Kraga$ City Clerk SEBASTIAN CONSTRUCTION BOARD - AUGUST 23~ 1983 CHAIRMAN HARRIS CALLED THE MEETING TO ORDER AT 7:34 P.M. PRESENT: MR? DONALD LANGLOIS, MR. LUCIEN RIZIO, MR. GERLAD CAREY,.MR, HUSTON TRIPP, MR. GREGORY PALMER, MR. JOHN CALMES AND MR. JIM HARRIS. CHAIRMAN HARRIS STATED THAT DANIEL BLAIR, BUILDING OFFICIAL, CITY OF SEBASTIAN, WAS PRESENT AT THE MEETING AND WAN%ED'TO ADDRESS THE BOARD, MR, BLAIR STATED THAT. HE HAD DISTRIBUTED A LETTER WI'TH PROPOSED CHANGES AND WOULD APPRECIATE THE BOARDS CONSIDERATION AND SUPPORT TO THE COUNCIL. [LETTER ATTACHED} THERE WAS A DISCUSSION REGARDING THE LETTERAND MR. CALMES QUESTIONED THE PROPOSED CHANGES IN THE ELECTRICAL CODE AND SUGGESTED THAT A?WORKSHOP MEETING BE HELD WITH ALL LICENSED ELECTRICIANS PRIQR"TO.ANY PUBLIC' HEARINGS IN ORDER.TO ALLOW' ALL LICENSE HOLDERS AWARENESS OF THE CHANGES. MR. CALMES"ALSO SUGGESTED THAT A FORM'LETTER AND THE PROPOSED CHANGES BE MAILED TO THE ELECTRICIANS FOR THEIR COMMENTS, IT WAS AGREED THAT THE BOARD WOULD READ THE MATERIALS.AND REVIEW THE PROPOSALSAND SUBMI~T ANY CHANGES. THE BOARD FEELS NECESSARY AND TO SUPPORT MR, BLAIR'S CHANGES TO THE COUNCIL. CHAIRMAN HARRIS INTRODUCED MR, GERALDCAREY TO THE BOARD MEMBERS AND STATED THAT THE BOARD WELCOMED HIM AND HOPED THAT THEY'WOULD WORK TOGETHER FOR A LONG, TIME, CHAIRMAN HARRIS STATED THAT THE BOARD WOULD ADJOURN AND REVIEW THE PENDING APPLICATIONS, (.TIME 7:55 P.M.) CHAIRMAN HARRIS STATED THAT THE BOARD WOULD RE~'OPEN THE)R MEETING (TIME 8:44 P..M,) CHAIRMAN HARRIS STATED THAT THE BOARD HAD .A LONG AGENDA AND SINCE THERE WERE APPLICANTS PRESENT, THE BOARD WOULD CONSIDER THOSE APPLICATIONS FIRST, MR, SEDELMA1ER, MR, GREEN, MR. MAC ARTHUR AND MR. MANN. SEDELMAIER, DAVID R, CHAIRMAN HARRIS QUESTIONED MR. SEDELMAIER. AS TO THE LINE OF WORK HE HAD BEEN .DOING SINCE HE HAD PASSED THE TEST IN SEBASTIAN AND HAD NEVER PULLED A LICENSE, MR. SEDELMAIER STATED THAT HE HAD-BEEN WORKING IN VERO BEACH FOR ABOUT 1 YEAR AND 7 MONTHS UNDER THE NAME OF DRS CONSTRUCTION. CHAIRMAN HARRIS STATED THAT 'HE WOULD LIKE THE. BOARD TO RECOMMEND THA"~ '~R, SEDELMAIER UPDATE HIS APPLICATION ON FILE AND THAT IT INCLUDE 'A CREDIT REPORT AND A FINANCIAL STATEMENT. MOTION BY MR. CALMES, SECONDED'BY MR. L'ANGLOIS, THAT THE FILE ON MR, SEDELMAIER BE UPDATED AND THAT IT INCLUDE A CREDIT REPORT'ANDA FINANCI:AL.DISCLOSURE. PRIOR TO THE LICENSE BEING PLACED ON ACTI]VE STATUS. CARRIED, MOTION BY MR. LANGLO!S, SECONDED BY MR. TRIPP, THAT THE CHAIRMAN AND CO'CHAIRMAN REVIEW' THE INFORMATION WHEN RECEIVED AND ISSUE THE LICENSE AND THAT THE 'BOARD TAKE -FORMAL ACTION AT THE NEXT REGULAR MEETING. HARRIS STATED THAT THE VERIFICATION OF EXPERIENCE WAS NOT COMPLETE AND THAT THE DATES WOULD HAVE TO BE FILLED OUT BEFORE THE BOARD COULD APPROVE IT. MR. HARRIS STATED THAT HE KNEW BILL DE LANGE AND'COULD PERSONALLY VERIFY THAT HE W~S MORE THAN QUAILIFIED TO BE ATILE CONTRACTOR. MR. CALMES ALSO STATED' THAT HE HAD KNOWN BILL DE LANGE FOR MANY YEARS AND HAD BEEN IN BUSINESS WITH HIM IN FORT PIERCE FOR SOME TIME BDT THAT THEY WERE NO LONGER BUSINESS ASSOCIATES AND THAT HE COULD MORETHAT VERIFY THAT MR. DE LANGE WAS QUALIFIED FOR A LICENSE. MR. PALMER STATED THAT IF MR, HARRIS OR MR.. CALMES WOULD LIKE TO COMPLETE THE VERIFICATION OF CONSTRUCTION EXPERIENCE THAT HE HAD NO PROBLEM WITHTHAT BUT THAT THEY WOULD HAVE TO DO ~IT'OR MR. JACOBI WOULD HAVE .TO COMPLETE THE INFORMATION REQUIRED'BY THE BOARD. MOTION BY MR. TRIPP, SECONDED BY MR. LANGLOIS, TO REQUIRE THAT MR. DE LANGE HAYE THE PROPER VERIFICATION OF CONSTRUCTION EXPERIENCE COMPLETED AND THAT THE CH~I~I~4AN AND CO-CHAIRMAN HAVE AUTHORIZATION TO ISSUE THE LICENSE ONCE ALL INFORMATION HAS BEEN COMPLETED AND THAT FORMAL ACTION. BE TAKEN, AT THE NEXT REGULAR MEETING, CARRIED, PURKHISER, JAMES - ROOFING CONTRACTOR MR. HARRIS RECOMMENDED THAT THE BOARD CHECK THE'RECORDS AND SEE IF THE.~.SEBASTIAN CONSTRUCTION BOARD REQUIRED TESTING FOR A ROOFER. MR. HARRIS ADDED THAT A COPY OF THE STATE REGISTRATION OR CERTIFICATION BE INCLUDED ALONG WITH A~TEST 'TAKEN BY BLOCK AND ASSOCIATES, GRADE, OR )E, HE HAD BEEN'GRANDFATHERED, MR. CALMES ADDED THAT ADDITIONAL. INFORMAT.ION IS REQU1REDJi!SUCH AS THE COPY OF THE CORPORATE RESOLUTIONS BY LAWS. MOTION BY MR. LANGLOIS, SECONDED BY MR. CAREY, TO TABLE THE APPLICATION OF JAMES PDRKHISER, ROOFING CONTRACTOR. UNTIL ADDITIONAL INFORMATION IS RECEIVED. CARRIED, LANGLOIS, MICHAEL - JOURNEYMAN PLUMBER C~AIRMAN ~ARRIS STATED'THAT MR. LANGLOIS HAD REQUESTED A JOURNEYMAN' PLUMBER EXAMINATION FOR THE MAY EXAMINATION AND A MASTER PLUMBER EXAMINATION.WAS ADMINISTERED AND SINCE MR, LANGLOIS DID NOT PASS, CHAIRMAN HARRIS RECOMMENDED THAT TB, E BOARD..ORDERA JOURNEYMAN PLUMBERS EXAMINATION FOR ~IM AND THAT THE.BOARD TAKE THE RESPONSlBIL.~TY OF'PAYMENT, MR. HARRIS ADDED THAT M'R'. LANGLOIS IS THE SON OF~MR,. DONALD LANGLOIS, BOARD MEMBER, AND THAT THIS HAD NOTHING TO DO WITH FAMILY, 1T WAS A 'MATTER. OF THE..WRONG EXAMINATION BEING ORDERED. MOTION BY MR. TRIPP, SECONDED BY MR, CALMES, THAT THE BOARD' PERMIT MR, MICHAEL LANGLO1S TO TAKE THE JOURNEYMANPLUMBERS EXAMINATION, SEPTEMBER 10, 1983, AND.THAT THE BOARD PAY THE FEES TO COVER THIS EXAMINATION. CARRIED. ROBERTS, CHARLES~E., )II - RESIDENTIAL CONTRACTORS EXAMINATION MR. HARRIS STATED THAT HE WAS NOT SURE WETHER OR. NOT MR, ROBERTS HAD MEET ALL THE REQUIREMENTS IN ORDER TO TAKE THE EXAMINATION, VERIFICATION OF CONSTRUCTION EXPERIENCE, AND STATED THAT SINCE THERE WERE QUESTIONS THAT THE BOARD HADAND MR, ROBERTS WAS NOT PRESENT, MR. HARRIS RECOM~4ENDED THAT THE APPLICATION BE TABLED, SEBASTIAN CONSTRUCTION BOARD MEETING - AUGUST 23, 1983 MOTION BY MR. TRIPP, SECONDED BY MR. LANGLOIS, THAT THE APPLICATION OF MR. CHARLES E. ROBERTS, III, BE TABLED'UNTIL PROPER VERIFICATION OF TRADE,AND SUPERVISORY EX- PERIENCE BE PROVIDED TO THE BOARD FOR CONSIDERATION. CARRIED. CHAIRMAN HARRIS STATED THAT THE BOARD SECRETARY WOULD NEED ASSISTANCE ON THE MORNING OF SPETEMBERIO, 1983, TO VERIFY. THE APPLICANTS. FOR.SIGN IN PRIOR TO THE EXAMINATION,. HARRIS STATED THAT HE' WOULD LIKE THE SUPPORT OF THE BOARD WHEN HE GOES BEFORE COUNCIL ON. SEPTEMBER 7,. lg83, WORKSHOP MEETING AND. REQUESTS THAT THE BOARD BE ALLOWED TO CONTRACT A ATTORNEY TO BE PRESENT AT ALL SEBASTIAN CONSTRUCTION BOARD MEETINGS. MR. HARRIS ALSO STATED THAT 1N THE QUARTERLY R£PORTTHERE ARE SOME MAJORCHANGES IN THE CONSTRUCTION LAW AND THAT ALL BOARD MEMBERS WOULD NEED TO READ THIS AND IT WILL ALSO EFFECT THE CITY LAW AND THIS 1S ANOTHER REASON THAT THE BOARD NEEDS'ANIJATTORNEY PRESENT AT THE BOARD MEETINGS. MR, HARRIS STATED THAT THE BOARD HAD NOT PREPARED A BUDGET FOR THE 1983-.1984 FISCAL YEAR OF THE CITY AND THAT THE BOARD SECRETARY HAD COMPLETED THAT JOB FOR THEM. TRAVIS, KENNETH - ELECTRICAL RECOPRICITY MOTION BY MR. LANGLOIS, SECONDED BY MR. CAREY, TO-FORMALLY ACCEPT THE RECIPROCITY ISSUANCE OF A LICENSE TO MR. KENNETH TRAVIS.., ELECTRICAL. TRIPP STATED THAT.A MONTH OR.SO AGO THE BOARD HAD ASKEDHIM 'TO CHECK INTO THE LICENSING OF A SOLAR' CONTRACTORS LICENSE REQUIREMENTS AND MR, TRIPP STATED THAT 1N BREVARD THEY WENT THROUGH~'-A GRANDFATHER PHASE AND'THATTHEY REQUI.RE"TESTING, PERSONS HOLDING A PLUMBERS LICENSE AND A HARV CONTRACTORS LICENSE'CAN INSTALL SOLAR SYSTEMS IN BREVARD. MR. TRIPP ADDED THAT THE BOARD HAD ALSO REQUESTED THAT .HE CHECK INTO THE LICENSING OF SIGN ERECTION. MR. TRIPP REPORTED THAT BREVARD AND ST.. LUCIE DID NOT REQUIRE LICENSING FOR THIS CATEGORY BUT CONTROLLED IT THROUGH PERMITING, SUCH' AS BRACING AND FOOTINGS FOR A LARGE SIGN AND REQUIRED THAT THE PLAN INCLUDE AN ENGINEER OR 'ARCH'ITECTURAL SEAL, IF THE SIGN HAD ELECTRICAL REQUIREMENTS THEN A LICENSED ELECTRICIAN HAD'TO PULL THE PERMIT FOR THE SIGN. THE SECRETARY INFORMED THE BOARD 'THAT SHE HAD RECEIVED A LETTER FROM D~)iIDJ, PUSCBER' INVESTIGATOR, SEBASTIAN POLICE DEPARTMENT AND 'THAT THE FILE WOULD BE AYAiLABLE .AT THE NEXT MEETING, THE SECRETARY READ THE LETTER FROM DAVID PUSCBER, GEORGE W. SCHARDT, III. CH.AIRMAN HARRIS STATED THAT THE NEXT SEBASTIAN.
