First item of discussion was the matter of the newspaper article that appeared in the Press Journal of August 9, 1978 concerning the accusations made by Mr. Ulbricht against this Board and two members (nOt mentioned). A motion was made by Houston Tripp, seconded by Chris Kirrie that Buck Vocelle~.attorneY, behalf of the~Board. All in favor, none opposed. MOtion carried. The minutes of August 8, 1978 were read and discussed. Ed Paluch felt that the discussion of the questions and answers should have been omitted from these minutes. Anyone who has read our Ordinance about this Construction Board would not have asked those questions. Ail members felt that, if someone has a question about this Board and the~:;3rules and regulations that govern this Board, they will be asked, first, if they have read the Ordinance. If they have not, they will be given a copy to read. If, after re~ding the Ordinance, they still have a question, then the Board will be only too happy to answer them as best they can. Motion by Ed Paluch, seconded by Merle Hasson that we accept the min- utes of August 8, 1978. All in favor, none opposed. Motion carried. A question was brought up as to whether or not we will accept incom- plete applications. All applications will be accepted. If they are incomplete and, after having been reviewed we find that the missing information is p~rtinent to the application, then we will have to notify the applicant and ask for the additional information. In the future, Grace and Art will ask, of all persons submitting an application to the Building Dept., if all the required information is included. The eight steps on the first page of the application will be asked and also:" ~9 - If you are using a license, and that license was obtained by examination, was it by BlOck, proctor and what was the passing grade? A letter from the area the exam was taken must be 'sent to this Board stating the circumstances under which this license was issued. Motion by Ed Schmucker, seconded by Ed Paluch that Grace and Art ask these nine questions before accepting any applications. Ail in favor, none opposed. Motion carried. Jack Star attended this Board meeting. He asked if this ordinance was presently in effect. He was told yes. He then asked about the grand- father period. He!was informed thatihe did not qualify under our grand- father law. The only way he could obtain our Certificate of Competency was if he took the Block, proctored test and obtained a passing grade of 75%. Or, if he has already taken the Block, proctored exam else- where and obtained a passing grade of 75%, he will then be issued, by reciprocity, our certificate. He told the Board that he does hold certificates of competency f~om other counties, and wondered if we would reciprocate with them. When asked whether he was issued these licenses under the grandfather law in that area, he said yes. He was informed that, the way our Ordinance now reads we cannot re- ciprocate with persons who were grandfathered their li=ense. Maybe in the future we will have an amendment to our ordinance that, if other cities and counties will honor our'grandfathered people, then we will honor theirs. When told that all the people presently working in the City will be grandfathered, Mr. Star made the co~ment that he was probably more. competent than some of those people~.~Heii$ WtthanaO~a~y~i~.Palm Bay but he, himself, does not hold the qualifying licenses to pull the permits for that company. He wants toqualify himself, here in Sebastian and he was told what the procedure is in order to obtain our Certificate of Competency. At this point, the Board reviewed five applications that have been submitted to date. The next meetingwill be called when more applications are submitted to the Building Dept. at City Hall.
