A DISCUSSION FOLLOWED CONCERNING THE TESTING AND LICENSING OF SUB AND SPECIALTY CONTRACTORS. MR. NEUBERGER'S OPINION WAS THAT ALUMINUM SPECIALTY SUBS CAN NOT PULL THEIR OWN PERMITS. MOTION BY MR. BALLOUGH, SECONDED BY MR. DOMINIX TO INFORM THE BUILDING DEPARTMENT THAT SPECIALTY CONTRACTORS CAN NOT BULL THEIR OWN PERMITS. CARRIED. We cannot e~pect these men basis of day to day knowlege of their employment status. The Building Department is creating all the funds neccessary to adequately run the department with the quality individuals that are presently in place. Please consider directing the Building Official to update the current needs of the Buiding Department and putting in place the needed changes to bring the department in line with the present demand. Respectfully yours, Jim Harris Chairman Sebastian Construction Board JH~cb cc: Hector Franco - Building Official Debbie Krages - City Clerk (To be attached to Building Permit Application) If found guilty of employing, subcontracting or hiring on a temporary basis any non-licensed person or sub-contractor, then that person who is responsible for obtaining the building permit on that job will be fined in accordance with the following schedule: * A/C, ELECTRICAL, PLUMBING - a minimum of $500.00 or 1% of the permit valuation, whichever is greater. * FOR ANY SPECIALTY OR NON-PERMITTED TRADE, i.e. roofing, tile, drywall, flooring, painting, masonry, land clearing, aluminum, etc. a minimum fine of $250.00 or % of 1% of the permit valuation, whichever is greater. Payment will be made prior to issuing the C.O. or when the C.O. has been issued then prior to the person obtaining any other building permit in the City or in the case of a person who is not likely to be obtaining any other building permits then collection will be made in accordance with those procedures the City deems appropriate. Fines will be paid to and collected by the Sebastian Building Department. It is recommended that the funds be used for the purpose of paying the collection and attorneys fees to enforce this ordinance and any surplus funds be set aside to establish a reward pool for the purpose of offering rewards to assist the Police Department regarding thefts and other crimes associated within the building industry. When a Building Permit is issued, a copy of this regulation must be signed by the applicant and retained by the Building Department. NOTE: To verify if contractor is licensed in the City of Sebastian, call 589-5330. SEBASTIAN CONSTRUCTION BOARD - WORKSHOP MEETING - JUNE 17, 198S PROPOSED CHANGES TO CITY ORDINANCE NO. 0-83-14 .' SEC. 7-46.6 GENERAL REQUIREMENTS (R) IN THE WIRING OF COLD-STORAGE PLANTS AND ROOMS OR BUILDINGS OF SIMILAR CHARACTER, ALL WIRES USED FOR LIGHT, HEAT OR POWER SHALL BE INSTALLED IN RIGID GALVANIZED, SHERARDIZED METAL THREADED CONDUIT OR ALUMINUM RIGID CONDUIT AND GALVANIZED METAL OR ALUMINUM OUTLET BOXES, CUT-OUT AND DISTRIBUTION CABINETS AND FITTINGS INSTALLED. RVC CONDUITS AND'FITTINGS AND OUTLET BOXES WOULD BE ACCEPTABLE WITHIN THEIR TEMPERATURE LIMITATION AND APPROVED BY THE BUILDING DEPARTMENT. CONDUITS SHALL BE INSTALLED IN SUCH MANNER THAT THEY WILL DRAIN TO THE OUTLETS AND CABINETS; CONDUCTORS INSTALLED IN CONDUIT MUST COMPLY WITH THE NATIONAL ELECTRICAL CODE STANDARD FOR DAMP OR WET LOCATIONS. ALL CONDUITS ENTERING OR LEAVING REFRIGERATION BOXES MUST BE SEALED OFF.
