SEBASTIAN CONSTRU~CTION BOARD - JUN..E 2,. 1987 - 7:30 P.M. MEETING WAS CALLED TO. ORDER BY CHAIRMAN BALLOUGH AT 7:45 P.M. ROLL CALL: PRESENT: MR. HOFFMAN MR. DOMINIX VICE CHAIRMAN CAREY MR. LAMAN MR. HALLGREN CHAIRMAN BALLOUGH ABSENT: NONE A SHORT RECESS WAS TAKEN TO ALLOW BOARD MEMBERS TO REVIEW THE APPLICATIONS. MEETING REOPENED AT 7:53 P.M. WITH ALL PRESENT. NEW BUSINESS: BLOCK EXAM - SEPTEMBER 12, 1987 - SEBASTIAN SMITH, LEO R./PAINTING SUB-CONTRACTOR MOTION BY MR. HOFFMAN, SECONDED BY VICE CHAIRMAN CAREY TO APPROVE APPLICATION.. CARRIED. TO BE LICENSED IN SEBASTIAN - LETTER OF RECIPROCITY PEPIN, DONALD A./ELECTRICAL CONTRACTOR MOTION BY MR. DOMINIX, SECONDED BY VICE CHAIRMAN CAREY.TO APPROVE APPLICATION. CARRIED. ZELINSKI, RONALD D./ELECTRICAL CONTRACTOR MOTION BY MR. DOMINIX, SECONDED BY VICE CHAIRMAN CAREY TO APPROVE APPLICATION. CARRIED. LOFTUS, MICHAEL R./ELECTRICAL CONTRACTOR MOTION BY MR. DOMINIX, SECONDED BY ViCE CHAIRMAN CAREY TO APPROVE APPLICATION. CARRIED. FISCHER, CLARK/RESIDENTIAL CONTRACTOR CHAIRMAN BALLOUGH ASKED MR. FISCHER TO COME TO THE MICROPHONE. CHAIRMAN BALLOUGH STATED THAT MR. FISCHER WAS WAITING FOR~A NEW STATE REGISTRATION CHANGING FROM AN INDIVIDUAL TO QUALIFIER OF SANDPIPER DEVELOPERS, MR. FISCHER NOTED THERE WAS A COPY OF HIS APPLICATION TO THE STATE IN HIS FILE REQUESTING CHANGE IN STATUS. IT WAS ALSO NOTED THAT MR. FISCHER IS NOT A CORPORATE OFFICER. SEBASTIAN CONSTRUCTION BOARD - JUNE 2, 1987 MR. MURK, CORPORATE OFFICER WAS ASKED TO GIVE HIS POSITION. HE TOLD THE BOARD THAT THiS CORPORATION WAS NEWLY FORMED. CHAIRMAN BALLOUGH ASKED HIM IF HE HAD ANY PROBLEM HOLDING A CORPORATE MEETING AND BY LAW MAKING MR. FISCHER - I) RESPONSIBLE, 2) GIVING HIM THE AUTHORITY TO ACT ON BEHALF OF THE CORPORATION AS THE LICENSING AGENT. MR. MURK FELT THERE WAS NO PROBLEM. MOTION BY MR. LAMAN, SEQ.ONDED BY MR. HOFFMAN TO ACCEPT MR. FISCHER'S APPLICATION CONTINGENT UPON PROPER DOCUMENTATION AS FAR AS MINUTES FOR THE CORPORATION, PROPER LICENSING AND INSURANCE PAPERS ALONG WITH REGISTRATION FROM THE STATE. CARRIED. OLD BUSINESS: i) GEORGE MCCULLERS - INDIAN RIVER ROOFING - WORKING WITHOUT A LICENSE CHAIRMAN BALLOUGH HAD REQUESTED MR. MCCULLERS TO ATTEND' THE MEETING IN REGARDS TO WORKING IN SEBASTIAN WITHOUT A LICENSE. MR. MCCULLERS ASSURED THE BOARD THAT HE WAS GOING TORETAKE THE TEST SO THAT HE COULD BE LICENSED HERE IN SEBASTIAN, BUT IF HE H;~D TO, HE WOULD WORK WITHOUT ONE. CHAIRMAN BALLOUGH ASKED MR. MCCULLERS TO RESPECT THE RULES OF THE BOARD AND TO BE LICENSED IN SEBASTIAN BEFORE DOING ANY MORE ROOFS HERE. 2) "GLITCH BILL" - MR. HALLGREN TALKED TO ATTORNEY PALMER TO FIND OUT THE PROCEDURES NEEDED TO BE ADOPTED IN REGARDS TO THE NEW CODES AS THEY CAME OUT. HE EXPLAINED THAT IT WAS UP TO THE BUILDING OFFICIAL TO GET COPIES OF THE NEW REVISIONS OF THE '86 RESVISIONS TO THE '85 CODES. THEY THEN GO TO THE CLERK'S OFFICE TO BE STAMPED AND THEN WE HAVE 60 DAYS TO MAKE ANY CHANGES IS NECESSARY. IF NO CHANGES ARE MADE, THEY AUTOMATICALLY BECOME LAW. THE BOARD SECRETARY SAID THAT THREE COPIES HAD ALREADY BEEN RECEIVED AND STAMPED BY THE CLERK'S OFFICE. CHAIRMAN BALLOUGH NOTED FROM THE LAST MEETING THAT .THERE WERE SOMESPRINKLER SYSTEM COMPANIES WORKING IN THE ELECTRICAL TRADE. HE.SAID HE HAD WRITTEN A LETTER TO THE BUILDING DEPARTMENT PUTTING THEM ON NOTICE. HE GAVE A COPY TO THE BOARD FOR THEIR APPROVAL. MOTION BY MR. DOMINIX, SECONDED BY VICE CHAIRMAN CAREY THAT THE LETTER BE SENT TO THE BUILDING DEPARTMENT. DISCUSSION - MR. HALLGREN NOTED THERE ARE A NUMBER OF AIR CONDITIONING CONTRACTORS DOING THE SAME THING, PARTICULARLY WITH MOBILE HOMES. HE FELT THIS SHOULD BE ADDED TO THE LETTER. MR. DOMINIX AGREED. SEBASTIAN' CONSTRUCTION BOARD - JUNE 2, 1987. IT WAS DECIDED THAT THE PRESENT LETTER BE GIVEN TO THE BUILDING DEPARTMENT AND THAT CHAIRMAN BALLOUGH WOULD DRAFT ANOTHER LETTER ~ AIR CONDITIONING CONTRACTORS TO BRING BACKTO THE BOARD AT THEIR NEXT MEETING. CARRIED. THERE WAS A COMPLAINT AGAINST TOM WALSH, FORMER BOARD MEMBER.THE'BOARD SECRETARY EXPLAINED THAT THE WORK TOOK PLACE IN VERO BEACH WHICH WAS OUT OF OUR JURISDICTION, BUT THAT THE BOARD SHOULD BE AWARE THERE ARE STILL PROBLEMS GOING ON. CHAIRMAN BALLOUGH SUGGESTED A LETTER BE SENT TO MR. SMITH, COMPLAINTANT, EXPLAINING IT WAS OUT OF OUR JURISDICTION. MOTION BY MR. LAMAN, SECONDED BY VICE CHAIRMAN CAREY TO SEND A COPY OF THE LETTER TO MR. WALSH. CARRIED. REVIEW APP~ICATIONS FOR BUILDING O~FICIAL THE BOARD TOOK A SHORT RECESS TO GO OVER THE APPLICATIONS FOR BUILDING OFFICIAL TO MAKE A RECOMMENDATION TO CITY COUNCIL.. RECESSED - 8:45 - REOPENED - 8:50 P.M., ALL PRESENT FOLLOWING A BRIEF DISCUSSION, THE FOLLOWING VOTES WERE GIVEN: MR. THOMAS - 0 MR. CACCAMO - 1 MR. COOPER - 2 MR. BONACCI 6 MR. HANRAHAN - 3 CHAIRMAN BALLOUGH SAID HE WOULD DRAFT A LETTER FOR THE BOARD SECRETARY TO TYP~ AND GiVE TO CITY COUNCIL WITH THE BOARDS RECOMMENDATION. TEST SCORES WERE REGISTERED BY MR. HOFFMAN AND MR. DOMINIX. APPROVAL. pF M~NUTES MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. HALLGREN TO APPROVE THE M~NUTES OF REGULAR MEETING HELD 5~5~87 AS WRITTEN. CARRIED. MR. DOMINIX NOTED THAT AT THE LAST MEETING IT WAS DiSCUSSEDWHETHER OR NOT SURROUNDING AREAS REQUIRED JOURNEYMAN PLUMBERS AND ELECTRICIANS ON' THE JOB. SEBASTIAN CONSTRUCTION BOARD - JUNE 2, 1987 IN CHECKING WITH THE SURROUNDING AREAS HE NOTED THE FOLLOWING: INDIAN RIVER COUNTY AND VERO BEACH REQUIRES ONE OF EACHiON,EVERYJOB. BREVARD COUNTY, MELBOURNE AND PALMBAY ALSO REQUIRES ONE OF EACH ON EVERY JOB AS WELL AS A A/C JOURNEYMAN. HESAID HE WOULD BRINGMORE INFORMATION TO THE JULY MEETING. THERE BEING NO FURTHER BUSINESS, MEETING ADJOURNED AT9:30 P.M.
