CALL TO ORDER ROLL CALL OLD BUSINESS: 1) ROUGH DRAFT FOR THE PREPARING OF AN ORDINANCE FOR PROPERLY ANCHORING AND DOING SERVICE CONNECTIONS. 2) DISCUSSION - ELECTRICAL CODE - CONTINUED FROM MEETING OF 5/30/85 CHAIRMAN ' S MATTERS: ATTORNEY,' S MATTERS NEW BUSINESS 15 MINUTES TO PUBLIC ADJOURN Deborah C. Kragas City Clerk NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE,SHE WILL NEED A RECORD OF THE PROCEEDINGS AND FOR SUCH PURPOSES, HE/SHE WILL NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS MADE. SEBASTIAN CONSTRUCTION BOARD WORKSHOP - JUNE 4, 1985 MEETING WAS CALLED TO ORDER BY CHAIRMAN HARRIS AT 7:40 P.M. PRESENT: MR. DOMINIX, MR. HOFFMAN, VICE CHAIRMAN CAREY, MR. MOLER, MR. BALLOUGH, CHAIRMAN HARRIS. MR. NEUBERGER, CITY ELECTRICAL AND MECHANICAL INSPECTOR. ABSENT: MR. TRIPP, EXCUSED, MR. PALMER, EXCUSED, MR. RIZIO, UNEXCUSED. A ROUGH DRAFT FOR AN ORDINANCE REGARDING CONVENTIONAL HOMES AND MANUFACTURED BUILDINGS WAS WRITTEN AND'READ INTO THE MINUTES BY MR. BALLOUGH. F?L~QWING A LENGTHY DISCUSSION, THE BOARD VOTED UNANIMOUSLY TO APPROVE THE CHANGES TO THE ROUGH DRAFT AND'UPON FINAL APPROVAL AT THEIR MEETING ON JUNE 11, 1985~T0 GIVE IT TO THE CITY ATTORNEY TO EXAMINE AND APPROVE. (SEE ATTACHED COPY) CHAIRMAN HARRIS REQUESTED THE BOARD WAIVE DISCUSSION OF THE ELECTRICAL CODE DUE TO THE LATENESS OF THE MEETING. MR. NEUBERGER ASKED TO BE PLACED ON THE AGENDA CONCERNING AN iNTERPRETATION DISAGREEMENT BETWEEN HIMSELF AND MR. AHO, BUILD~R, SEBASTIAN LAKES. MOTION BY PICE CHAIRMAN CAREY, SECONDED BY MR. MOLER TO ADD TO THE AGENDA. CARRIED. CHAIRMAN HARRIS STATED THAT IF IT REQUIRES SOME KIND OF INVESTIGATION OR RESEARCH BY THE BOARD THAT THEY HAVE THE OPPORTUNITY AND TIME TO DO SO PRIOR TO MAKING A DECiSiON. THE BOARD VOTED UNANIMOUSLY TO ACCEPT THE ABOVE. MR. AHO: POINT OF DISCUSSION IS THE HEIGHTH OF A STAIR RAILING IN THE UNITS AT SEBASTIAN LAKES. MR. NEUBERGER INTERPRETS THAT IT HAS TO BE A 42 INCH .HIGH RAILING AND A NORMAL STAIR RAIL IS 32 INCHES WHICH IS WHAT WE HAVE CONSTRUCTED. THESE WERE DESIGNED BY A REGISTERED ARCHITECT. PLANS WERE SUBMITTED TO THE PLANNING BOARD AND THEY WERE APPROVED. WE ARE NOT ABLE TO GET A CO ON THE BUILDINGS UNTIL WE HAVE A RULING AND DECISION ON IT. MR. NEUBERGER BASED HIS DECISION ON THE STANDARD BUILDING CODE ARTICLES 1108.1, 1113.5 AND 1113.8. MR. NEUBERGER STATED HE DID NOT WANT TO DENY A CO ON MR. AHO'S RESIDENCE BUT THAT HE DID NOT WANT TO SET A PRECEDENT'FOR THE REST.. CHAIRMAN HARRIS SUGGESTED THAT ANY BOARD MEMBERS INTERESTED IN VISITING THE JOB SITE IN QUESTION DO SO AND THAT THE BOARD SECRETARY MAKE COPIES OF THE ABOVE MENTIONED ARTICLES (STANDARD BUILDING CODE) TO BE DISTRIBUTED TO THE BOARD TO STUDY FOR THE NEXT BOARD MEETING. (6/11/85) SEBASTIAN CONSTRUCTION BOARD WORKSHOP - JUNE 4, 1985 CHAIRMAN HARRIS RECOMMENDED A LETTER FROM MR. MIKE HOWARD BE DIRECTED TO THE CONSTRUCTION BOARD GIVING HIS OPINION. MR. BALLOUGH REQUESTED THAT MANDATORY GUIDELINES DEALING WITH UNLICENSED SUB-CONTRACTORS BE PUT ON THE AGENDA FOR THE NEXT MEETING. MR. MOLER INFORMED THE BOARD THAT AT OUR NEXT MEETING HE WOULD TRY TO HAVE INFORMATION ON ATTEMPTING TO MEET WITH THE COUNTY TO RESOLVE THIS SITUATION ABOUT THE INDIVIDUALS IN SEBASTIAN FOR CERTAIN TRADES THAT DO NOT NEED LICENSES BUT THEY ARE HAVING A PROBLEM THAT THE COUNTY WILL NOT GIVE THEM AN OCCUPATIONAL LICENSE. CHAiRMAN HARRIS STATED THAT HE WOULD NOT BE AT THE NEXT BOARD MEETING, JUNE 11, 1985. CHAiRMAN HARRIS VOLUNTEERED TO DO SOME RESEARCH INTO DISCIPLINARY ACTION THAT CAN BE TAKEN. MR. HOFFMAN VOLUNTEERED TO START WORKING ON THE BUDGET FOR THE UPCOMING FISCAL YEAR. CHAIRMAN HARRIS REQUESTED THE BOARD SECRETARY TO WRITE TO THE SURROUNDING COUNTIES REQUESTING iNFORMATiON ON THE FEES CHARGED FOR TESTING AND LICENSING. A LETTER OF REPLY REGARDING MANUFACTURED BUILDINGS FORM SENATOR TIMOTHY DERATANY WAS READ INTO THE MINUTES BY MR. MOLER. MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. MOLER TO ADJOURN MEETING. CARRIED. MEETING ADJOURNED AT 10:55 P.M. ALL DWELLING UNITS UNLESS SPECIFICALLY EXWMPTED SHALL COMPLY WITH THE FOLLOWING: A~.equal' amount of load must be supported by the perimeter footing, specifically there must exist a perimeter stem wall or footing that is strictly the cause for support and supports uniformly all exterior loads. Any intermediate footings or foundations that are incidental to the perimeter supporting footings must be distributed uniformly and proportionality to the total load. 2) 3) Ail tie down systems must be permanently attached to that foundation as per Item 1 by anchoring devices adequate to resist all loads identified in the Standard Building Code. (This includes resistance to ground movements, potential shearing, overturning and uplift loads caused by wind, etc.) If piers or columns are used, then all dwelling units utilizing piers and columns must satisfy all requirements concerning footing, foundations and rat proofing for single family detached homes as per the Standard Building Code. 4) In no case shall the imbedded screw type earth anchor be used as a method by which any dwelling unit may be secured. 5) Structures with elevated grade floors shall have the same grade or higher beneath the structure as the outside of the structure. The structure shall also meet all requirements by the Standard Building Code concerning venting, rat Proofing, etc. The intent of this paragraph is to avoid a cavity or void under this type of structures. Conventional basements are excluded from this requirement. NOTE: Mobile homes are exempt from these requirements and should be regulated by the latest addition of the Standard Buildin9 Code and HUD requirements. (H-83-23 (HUD)). NOTE: It is not the .intention of this article to limit the use of any engineered roof truss system, or the use of engineered floor trusses where the design is such that the load may be carried on perimeter bearing footings and foundations.
