of a permit prevent 'the building official from thereafter requiring
correction of errors in plans or in construction, or of violations
of this code. Any permit issued shall become invalid unless the
work authorized by it shall have been commenced within six (6)
months after its issuance, or if the work authorized by such permit
is suspended or abandoned for a period of one year after the time
the work is commenced; provided, that for cause, one or more
extensions of time for periods not exceeding ninety (90) days, each
may be allowed in writing by the building official.
Sec. 7-47. Schedule qf. Fees
(1) N° permit shall be valid until the fees pre-
scribed in this section shall have been paid; nor shall aH amendment
to a permit be approved until the additional fees, if any~ shall have
been paid.
(2) If any person commences any work on an electrical
installation before obtaining the necessary permit, he shall be sub-
ject to the penalty prescribed herein.
(3) When application for permit is approved and
before a permit is issued, a fee therefor shall be paid as established
in a schedule of fees by resolution of the City Council of the City of
Sebastian, Florida.
Sec ;1.7'47' 1 Inspections
(1) All new electrical work, and such portions of
existing installations as may be affected by new work or any changes~
shall be inspected to insure compliance with all the requirements of
this code and to assure that the installation and construction ~f the
electrical system is in accordance with approved plans.
(2) All raceways, wire and/or approved cable, shall be
in place and all joints made with approved mechanical connectors~
service switch, distribution panel and metering center must be set and
wired. If',due to structu~al~"'Condit~, Pame'ts~'~or'me~~t
be set, with special permission from the building department, ~ns~ti~n~
can be given at a later date; but such adapters shall be in place before

the system otherwise becomes energized with power. No such wiring or
installation shall be considered reedy for inspection until completed
as outlined above. (Circuit breakers may be install~ for final
inspection. )
(3) When the electrical work in any building ~o~ r
which a permit has been obtained, is ready for inspection, it~all
be the duty of the person in charge of work to give notice in writing
on forms furnished at the office of the building official~ stating
the location of the work and the name of the person doing the work.
(4) It shall be unlawful to lathe, seal or in any
manner conceal any electrical wiring or equipment until same has been
inspected and approved.
(5) In large and c~mplicated jobe, the work may
be inspected in sections, on the approval of the building official.
(6) It shall be unlawful for any person, firm or
corporation to use any electric current in or through any wiring
apparatus of fixtures for light, heat or power in any buildi~ or
structure subject to this code before the same shall have been in-
spected and approved by the building official.
(7) The electrical installation or part thereof
shall not be covered until it has been inspected, tested and approved
as prescribed in this section. If an electrical installation or part
thereof is covered before being inspected, tested and approved, it
shall be uncovered upon the direction of the building official.
Sec. 7-47.2 Certificate of Approval
(1) Upon the satisfactory completion of the slab
inspection, (required when conduit is installed in Or under the slab),
or rough-in inspection, approval shall be so muted on the
permit card. This approval shall give the date of the slab or
inspection and the initials of the inspector.

issued by the building official to be delivered to the owner.
Sec. 7-4?.3 Existin~ Installations
(1) if more than fifty (50) percent of a system that
does not conform to this code is remodeled or altered, the enti~a
system shall be reconstructed to conform to this code.

(2) A circuit of an existing system which does not
conform to this code shall not be extended or added to until the entire
circuit shall have been reconstructed to conform to this code.
Sec. 7-47.4 Service Entrance Standards
(a) All service mast shall be run in approved threaded
conduit, minimum size two inches which must be properly secured an~ have
a minimum clearing thirty (30) inches above the roof, unless w~itten
approval is obtained from the building official.
(b) Underground services may be run with approved cable
at a minimum depth of thirty (30) inches, from which point it shall be
sleeved for mechanical protection.
(c) Ail under slab service entrance conductors or sub-
feeds shall be in rigid conduit or .PVC ~40 or IMC.
(d) Temporary services shall have a miniam~ of ten (10)
feet clearance, be of approved material and be properly braced and sup-
ported.
(e) All service entrance conductors shall be in
conduit.
(f) Only threaded metal conduit will be accepted when
exposed to the weather and it must be galvanized or its equivalent.
(g) Meter rooms shall be provided in all buildings of
multiple occupance (four (4) or more occupancies) and shell have a
minimum requirement of four (4) to eight (8) meters - four (4) feet by
six (6) feet by sevem (7) feet inside diameter; and if the electrical
requirements and demand are larger, the meter room shall be increased
accordingly. This meter room shall be equipped with a ventilated door
and approved lock which may be locked only with the approval o~ the
electrical inspector. The meter room shall be accessible to all
occupancies of the building at all times. The meter room shall~be
provided with adequate ventilation. The purpose of this room s~all be
to ouse me main or
separate area from electrician's area) and all the electric meters
which service the occupants throughout the entire building. The con-
struction of this room shall conform to the same type of material and
construciton as the main buildingand there shall be no storage of any
kind. No gas meters or water heaters pemitted in this room.
(h) Service disconnect shall be located at the nearest
point of service entry not to exceed 5 feet unless preceeded by main
disconnect and shall not be installed in bathrooms, bedrooms~ closets
or kitchen cabinets.
(i) All service grounds shall be equipped with ground
rods, not less than eight (8) feet in length. Water pipe .system, s will
not be allowed.
(j) The service and equipment ground must be taken
from the nearest possible point of the system service after the service
is attached to the building. This ground n~st start at the meter socket,
main switch or C.T. can. Point of attachment of ground cla~ps or
approved ground connectors shall be readily accessible and shall mot
be in attics, unde~ floor or behind any equipment.
(k) Grounding of the main service to the meta~ic tubing
piping of the water system shall have an equal size ground wire as that
going to the grounding electrode. The minimum wire shall be ~4 con-
tinuous from the meter ground bar to the grounding electrode. Then to
a 1/2" minimum metalic cold water stub-out, if available. You must then
have a jumper between the hot and cold water pipes above the hot ~ater tank
before the shut-off valves, or from the panel ground bar to the hot water
tank, cold water line. The following shall also be required: All
connections shall be visible; Grounding electrode conductor must be
sleeved if PVC is used as a sleeve, tear drop style clamps shell be used
on grounding electrodes.
Sec. 7-47.5 Commercial Construction
(a) In no case shall the service or sub-feed in any
commercial installation be less than 100 AMP capacity and thereto shall be
a minimum raceway size of one and one half inch trade size.
(b) Convenience outlets per circuit:
Beauty parlors~ etc. 2 maximum
Barber shops 2 maximum

(c) Single outlets or taps for signaling transformers,
bell-ringing transformers, clocks and similar low curremt co~
appliances or equipment need not be counted when the locatiOD of the

tap or outlet precludes the use of the tap or Outlet for other purposes
than for which it was installed.
Sec. 7-47.6 General Requirements
(a) Approved rigid metal conduit surface metal raceways
or electrical-metallic tubing shall be required for light, heat
power in the wiring of multi-family dwellings for three (3) families or
more, in churches, schools, hotels, theaters, public buildings, commercial
buildings, manufacturing establishments, p~ivate clubs or similar occupancy.
(b) All electrical range circuits shall not be less than
no. 6 conductor with a maximum current protection of 50 AMP capacity.
When the oven unit is separate from surface unit, each unit shall be
installed on a separate circuit. Oven circuits shall not be less than I%o.
10 conductor with a maximum of circuit protection of 30 AMPS and the cook
top shall not be less than no. 8 conductor with a maximum of 40 AMP
circuit protection. (A range as referred to above would be a complete
cooking unit~ consisting of both oven and surface burners.)
(c) The wiring for all water heaters shall be in a minimum
wire capacity of twenty (20) amperes. Water heaters of ome th~us~ (!,000)
watts or over shall operate on not less than two hundred ei~ (208) volt
circuit. Non-automatic water heaters shall be equipped with a pilot light
and indicating switch. The switch and pilot light shall be located in a
conspicious place inside the building, preferably in the kitchen or hall.
Points of electrical connections for heaters and replacement of elements
shall be readily accessible. All leads to equipment shall be protected
with Greenfield or equivalent material.
(d) For the small appliance load in kitchens, laundry
areas, pantries, dining area~ and breakfast rooms of dwelling occupancies,
one or more branch circuits shall be provided for all receptacle outlet
(other than outlet for clock) in these rooms, and such circuits shall have
no other outlets thareon. The conductors for such circuits shall b~ Bot

(e) Maximum number of outlets per circuit for lights
and receptacles in residences:

~.~l. Kitchen, breakfast room, nooks and dining rooms - two receptacles per
circuit. Designated appliances must be on an individual branch circuit
with a circuit that supplies only one utilization equipment such as
~' refrigerator, freezer, microwave, dishwasher, trash compactor and
etc.
The above shall terminate in a single receptical of the proper rating.
(f) Number 14 wire may be used throughout a residence
except in the areas listed in (d) above. Only #2 aluminum wire and
larger shall be approved when proper connectors, terminals and
corrosive inhibitors are used.
(g) Portable cords attached to music boxes, marble
machines, floor or table lamps and other similar equilxnent, shall not
exceed six (6) feet in length when measured from the equipment to the
outlet supplying its current. Cords shall not be nailed down, tacked
or held with strings or other supports, but shall be left f~ee and
clear.
(h) Ail stairways and parts of buildings under demo-
lition, erection or repair shall be adequately lighted while persoms
are engaged at work.
(i) Separately metered conductors shall not be installed
in the same raceway~ except in load gutter in meter room.
(j) In the wiring of cold-storage plants and irooms or
buildings of similar character, all wires used for light, heater power
shall be installed in rigid galvanized, sherardized metal threaded con-
duit or aluminum rigid conduit and galvanized metal or aluminum outlet
boxes, cut-out and distribution cabinets and fittings installed.

Conduits shall he installed in such manner that they will drain to the
outlets and cabinets; conductors installed in conduit must c~apl¥ with
the National Electrical Code Standard for damp or wet locat£ons. All
'~' conduits entering or 'leaving refrigeratt~n boxes must be sealed off.

Sec. 7-47.7 Board of Adjustment
The Sebastian Construction Board is hereby made the Board
of Adjustment of the Electrical Code in the City of Sebastian.
SECTION III
This Ordinance shall take effect immediately upon becoming
law.
SECTION IV
If any section, sub-section, sentence, clause, phrase or
word of this Ordinance is for any reason held unconstitutional or invalid,
such ruling shall not affect the validity or constitutionality of any of
the remainin~ portions of this Ordinance.
