DISCUSSION: ELECTRICAL CODE - CONTINUED FROM MEETING OF 4/29/85 CEAI~MANI~S MATTERS: ATTORNEY ' S MATTERS: NEW BUSINESS: SIMMONS, RICHARD/MASONRY SUB-CONTRACTOR/MISSING PICTURES RESIGNATION OF BOARD MEMBER - JAMES LEWIS RECOMMENDATION FOR FULL TIME AND ALTERNATE BOARD MEMBER - CONCERNED CITIZEN VERO BEACH ORDINANCE - TESTING OF ALL CONTRACTORS AND SUB-CONTRACTORS ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS AND FOR SUCH PURPOSES, HE?SHE WILL NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD iNCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. SEBASTIAN CONSTRUCTION BOARD WORKSHOP MEETING - MAY 7, 1985 MEETING CALLED ORDER BY CHAIRMAN HARRIS AT7:30 P.M. PRESENT: MR. BALLOUGH, MR. RIZIO, VICE CHAIRMAN CAREY, MR. TRIPP, MR. MOLER, MR. PALMER, CHAIRMAN HARRIS. CHAIRMAN HARRIS SUGGESTED THAT THE BOARD SET ATIME PERIOD FOR DISCUSSION OF THE ELECTRICAL CODE SINCE THERE WAS OTHER BUSINESS TO BE DISCUSSED. MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. MOLER TO STOP MEETING ON ELECTRICAL CODE AT 9:30 P.M. CARRIED. CHAIRMAN HARRIS STATED THAT WE HAVE ADOPTED THE ROBERT RULES OF ORDER AND THAT WE CAN CONDUCT BUSINESS ON A MOTION TYPE SETTING FOR A WORKSHOP WHICH WE HAVE NOT DONE IN THE PAST. WE'LL BE ABLE TO VOTE ON ANY MATTERS THAT COME UP. CONTINUING THE DISCUSSION OF THE ELECTRICAL CODE FROM THE WORKSHOP MEETING HELD 4/29/85. SEC. 7-47.6 - GENERAL REQUIREMENTS {a) MOTION BY MR. BALLOUGH, SECONDED BY VICE CHAIRMAN CAREY TO STRIKE AS WRITTEN AND REFER TO THE NATIONAL ELECTRICAL CODE. ROLL CALL VOTE: AYES: MR. BALLOUGH VICE CHAIRMAN CAREY NAYES: MR. RIZIO MR. TRIPP MR. SEE ATTACHED. CHAIRMAN HARRIS REQUESTED TO LET THE RECORD REFLECT THAT WE ARE AT {k) AT BOTTOM OF TABLE AND WE WILL PICK UP OUR NEXT WORKSHOP, TWO WEEKS FROM TONIGHT. MAY 21, 1985 AT 7:00 P.M. SIMMONS, RICHARD/MASONRY SUB-CONTRACTOR AS PER MAYOR GALLAGHER, THE BOARD SECRETARY ASKED IF ANY MEMBER REMOVED THE PICTURES THAT WERE IN MR. SIMMONS FOLDER TO PLEASE RETURN THEM. MR. SIMMONS CLAIMED THEY WERE IN HIS FILE/~AND THAT HE WANTED THEM"BACK. NONE OF THE BOARD MEMBERS HAD THEM. CHAIRMAN HARRIS STATED THAT THEY WERE PART OF THE PERMANENT FILE AND COULD NOT BE GIVEN BACK. CHAIRMAN HARRIS ANNOUNCED WITH REGRET THE RESIGNATION OF BOARD MEMBER JAMES LEWIS, CONCERNED CITIZEN DUE TO JOB REQUIREMENTS. TRIPP, SECONDED BY VICE CHAIRMAN CAREY TO SEND A CERTIFICATE OF APPRECIATION. CARRIED. CHAIRMAN HARRIS STATED THAT THERE ARE TWO APPLICATIONS TO SERVE THE CONCERNED CITIZEN POSITION ON THE BOARD AND THAT A RECOMMENDATION NEEDED TO BE MADE TO THE CITY COUNCIL. APPLICANTS ARE MR. FRED HOFFMAN AND MR. JAMES BURCHFIELD. CHAIRMAN HARRIS RECOMMENDED MR. HOFF~AN SINCE HE HAD BEEN ATTENDING THE MEETINGS AND HAD SHOWN AN INTEREST . MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR, MOLER TO RECOMMEND TO THE CiTY COUNCIL THAT MR. HOFFMAN BE APPOINTED TO THE BOARD AS A CONCERNED CITIZEN. CARRIED. SINCE NONE OF THE BOARD MEMBERS ARE ACQUAINTED WITH MR. BURCHFIELD, CHAIRMAN HARRIS REQUESTED THAT MR. BURCHFIELD ATTEND THE NEXT BOARD MEETING. CHAIRMAN HARRIS MADE MENTION THAT THE CITY COUNCIL HAD APPOINTED MR, HECTOR FRANCO AS THE NEW BUILDING OFFICIAL AND THAT HE WOULD BE STARTING IN APPROXIMATELY 10 DAYS. THERE WAS A DISCUSSION ON THE NEWLY ADOPTED INDIAN RIVER COUNTY ORDINANCE REQUIRING ALL CONTRACTORS AND SUB-CONTRACTORS BE BLOCK TESTED AND HOLD A COMPENTENCY CARD BEFORE A COUNTY OCCUPATIONAL LICENSE IS ISSUED. CHAIRMAN HARRIS REQUESTED THE BOARD SECRETARY TO SEND A MEMO AND A COPY OF THE ORDINANCE IN QUESTION TO ATTORNEY PALMER TO INTERPRET AND SEE IF THERE IS ANYTHING IN IT GIVIN~-'THEM THE RIGHT NOT TO ISSUE A COUNTY OCCUPATIONAL LICENSE. MR. MOLER SAID HE WOULD TRY TALKING TO MR. SCURLOCK AND MR. WODKTE ABOUT THE SITUATION AND THEN REPORT BACK TO THE BOARD. A LENGTHY DISCUSSION FOLLOWED!~'PERTAINING TO THE MODULAR HOME BEING ERECTED ON FULTON WAY. CHAIRMAN HARRIS SUGGESTED THAT THE BOARD RECOMMEND TO THE CITY COUNCIL THAT THEY PASS AN EMERGENCY ORDINANCE REQUIRING THAT IF A MODULAR HOME IS TO BE CONSTRUCTED IN THE AREA THAT IT BE ANCHORED IN A CONVENTIONAL MANNER AND.BE SUPPORTED IN A CONVENTIONAL MANNER WITH A FOOTING THAT WOULD BE IN COMPLIANCE WITH THE STANDARD BUILDING CODE OF THE AREA. MOLER, SECONDED BY VICE CHAIRMAN CAREY TO RECOMMEND TO THE CITY COUNCIL THAT THEY REQUEST PLANNING & ZONING TO CONSIDER A SPECIAL ZONING DISTRICT FOR MODULAR HOUSING. CARRIED. THE-BOARD ALSO DISCUSSED THE POSSIBILITIES OF AN EMERGENCY ORDINANCE. MOTION BY MR. BALLOUGH, SECONDED BY MR. TRIPP TO RECOMMEND TO THE CITY COUNCIL TO ADOPT THE FOLLOWING IN THE FORM OF AN EMERGENCY ORDINANCE: ARTTCLE~.~IX" OF THE ClTY'i' CODE ~ .'iDELETE. THE WORD >MODULAR HOME,i',WHERE? EVER · .T,3'tS~USED ~DiADD ~H~.;FO~]~-~4 ) FOLLOWING PARAGRAPHS. SPECIFICALLY, ALL MODULAR HOMES MUST. MEET THE FOLLOWING CRITERIA: i ) AN EQUAL AMOUNT OF LOAD MUST BE SUPPORTED BY THE EXTERIOR FOOTINGS, SPECIFICALLY THERE MUST EXIST AN EXTERIOR STEM WALL OR FOOTING THAT IS STRICTLY THE CAUSE FOR SUPPORT AND CONTRIB~]TES A MINIMUM OF ONE-THIRD OF ALL THE SUPPORT NECESSARY TO SAFELY CARRY THE TOTAL LOAD. THAT IS TO SAY ANY INTERMIATE SUPPORT CANNOT CARRY MORE THAT ONE-THIRD OF THE TOTAL LOAD. 2 ) ALL TIE DOWN SYSTEMS MUST BE OF THE FORM THAT PREVENTS LIFT FROM THE EXTERIOR STEM WALL OR FOOTING AND BE DIRECTLY ATTACHED THERETO. 3 ) IF PIERS OR COLUMNS ARE USED, THEN THEY MUST SATISFY ALL REQUIREMENTS OF THE STANDARD BUILDING CODE. 4 ) IN NO CASE SHALL THE IMBEDDED SCREW TYPE EARTH ANCHOR BE USED AS A METHOD BY WHICH A MODULAR HOME MAY BE SECURED. SEBASTIAN CONSTRUCTION BOARD -i M,A.Y,.~7! 1985 PROPOSED CHANGES TO CITY ORDINANCE NO. 0-83-14: SEC. 7-47.6 GENERAL REQUIREMENTS (a) APPROVED RIGID METAL CONDUIT SURFACE METAL RACEWAYS OR ELECTRICAL- METALLIC TUBING~SHALL BE REQUIRED FOR LIGHT, HEAT AND POWER IN THE WIRING OF MULTI-FAMILY DWELLINGS FOR THREE (3) FAMILIES OR MORE, IN CHURCHES, SCHOOLS, HOTELS, THEATERS, PUBLIC BUILDINGS, COMMERCIAL BUILDINGS, MANUFACTURING ESTABLISHMENTS, PRIVATE CLUBS, OR SIMILAR OCCUPANCY. (b) ALL ELECTRICAL RANGE CIRCUITS SHALL NOT BE LESS THAN NO. 6 CONDUCTOR FOR RANGES OF LO KW CAPACITY OR LESS WITH A MAXIMUM CURRENT PROTECTION OF 50 AMP CAPACITY. CONDUCTOR SIZE SHALL BE OF AT LEAST THIRTY AMPERE CAPACITY. WHEN THE OVEN UNIT IS SEPARATE FROM SURFACE UNIT, EACH UNIT SHALL BE INSTALLED ON A SEPARATE CIRCUIT. OVEN CIRCUITS SHALL NOT BE LESS THAN NO. 10 CONDUCTOR WITH A MAXIMUM OF CIRCUIT PROTECTION OF 30 AMPS AND THE COOK TOP SHALL NOT BE LESS THAN NO. 8 CONDUCTOR WITH A MAXIMUM OF 40 AMP CIRCUIT?PROTECTION.
