Ail members present except for Clint Hale.
The minutes of July 11, 1978 were distributed. They were read and a
motion by Ed Paluch, seconded by Houston Tripp, was made to accept them
as read. All in favor, none opposed. Motion carried.
Ed Paluch brought up the subject of letting the members of the Board know,
at least three (3) days in advance, .6f any meetings that are scheduled in
the future. Grace will send out letters so that all the members will be
made aware of meetings-¥'~.~.].
A question as to whether a person, applying for more than one license
will be required to submit more than one application? After some dis-
cussion, it was stated that one application must be submitted for each
category a person applys for. Also that ~a~h license must be paid for.
Ed Paluch made the motion that: We accept one application for one or
more license (to save paper o~ the applicant,s part) on a grandfather
basis. Should duplication of the application become necessary, the cost
will be bought by the applicant and not the Construction Board. On a
single application, the Board can require additional information. Merle
Hasson seconded the motion. All in favor, none opposed. Motion carried.
Ed Paluch brought up the subject of reciprocating with other boards to
those who are grandfathered. He made the motion that we reciprocate our
grandfathered contractors with anybody who is willing to do the same.
In other words, if you're grandfathered in Palm Bay and you want to
come into Sebastian to work and the Palm Bay Construction Licensing
Board and City Council is willing to send us a letter saying that, if
we accept their grandfathered contractors, that they will accept ours.
He would like to see our licensed people, who are grandfathered in this
area, be looked".upon as good enough to go anywhere. Jim Harris said that
this is going to conflict with our Ordinance. After l~ngthy discussion,
Ed withdrew his motion until a later date.
At this point, the rest of the meeting was open to the public for their
questionsi'.and/or comments.

...you're asking, in this application, for someone to sign an
affidavit that they are complying with an ordinance; however, you
are not making this ordinance available...so that one would know
what he is complying with...Your licnese fee has goneeup, from
whattIEread, from $10 to $50. What makes it worth $50?
This Board and the City Council set up the licensing fee to make
this organization pay for itself. In other words, they don't want
the taxpayers to have to pay for the processing and administering
of the licenses. These Board members receive no pay so whatever
costs are involved in the operation, that's what the licenses fees
are taking care of. There was a guess made as to what the cost and
fees would be for the year and .that's how we came up with those fees.

Now that you've got the ordinance, is it going to be effective?
Does that mean that some foreigner , WhO is not licensed..even in
the county, isn".t going to be able to come here? What · .. do you
have that says that you can do that? I've seen people working in
Sebastian who I know are not llcensed...so what are you going to do
about it?
On the grandfather clause, you haVe 90 days in which to submit an
application so that Art does not issue permits to persons until
this 90 day period is over, until they are properly 1icensed.
This 90 day period began at our last meeting, which was August
1, 1978 so, 90 daY~ from August 1 (November 1) all applications
must be filed in order to be grandfathered- Ail of this is all
spelled out in the ordinance, which is available from the City
Clerk's office. There is also a copy of the ordinance readily
available to the public to read here if they choose not to buy one.
If there is a sub on th~cjob,.--how do you know if he is going to be
licensed?
As soon as this becomes effective, we are going to have a meeting
with all the contractors (building, general and residential) and
we are going to make them aware that, if they do use these un-
licensed subs) and we catch them, that they are subject to fine
or suspension. We are not only trying to protect the general
public but,, also, the contractors too.
How are you going to go about policing unlicensed people?
Once this (ordinance) goes into effect, all the other contractors
will be on the alert for these people. If we have too much
with a licensed contractor, he will be brought before the BOard.

You ask what powers the Board has to enforce the law. We have the power

Ans:
Certificate of insurance in minimum amounts of $100,000 property,
$300,000 personal liability.
Ques:
Will these applications ~or Certification be made available for
the general public to come in and read, like the Ordinances and
such material?
No, they will not. These will be reviewed by the Board and no one
will have access to them hut the Board. The~;only way we will allow
anyone else to see them is if we have written approval (no verbal
approval accepted over the telephone) from you stating who will be
coming to look at it. This letter must be notarized and sent cer-
tified mail. If you, personally, come to the Building DePt. and
tell us who will be coming, we will accept that approval also.
After dismissal of the public, the Board members reviewed the four appli-
cations that we~submitted.
Next meeting of the Board will be on Tuesday, August 15, 1978 at 2 p.m.
