDLING AND THE PROPERTIES
BEING A EYE SORE IN THE CITY, THAT THE BUILDING DEPARTMENT WOULD BE MONITORING
THE SITUATION VERY CLOSELY .WITH THE ACTIVITIES MR. TAYLOR IS INVOLVED IN. HE
ALSO FELT THAT THE "WHITE OUT CAPER" SHOULD BE LEFT UP TO DPR.
MR. COOPER SAID THE ALTERED LICENSEWOULD BE SENT TO DPR FOR THEIR INVESTIGATION.

SAFE DRINKING WATER ACT
MR. COOPER TOLD THE BOARD THAT THIS ACT WILL GO INTO EFFECT IN J~NE AND THAT
iT REQUIRED LEAD BE LESS THAN W~INSODER, HE ASKED FOR 'A RECOMMENDATION FROM
THE BOARD TO CITY COUNCIL REQUIRING ADOPTION IN THE CITY CODE OF ORDINANCES,
ALSO GETTING THE KITS WHICH ARE AVAILABLE TO DO-~ON-SITE'INSPECTIONS.
MOTION BY MR. HALLGREN, SECONDED BY MR. GREENIDGE TO ACCEPT THE SAFE DRINKING
WATER ACT.
MR. COOPER SAID THEY WOULD BE TESTING THE SODER RIGHT' OFF THE JOINTS.
CARRIED.
MR. COOPER TOLD THE BOARD THAT THE MAYOR IS LOOKING AT HOW WE CAN PROTECT THE
HOME OWNER. WHAT WE ARE LOOKING AT, .IS REQUIRING'iTHE RELEASE OF~LIENS BE
SUBMITTED BEFORE WE RELEASE THE CO.
CHAIRMAN CAREY SAID HE' FELT IT DID NOT MEAN' ANYTHING, THAT YOU WOULD BE
MAKING ALOT MORE WORK FOR THE HONEST CONTRACTORS AND WILL NOT BE HURTING
THE DISHONEST ONES.
TO GIVE THE CONTRACTORS A CHANCE TO DISCUSS THIS, IT WAS TABLED UNTIL THE
JUNE MEETING,
COMPLAINT AGAINST AMERON HOMES
MR. PASQUALE J. LIBRIE, 731 N. FISCHER CIRCLE TOLD THE BOARD THAT BECAUSE
OF THE WAY THE PLANTERS WErE CONSTRUCTED IN THE ~OF HIS HOUSE; THAT HE
NOW HAS TERMITES. HE SAID THE PLANTERS TAKE UP ALMOST THE WHOLE FRONT OF
THE HOUSE.
MR. COOPER SAID HE WOULD INSPECT THE PLANTERS AND LOOK INTO THE PROBLEM AND
TRY TO WORK IT OUT WITH MR. LIBRIE.
APPLICATIONS FOR APPRENTICE A/C & DUCT WORK
MR. HALLGREN REMINDED THE BOARD THAT EARLIER IN THE YEAR IT HAD BEEN DISCUSSED
TO REGISTER APPRENTICE ELECTRICIANS AND PLUMBERS AND HE FELT A/C APPRENTICES
SHOULD BE ADDED TO THE LIST. THIS WOULD HELP THEM KEEP TRACK OFHOW'MANY
YEARS OF EXPERIENCE THEY HAVE HAD TO HELP THEM QUALIFY FOR A JOURNEYMAN TEST.
THE BOARD SECRETARY SAID SHE WAS NOT REGISTERING APPRENTICE ELECTRICIANS AND
PLUMBERS.
SKIRTING FOR THE POLICE DEPARTMENT
MR. HALLGREN SAID A COMPLAINT HAD BEEN MADE ABOUT THE SOUTH'SIDE OF THE NEW
BUILDING AT THE POLICE DEPARTMENT IN REGARDS TO THERE BEING NO SKIRTING.
MR. COOPER SAID THAT BECAUSE OF OTHER PRIORITIES THERE WAS NOT ENOUGH MONEY FOR
THE SKIRTING.
IT WAS NOTED THAT THIS PROBLEM NEEDED TO BE ADDRESSED TO THE CITY MANAGER AND
CITY COUNCIL.

THE BOARD SECRETARY ASKED FOR TWO VOLUNTEERS FOR THE BLOCK EXAM TO BE GIVEN
MAY 14, 1988 AT THE COMMUNITY CENTER.
MR. CAPP AND MR. GREENIDGE VOLUNTEERED.
