SEBASTIAN CONSTRUCTION BOARD - REGULAR MEETING - JUNE 11, 1985 MEETING WAS CALLED TO ORDER BY VICE CHAIRMAN CAREY AT 7:30 P.M. PRESENT: MR. DONINIX, MR. HOFFMAN, MR. BALLOUGH, MR. TRIPP, MR. MOLER, MR. PALMER, VICE CHAIRMAN CAREY. ABSENT: CHAIRMAN HARRIS, EXCUSED; MR. RIZIO, UNEXCUSED. ALSO PRESENT: MR. NEUBERGER, CITY ELECTRICAL AND MECHANICAL INSPECTOR. MR. TRiPP MADE A MOTION TO TABLE THE APPROVING OF THE MINUTES UNTIL THE NEXT MEETING. THERE WAS NO SECOND TO THE MOTION. VICE CHAIRMAN CAREY REQUESTEDA 20'MINUTE RECESS SO THAT THE BOARD COULD REVIEW THE APPLICATION FILES. MEETING RECESS AT 7:33 R.M~ - REOPENED AT 7:50 P.M. WITH ALL PRESENT. MR. ED AHO, SEBASTIAN LAKES - STAIR. RAILS: A LETTER FROM MR. J. STEPHEN RYAN, A.I.A., J. STEPHEN RYAN ASSOCIATES ARCHITECTS, INC~ CONCERNING STAIR RAILS WASDISTRIBUTED TO EACH BOARD MEMBER. MOTION BY MR. BALLOUGH, SECONDED BY MR. DOMINIX TO ACCEPT THE 32 INCH HANDRAIL AND GIVE THE BUILDER THE BENEFIT OF THE DOUBT. ALL THE BOARD VOTED AYE WITH THE EXCEPTION OF MR. TRIPP. HAVEING NOT BEEN AT THE MEETSNG OF JUNE 4, 1985, HE DID NOT FEEL HE HAD ENOUGH INFORMATION ON THE MATTER. CARRIED. MR. MOLER MET WITH COUNfYi'COMMtSSIONERCSCURLDCK~TO~'DISCUSSFTREITESTING AND LICENSING OF SUB AND SPECIALTY CONTRACTORS, WHICH THE CITY DOES NOT REQUIRE. THREE ALTERNATIVES WERE DISCUSSED: 1 ) REQUEST INDIAN RIVER COUNTY COMMISSION CHANGE THEIR PROCEDURE ALLOWING SUB AND SPECIALTY CONTRACTORS TO OBTAIN A COUNTY OCCUPATIONAL LICENSE WITHOUT BEING TESTED. WITH THE NOTATION ?. THAT THEY CAN ONLY WORK WITHIN THE CITY LIMITS OF SEBASTIAN. 2) SEBASTIAN REQUIRE EVERYONE TO BE BLOCK TESTED. 3 ) ASSISTANT COUNTY ATTORNEY CHRIS PAUL'S OPINION WAS THAT THE CITY DOES NOT HAVE TO REQUIRE A COUNTY OCCUPATIONAL LICENSE FOR THOSE WHO JUST WANT TO WORK IN THE CITY. MR. TRIPP FELT THAT THE COUNTY WAS WRONG IN TESTING THAT ALL THEY ARE DOING IS UTILIZING TAXATION TO GOVERN THE CONSTRUCTION INDUSTRY. MOTION BY MR. TRIPP, SECONDED BY MR. MOLER TO DISCUSS THIS AT THE NEXT WORKSHOP. CARRIED. SEBASTIAN CONSTRUCTION BOARD - REGULAR MEETING - JUNE 11, 1985 MR. BALLOUGH VOLUNTEERED TO WRITE SOME GUIDELINES FOR UNLICENSED SUB-CONTRACTORS AND BRING BACK TO THE BOARD. MOTION BY MR. MOLER, SECONDED BY MR. DOMINIX TO PLACE. RESIDENTIAL CONTRACTOR,AT THE END OF THE AGENDA. RE: FROM INDIVIDUAL TO CORPORATION. KERRY REDMAN, CHANGE OF LICENSE CARRIED. MOTION BY MR. BALLOUGH, SECONDED BY MR. TRIPP TO DISCUSS THE PROBLEM CONCERNING THE LACK OF HOURS THE BUILDING DEPARTMENT HAS IMPOSED ON THEIR INSPECTORS AT THE END OF THE AGENDA. CARRIED. TRIPP STATED THAT ONCE THE VERIFICATION IS RECEIVED THAT THE CHAIRMAN AND VICE CHAIRMAN INITIAL IT AND THAT IT IS BROUGHT BACK BEFORE THE BOARD FOR FINAL APPROVAL. DISCUSSION ON THE BUILDING INSPECTORS HOURS FOLLOWED. MR. NEUBERGER STATED THAT THE BUDGET IS OVER SPENT AND THAT THEY HAVE HAD TO CUT BACK THE HOURS. MR. BALLOUGH VOLUNTEERED TO DRAFT A ROUGH LETTER TO THE MAYOR AND BUISDING OFFICIAL ON THE ABOVE MENTIONED TO BE BROUGHT BEFORE THE BOARD AT THEIR NEXT MEETING. MOTION BY MR. TRIPP, SECONDED BY MR. MOLER TO ADJOURN MEETING. CARRIED. MEETING ADJOURNED AT 9:21 P.M.
