SEBASTIAN CONSTRUCTION BOARD - REGULAR MEETING - MAY 14, 1985 MEETING WAS CALLED TO ORDER BY CHAIRMAN HARRIS AT 8:10 P.M. PRESENT: MR. TRIPP, VICE CHAIRMAN. CAREY, MR. BALLOUGH, CHAIRMAN HARRIS. ABSENT: MR. MOLER, EXCUSED: MR. RIZIO, MR. PALMER, UNEXCUSED. ALSO PRESENT: MR. RAY THOMPSON, ACTING BUILDING OFFICIAL, MR. CHUCK NEUBERGER, CITY ELECTRICAL AND MECHANICAL INSPECTOR. CHAIRMAN HARRIS, UNDER CHARIMAN,S MATTERS BROUGHT UP THE FOLLOWING: AN APPRECIATION AWARD WOULD BE SENT JAMES LEWIS WHO RESIGNED FROM THE BOARD ON MAY 7, 1985. AUSPECIAL MEETING WAS HELD CONCERNING~ MANUFACTUBEDiTBUILDZNGS. THE CITY COUNCIL PASSED AN EMERGENCY ORDINANCE ON MAY 8, 1985.WH ANY MANUFACTURED BUILDING,-MOBILE HOMES AS WELL MUST COMPLY WITH THE ICH S~ATES STANDARD BUILDING CODE - 1982 EDITION WITH 1983-84 AMENDMENTS THIS IS FOR A PERIOD OF 90 DAYS. ' TT HAS BEEN A REQUEST OF THE MAYOR FOR THIS BOARD TO TRY TO HELP WITH IN CONJUNCTION WITH THE CITY ATTORNEY TO TRY TO HELP GIVE A ROUGH DRAFT AS IN THE WAY OF AN ORDINANCE THAT WE WOULD LIKE TO SEE PREPARED FOR THE ANCHORING AND THE THINGS THAT THE LOCAL GOVERNMENT IS OBLIGATED TO ENFORCE TO ENSURE THAT THESE THINGS ARE ANCHORED PROPERLY AND OF COURSE THE SERVICE CONNECTIONS ARE DONE PROPERLY. WE NEED TO DRAFT SOMETHING THE COUNCIL MAY ELECT TO LOOK AT. THIS WILL BE AN AGENDA ITEM AT OUR NEXT WORKSHOP. DOLLINS, JAMES ?R. /DRYWALL CHAIRMAN HARRIS MENTIONED A COMPLAINT HAD BEEN FILED ON 4/29/85 BY KELLEY'S DRYWALL. (STATED NOT SURE IF COMPLAINT WAS ABOUT HIM]. LETTER OF COMPAINT WAS READ INTO THE MINUTES BY THE BOARD SECRETARY. MR. DOLLINS STATED HE HAD TALKED THIS OVER WITH JOHN LINDSEY. CHAIRMAN HARRIS HAD BEEN TOLD BY MR. LINDSEY THAT HE (DOLLINS) WAS WORKING FOR HIM BY THE HOUR. THE BOARD HAS DONE NO INVESTIGATION. BEFORE WE ISSUE A LICENSE, THE BOARD IS GOING TO WANT TO LOOK AT THIS. MR. TRIPP STATED THAT IT IS NOT THAT PERSONALLY THE BOARD DOES NOT TAKE MR. DOLLINS WORD, BUT WE HAVE A VALID COMPLAINT BEFORE THE BOARD~ AND UNTIL THAT HAS BEEN CORRECTED, WE DO NOT HAVE A RIGHT TO ISSUE A LICENSE. MOTION BY MR. TRIPp, SECONDED BY VICE CHAIRMAN CAREY TO TABLE APPLICATION UNTIL THE INVESTIGATION IS COMPLETE. CARRIED. PARKER, DEBBRA A./CARPENTRY CHAIRMAN HARRIS: WE SHOW VERIFICATION OF. CONSTRUCTION EXPERIENCE FROM EUGENE ESTES - PROBLEM IS YOUR ARE QUALIFIED AS A ROOFER. YOU NEED CONSTRUCTION EXPERIENCE IN THE CATEGORY YOU. ARE QUALIFYING FOR. MOTION BY MR. BALLOUGH, SECONDED BY VICE CHAIRMAN CAREY TO DENY APPLICATION FOR LACK OF EXPERIENCE IN THE APPLIED CATEGORY. CARRIED. TRIPP, SECONDED BY VICE CHAIRMAN CAREY TO ACCEPT APPLICATION FOR RECIPROCITY. CARRIED. BIEBER, CHARLES/RESIDENTIAL CONTRACTOR/BLOCK TEST - GAINESVILLE CHAIRMAN HARRIS STATES THAT HE HAS EXPERIENCE IN FOLDER SHORT OF WHAT THE BOARD REQUIRES. MOTION BY MR. BALLOUGH, SECONDED BY VICE CHAIRMAN CAREY TO DENY FOR LACK OF EXPERIENCE ~N THE STATED CATEGORY. CARRIED. GREEN II, LEWIS E./DRYWALL/PLASTING/STUCCO/BLOCK TEST - GAINESVILLE MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. TRIPP TO ACCEPT APPLICATION FOR TESTING IN GAINESVILLE. CARRIED. FINNEGAN III, JOHN P./CARPENTRY CHAIRMAN HARRIS NOTED THAT LOUIS MANGIACAPRA IS QUALIFIER FOR BAYVIEW BUILDERS, NOT JOHN FINNEGAN. MOTION BY MR. BALLOUGH, SECONDED BY MR. TRIPP TO ACCEPT APPLICATION IN CATEGORY APPLIED FOR. CHAIRMAN HARRIS BOARD TO CONSIDER CLARIFICATION IN A LETTER FORM. MR. BALLOUGH WITHDREW SECOND, MR. TRIPP WITHDREW MOTION. MOTION BY MR. BALLOUGH, SECONDED BY MR. TRIPP TO/ACCEPT APPLICATION IN CATEGORY~APPLIED FOR WITH THE QUALIFICATION, THAT THE PERSON WHO VERIFIED HAS EXPERIENCE, ATTACH A LETTER TO CLARIFY HIS POSITION WITH BAYVIEW BUILDERS. CHAIRMAN HARRIS STATED THAT THE LICENSE WILL NOT BE VALID UNTIL THIS HAS BEEN TAKEN CARE OF. MR. BALLOUGH REQUESTED THE CHAIRMAN AND VICE CHAIRMAN RECOGNIZE THIS DETAIL IS TAKEN CARE OF TO SATISFY THE REQUIREMENTS OF THE BOARD. CHAIRMAN HARRIS REQUESTED IT BE BROUGHT BACK BEFORE THE BOARD TO MAKE SURE IT HAS.BEEN TOTALLY COMPLETED. CARRIED. AFTER A BRIEF DISCUSSION BETWEEN THE BOARD AND THE APPLICANTS FOR THE CONCERNED CITIZEN, ALTERNATE POSITION, NOMINATIONS WERE OPENED TO MAKE A RECOMMENDATION TO THE CITY COUNCIL. (MR. DOMiNEX, MR. BURCHFIELD) MOTIONS-BY MR. BALLOUGH, SECONDED BY MR. TRIPP TO ACCEPT MR. DOMINEX'S APPLICATION FOR ALTERNATE MEMBER OF THE CONSTRUCTION BOARD. CARRIED. A DISCUSSION FOLLOWED CONCERNING MR. KELLEY'S LETTER OF COMPLAINT WHICH WAS READ INTO THE MINUTES EARLIER IN THE MEETING. SEBASTIAN CONSTRUCTION BOARD - REGULAR MEETING - MAY 14~ 1985 CHAIRMAN HARRIS ASKED FOR A VOLUNTEER FROM THE BOARD TO FORM A LIST OF INFORMATION NECESSARY TO REQUEST IN LETTER FORM FOR MR. L~NDSEY TO ATTEND THE NEXT MEETING OR A SPECIAL MEETING AND CREATE A LETTER ASKING FOR CERTAIN INFORMATION WHICH IS NECESSARY TO GIVE THE PERSON WHO WROTE THE LETTER OF COMPLAINT SOME SORT OF FEELING AS TO WHAT HAS BEEN DONE IN THE WAY OF COMING TO THE BOTTOM OF THIS. MR. BALLOUGH VOLUNTEERED. CHAIRMAN HARRIS ASKED MR. BALLOUGH FORM A LETTER AND LEAVE IT AT CITY HALL FOR HIM TO REVIEW, AND REMARKED THAT HE WAS NOT TO DISCUSS IT WITH ANY OF THE OTHER BOARD MEMBERS. MOTION BY MR. TRIPP, SECONDED BY MR. VICE CHAIRMAN CAREY TO ADJOURN MEETING. MEETING ADJOURNED AT 9:10 P.M,
