AGENDA CALL TO ORDER ROLL CALL OLD BUSINESS: RYSKA vs FAULKNER CHAIRMAN'S MATTERS: AT~ORN~Y',~ MATTERS: BUILDING OFFICIAL'S MATTERS: NEW BUSINESS: 15 MINUTES TO PUBLIC ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND FORSUCH PURPOSES, HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, .WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. DOMINIX VICE CHAIRMAN.:CAREY MR. LAMAN MR. HALLGREN CHAIRMAN BALLOUGH ABSENT: NONE ALSO PRESENT - MR. BRUCE COOPER, BUILDING OFFICIAL BUSINESS: RYSKA vs FAULKNER MR. COOPER SAID MR. FAULKNER CAME IN TO SEE HIM AND SAID THE'.LOT.'2 WOULD BE CLEARED OVER THE WEEKEND. MR. THOMPSON CHECKED THE LOT THIS A.M. AND.'.. THAT THERE WAS STILL SOME DEBRIS PRESENT. THERE BEING NO GALL B~CK FROM MR. FAULKNER, MR. COOPER CHECKED THE LOT AFTER 4:30 P.M. AND FOUND THE ORDER HAD BEEN COMPLIED WITH. MR;'i'RYSKA WAS NOT PRESENT AT THE MEETING. HE CALLED THE BOARD.SECRETARY ~FROM OHIO TO SAY HE WOULD NOT BE ABLE TO.ATTEND. CHAIRMAN BALLOUGH,:.ASKED MR, FAULKNER WHAT THE PROBLEM WAS IN' THE LOT BEING CLEARED. MR. FAULKNER FELT THERE WAS NO PROBLEM. MR. RY~A,.HAD SAID THERE WAS NO HURRY IN GETTING JOB'DONE. MR. FAULKNER SAID~E HAD NOCONTRACT TD HAUL THE DEBRIS AWAY, ONLY~ TO CLEAR'THE LOT, BUT AFTER"TA~KING TO MR. THOMPSON, CODE ENFORCEMENT, HE DID HAUL THE DEBRIS AWAY~. CHAIRMAN BALLOUGH ASKED THE BOARD IF THEY HAD ANY QUESTIONS. MR, COOPER SUGGESTED THAT IN THE .FUTURE, THAT IF HE CONTRACTS TO CLEAR A LOT TO ALSO HAVE IN WRITING 'AS TOWHETHER OR NOT THE DEBRIS IS TO BE' HAULED AWAY. DISCUSSION: MR. COOPER DISCUSSED THE NATIONAL ELECTRIC CODE , ADOPTION OF ORDINANCE 0-83-I4 AND THE RECENT ADOPTION OF 0-87-17. HE SAiD HE WAS UNDER THE IMPRESSION THAT ORD. 0-83-14 WAS NEVER REALLY ENFORCED, THAT'THE NEC CODE WAS FOLLOWED. MR. DOMiNiX SAID HE THOUGHT THE SEBASTfON ELECTRICAL CODE WA$-."LAWOF THE CITY" AND.AS AN ELECTRICAL CONTRACTOR HE' WAS ABIDING BY IT. MAYBE THE BUILDING DEPARTMENT WAS NOT. MR. COOPER SAID THIS WAS THE PAST POLICY 'OF THE BUILDING DEPARTMENT.. VICE CHAIRMAN CAREY ASKED THE BOARD SECRETARY TO CHECK THIS OUT'BECAUSE TO HIS RECOLLECTION, THAT WHILETHE BOARD WAS WORKING ON THE R~VI$IONS TO THE ELECTRICAL CODE, THE BUILDING DEPARTMENT DID REVERT BACK TO THE NEC CODE RATHER THAN THE CITY ELECTRICAL CODE. COOPER SAID THAT GEORGE BONACCI, BUILDING INSPECTOR, HAD BEEN TOLD TO FOLLOW THE NEC BY ROGER CLOUTIER,. PAST BUILDING OFFICIAL AND TH~T IT WAS CAUSING PROBLEMS WITH SOME OF THE BUILDERS AND THAT HE WAS GOING TO ENFORCE THE SEBASTIAN ELECTRICAL CODE WITH ITS. ADOPTIONS. MOTIONVBY!MR~.DDMINIX~'_SECONDED.~BYUMR'~' HF~LLGRE~VTO?RE~U~RE,¥ALL.LCO~A"~A~TORS$ TO COMPLY WITH THE SEBASTIAN ELECTRICAL CODE. CARRIED, THE BOARD WAS GIVEN A COPY 'OF A LETTER TO SEBASTIAN BUILDERS .- P~ MARDON PROFESSIONAL BUILDING - RESIDENTIAL HOUSE BEING CONVERTED TO.A BUSINESS, (LETTER ATTACHED) MR. COOPER STATED THAT AGAIN, THE PREVIOUS BUILDING OFFICIAL DiD'NOT LOOK AT THE CODE TO MAKE SURE IT MET REQUIREMENTS OF THE CODE FOR A-.BUSINESS. EVEN THOUGH IT IS A HISTORICAL BUILIDNG, SOME OF THE CODE MAY NOT BE NECESSARY, THEY SHOULD BE ADDRESSED 'AND BROUGHT BEFORE THE BOARD TO WAIVE. MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. DOMINIX TO BRING ITEMS 1 & 2 UP TO CODE AND GRANT A VARIANCE TO ITEM 3. CARRIED. THERE WAS A BRIEF DISCUSSION ONi'THE REQUIREMENTS OF LICENSING. MR. DOMiNIX WELCOMED MR. COOPER TO THE CITY OF SEBASTIAN. THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED AT 8:20 P.M.
