Worksho~Meeting of June 13, 1978
AT the Council Meeting of June 12, 1978, the councilmen appointed to the
Licensing Board Ed Schmucker, HoUston Tripp, Jim Harris, Ed Paluch and
Merle Hasson.
Ed Paluch was absent from this workshop meeting of the Board, but several
items had to be discussed.
The Board needs one heating and ventilation contractor and one plumber
contractor.to be complete. These persons should be recommended-by the
present members of the Board to the City Council. After a discuss'ion as
to who is presently qualified to be appointed, Jim Harris said that he
would contact Clint Hale to be the plumber contractor and Ed Schmucker.
will contact Gregg Palmer to be the heating and ventilation contractor.
After all the persons are appointed to the Board, the City Council will
have thirty days after the effective date of this ordinance (June 7, 1978)
to appoint the members for the terms. The ordinance, or the C~uncil, made
no stipulation as to the years each member will be on this Board. eg. who
will be the three members for one year, etc? Jim Harris' made the suggestion
that:
Chairman and Vice-chali/nan - 3 year term
Concerned citizen member - 1 year term
Heating and Ventilation
&
Plumber Contractor - 1 year term
Two other members presently
on the Board - 2 year term
Each new member appointed thereafter, will be on th~ Board for a period
of three years. Ail appointments will officially begin in the new fiscal
year, which is October 1.

Also discussed were application forms, license format and the different
fees. A~.t Mayer stated that Mayor Flood gave him the approval to lend
to the BQard any monies needed to get all this printing done and to
have a seal made.
On the issuance of a license, it will be coded as to whether the man was
grandfathered in or whether he had to take a test to receive his license.
Also, who will sign the licenses and then seal them.with the Board's seal.
On the subject of fees, Merle suggested that we have one flat fee. It
was further discussed and suggested that:
Annual renewal fee - $25.00
Application fee with no testing - $50.00
Initial application with a test - $75.00
As to the nature of the name "H & H Block" testing, this name is now,
officially, Block & Associates. Ed Schmucker called to Gainesville and
was told that they no longer use "H & H Block" as their name.
Ed Schmucker also telephoned the Block people about the application forms
and licenses format. They suggested that we write to Ed Flynn, Building
Director of West Palm Beach and have them send to us a voided license
and an application form that they use. This will give us an idea of the
information each applicant should supply the Board with.
Art suggested that we write a letter to the Florida Construction Industry
Licensing Board and tell them how much we appreciated Terry Verner's help
and assistance in getting this Board together. H~>~is~a very busy ~an and
we certainly appreciated the time he spent with this Board in the initial
set up.
