MOTION BY MR. NEUBERGER, SECONDED BY MR. HANEY TO ACCEPT THE
APPLICATIONS FOR THE BLOCK EXAM IN SEPTEMBER FOR MR. SMIDI,
RIMES, RENTSCHLER, GORDON, LEY, RAYNOR, WILKE, WILLETT,
SILVA AND ADAMS.

DISCUSSION: LANDCLEARINS - DRIVEWAY FORMING
THE BOARD SECRETARY SAID THAT SHE HAD TALKED WITH THE COUNTY
AND THEY SAID THAT UNLESS THEY HELD A CONCRETE: FORMING AND
PLACING LICENSE THAT THE JOB WOULD BE STOPPED.
MR. COOPER REGOMMENDED THAT THE BOARD GET AN OPINION FROM THE
ATTORNEY.
MOTION BY MR. NEUBERGER, SECONDED BY MR. CAPP TO TABLE UNTIL
THE SEPTEMBER MEETING SO BRUCE CAN TALK TO THE ATTORNEY.

COMPLAINT AGAINST CONTRACTOR - CHALLENGER POOLS

MR. COOPER EXPLAINED THAT A POOL HAD BEEN STARTED WITHOUT A
PERMIT.
MR. MERVIN EVANS, QUALIFIER FOR CHALLENGER POOLS WAS SWORN IN
BY ACTING CHAIRMAN DERNBACH.
MR. COOPER NOTED THAT AFTER THE HOLE WAS DUG, NO FENCE WAS
PUT AROUND IT.

IT WAS NOTED THAT THE PERSON WHO SHAPES THE POOL IS THE
PERSON WHO IS RESPONSIBLE FOR PUTTING UP THE FENCE. THIS
PERSON IS EMPLOYED BY CHALLENGER POOLS.
MOTION BY MR. NEUBERGER, SECONDED BY MR. HANEY THAT THE BOARD
FINDS NO CAUSE FOR ACTION.
MR. COOPER SAID THAT NORMALLY YOUR FINDING OF FACTS WOULD
COME FIRST.
MR. HANEY WITHDREW SECOND, MR. NEUBERGER WITHDREW THE MOTION.
MOTION BY MR. HANEY, SECONDED BY MR. KELLEY THAT THE BOARD
HAS REVIEWED THE VIOLATIONS OF SECTION ?-1~, ?-20 OF THE CODE
OF ORDINANCES, THAT THE COMPANY DiD VIOLATE SECTION ?-1~ AND
?-20 OF THE CODE OF ORDINANCES AND AT THIS TIME FINDS NO
ACTION TO BE TAKEN.
IT WAS NOTED THAT THE ONLY QUESTION BEFORE THE BOARD WAS IN
REGARD TO THE PERMIT.
ACTING CHAIRMAN DERNBACH FELT THAT SOME TYPE OF SUSPENDED
FINE WOULD BE MORE APPROPRIATE.

PERIOD OF ~0 DAYS AS LONG AS NO OTHER VIOLATIONS OCCUR.

STEVE HALL~ REPRESENTATIVE OF THE ASSOCIATED GENERAL
CONTRACTORS OF AMERICA, EAST COAST CHAPTER SPOKE TO THE
BOARD.
MR. HALL REFERRED TO A LETTER DATED 5/50/~0 FROM THE
ASSOCIATED GENERAL CONTRACTORS ASKING THAT OUR CODE BE
AMENDED TO REQUIRE FOUR YEARS EXPERIENCE FOR A JOURNEYMAN.
CURRENTLY OUR CODE REQUIRES THREE YEARS.
MOTION BY MR. HANEY,. SECONDED BY MR. CAPP TO ACCEPT THE
RECOMMENDATIONS OF THE ACC AND FORWARD OUR RECOMMENDATIONS TO
THE CITY COUNCIL THAT WE RAISE THE JOURNEYMAN REQUIREMENT
FROM THREE YEARS TO FOUR YEARS.

IN A LETTER DATED 8/6/90 FROM MiLT RUBIN, DPR, AN ANSWER
COULD NOT BE GIVEN AS TO WHY THE STATE ONLY REQUIRES $25~000
PROPERTY DAMAGE OTHER THAN THAT WAS THE AMOUNT SET BY THE
BOARD.
APPROVAL OF REVISED CONTRACTORS APPLICATION
MOTION BY MR. CAPP, SECONDED BY MR. HANEY THAT THE REVISED
APPLICATION BE FORWARDED TO THE ATTORNEY FOR HIS APPROVAL.

DISCUSSION:
MASTER/ADMINISTRATION TEST
MR. COOPER POINTED OUT THAT THE PRESENT ORDINANCE REQUIRES
THAT EVERYONE MUST TAKE THE ADMINISTRATION TEST WHIOH
ELIMINATES TAKING A MASTER TEST THAT DOES NOT REQUIRE AN
ADMINISTRATION TEST.
MOTION BY MR. HANEY, SECONDED BY MR. CAPP TO AMEND THE MASTER
TESTING PROCEDURE TO REQUIRE JUST THE MASTERS TEST ONLY AND
NOT THE ADMINISTRATIVE TEST FOR ALL MASTER TRADES
ELECTRICAL AND PLUMBING. CARRIED.

MR. CAPP AND MR. HANEY VOLUNTEERED TO MEET THE BOARD
SECRETARY AT THE COMMUNITY CENTER TO SIGN IN THE APPLICANTS
FOR THE BLOCK EXAM 9/8/90.
MR. CAPP AND MR. HANEY REGISTERED THE BLOCK EXAM SCORES IN
THE REGISTER BOOK.
MR. COOPER TOLD THE BOARD THAT THEY WERE GOING TO START
ENFORCING THE JOURNEYMAN CARD.
