MR. COOPER REVIEWED MR. NICHOLSON'S MEMO WITH THE BOARD
CONCERNING THIS CASE.
MOTION BY MR. DERNBACH, SECONDED BY MR. HANEY THAT THIS BOARD
FINDS MR. JAMES LENNON DOING BUSINESS AS GUARANTEED-WATER
SYSTEMS, INC. IN VIOLATION OF SEC. 7-99(A), ACTING AS AN
UNLICENSED CONTRACTOR ON 6/10/91 AT 10! LANDOVER DR..
MOTION CARRIED.
MR. DERNBACH ASKED MR. COOPER IF IT WOULD BE APPROPRIATE FOR
THE BOARD TO CONSIDER PRIOR VIOLATIONS FROM OTHER
JURISDICTIONS AS FAR AS THE SEVERITY OF PENALTIES.
MR. COOPER SAID THAT THE BOARD HAD THE RIGHT TO LOOK'AT THE
PAST HISTORY OF A PERSON IN REGARDS TO WHAT HE IS ATTEMPTING
TO DO TO STAY IN COMPLIANCE WITH WHATEVER REGULATIONS THERE
AREi IN OUR CODES IF HE WAS APPLYING FOR A LICENSE,THE BOARD
COULD TAKE PRIOR ACTIONS WITHIN TWELVE MONTHS AGAINST A
CURRENT LICENSE' HOLDER. BEING HE DOES NOT HAVE A L~CENSE,
HIS PRIOR ACTIONS CAN BE TAKEN INTO CONSIDERATION,
MOTION BY MR. DERNBACH, SECONDED BY MR. KELLEY THAT iN VIEW
OF THE FINDINGS OF FACT THAT THIS BOARD IN REGARD TO THE
ACTION AGAINST JAMES LENNON, THAT WE FINE MR. LENNON $500.'00
AND HE BE INELIGIBLE FOR ANY COMPETENCY CARD IN SEBASTIAN
UNTIL SUCH FINES ARE'PAID.
MR. COOPER NOTED THAT THE MOTION iNDICATED THAT UNTIL THE
FINES ARE PAID NO COMPETENCY CARD CAN BE ISSUED. HE IS NOT
REQUESTING A COMP CARD. THE BOARD SHOULD MAKE SURE TH.AT HE
DOES NOT FEEL THAT IF HE PAYS THE FINES THAT HE CAN COME IN
AND GET A COMP CARD.

MOTION.
MOTION BY MR. DERNBACH, SECONDED BY MR. HANEY THAT THE BOARD
FiNE MR. LENNON $500.00, ISSUE A CEASE AND DESIST ORDER, SEND
THE FINDINGS TO DPR AND MAKE MR. LENNON AWARE THAT UNTIL THE
FINE IS PAID, IN ADDITION TO THE REGULAR REQUIREMENTS FOR A
COMPETENCY CARD, HIS APPLICATION WILL NOT BE CONSIDERED.
MOTION CARRIED.
DISCUSSION: ISSUANCE OF TEMPORARY COMP CARD
MR. COOPER EXPLAINED THAT CURRENTLY, WHEN A PERSON COMES
BEFORE THE BOARD, TAKES A TEST THEN HAS TO GO THROUGH THE
STATE, HE CANNOT BE ISSUED A COMP CARD OR OCCUPATIONAL
LICENSE UNTIL THEY HAVE A STATE REGISTRATION NUMBER AND THE
REGISTRATION CANNOT BE ISSUED UNTIL THEY MEET ALL OF OUR
REQUIREMENTS.
MR. COOPER SUGGESTED ISSUING A COMPETENCY CARD TO A PERSON
WHO HAS MET ALL OTHER REQUIREMENTS WITH SEBASTIAN EXCEPT THE
STATE REGISTRATION. A 60 DAY TIME LIMIT WOULD BE PUT ON THE
COMPUTER SO THAT HE HAD AN ACTIVE COMP CARD. DURING THAT
TIME THE STATE REGISTRATION WOULD BE APPLIED FOR.
ANOTHER SUGGESTION WAS THAT THE APPLICATION FOR STATE
REGISTRATION BE SENT CERTIFIED MAIL AND THAT THE SIGNED GREEN
CARD BE BROUGHT INTO THE OFFICE TO BE COPIED FOR THE FILE.
ALSO, WE COULD REQUEST THAT ALL THE MATERIAL BE BROUGHT TO US
AND WE WOULD MAIL iT FOR THEM.
MR. COOPER NOTED THAT 90 DAYS SHOULD BE SUFFICIENT TO ISSUE A
TEMPORARY COMP CARD.
THERE WAS A BRIEF DISCUSSION CONCERNING THE REQUIRED CREDIT
REPORT.
MR. GEHRKE REQUESTED THAT THE BOARD PLACE HIS APPLICATION FOR
A CHANGE OF STATUS ON THE AGENDA.
MOTION BY MR. DERNBACH, SECONDED BY MR. CAPP TO PUT MR.
GEHRKE'S CHANGE OF STATUS ON THE AGENDA.

MR. HANEY ASKED IF WE COULD GO TO CABLE TV AND AS A PUBLIC
SERVICE ANNOUNCEMENT HAVE A MESSAGE SHOWN.
MR. COOPER SAID THAT THE BOARD SECRETARY COULD SEND A LETTER
TO KEN ViCKERS AND ASK THAT HE DO A PUBLIC SERVICE
ANNOUNCEMENT ON CHANNEL 35.
MOTION BY MR. HANEY, SECONDED BY MR. DERNBACH THAT WE HAVE
THE BUILDING DEPARTMENT APPROACH FALCON CABLE TV CONCERNING 'A
PUBLIC SERVICE ANNOUNCEMENT ON LICENSE ACTIVITIES AND PUT A
PHONE NUMBER IN THERE AND IF THERE'S ANY QUESTIONS TO CALL'
THE BUILIDNG DEPARTMENT DURING BUSINESS HOURS.

MR. CAPP AND MR. KELLEY VOLUNTEERED TO MEET THE BOARD
SECRETARY, SEPTEMBER 14, 1991 AT THE COMMUNITY CENTER FOR THE
BLOCK EXAM.
MR. HANEY AND MR. CAPP REGISTERED TEST SCORES IN THE SCORE
BOOK.
THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED AT
8:45 P.M.
