GEORGE APPROVAL O~.. MINUTES: MOTION BY MR. HANEY, SECONDED BY MR. CAPP TO ACCEPT THE MINUTES OF MEETING HELD 8/13/91 AS WRITTEN. MOTION CARRIED. DERNBACH TO ACCEPT DAVID L. WARD'S CHANGE OF STATUS. MOTION CARRIED. VIOLATION HEARING MICHAEL H. KARIN GUTTER KING 1282 CLEARMONT ST. CHAIRMAN CAREY SWORE IN MR. KARIN. A LENGTHY DISCUSSION FOLLOWED. DURING THE DISCUSSION MR. KARIN TOLD THE BOARD HE THOUGHT HE COULD DO WORK IN THE CITY SINCE THE CITY OF SEBASTIAN HAD HIRED HIM RECENTLY TO PUT NEW GUTTERS ON THE COUNCIL CHAMBER. FINDING OF FACT MOTION BY MR. CAPP, SECONDED BY MR. HANEY THAT MICHAEL H. KARIN OF GUTTER KING BE FOUND GUILTY OF SEBASTIAN CODE 7- 99(A), NOT LICENSED AT ~28~ CLEARMONT STREET, SEBASTIAN, FLORIDA. MR. NEUBERGER FELT THE CITY WAS RESPONSIBLE WHEN THEY HIRED HIM TO DO WORK FOR THE CITY WITHOUT MAKING HIM COME UP WITH A LICENSE. MOTION CARRIED. MR. NEUBERGER VOTED NAY. MOTION BY MR. CAPP, SECONDED BY MR. NEUBERGER THAT UNDER THE CIRCUMSTANCES THAT MICHAEL H. KARIN IS INVOLVED IN THAT NO ACTION BE TAKEN ON THIS CASE BY THE CITY OF SEBASTIAN CONSTRUCTION BOARD. CHAIRMAN CAREY ASKED THAT THE MOTION BE CARRIED A LITTLE FURTHER THAT MR. KARIN GETS LICENSED BEFORE HE GOES ANY FURTHER. MR. NEUBERGER WITHDREW HIS SECOND. MR. CAPP WITHDREW HIS MOTION. PAGE 3 SEBASTIAN CONSTRUCTION BOARD - 9/10/91 VIOLATION HEARING ¢ont MOTION BY MR. CAPP, SECONDED BY MR. HANEY THAT MICHAEL KARIN OF GUTTER KING RECEIVES A $100.00 SUSPENDED FINE. THIS FINE IS TO SUSPENDED AS LONG AS NO OTHER VIOLATIONS OCCUR BETWEEN NOW AND THE TIME HE BECOMES LICENSED IN THE CITY OF SEBASTIAN MOTION CARRIED. BUILDING OFFICIAL MATTERS: NONE APPOINTMENT/REAPPOINTMENT OF BOARD MEMBERS DENNIS DERNBACH, MEMBER MOTION BY MR. NEUBERGER, SECONDED BY MR. CAPP THAT DENNIS DERNBACH'S NAME BE SUBMITTED TO CITY COUNCIL FOR REAPPOINTMENT TO THE SEAT OF CONCERNED CITIZEN. MOTION CARRIED. MICHAEL CAPP, MEMBER MOTION BY MR. NEUBERGER, SECONDED BY MR. DERNBACH THAT THE BOARD APPOINT MICKEY CAPP AS A PERMANENT MEMBER ON THE CONSTRUCTION BOARD. MOTION CARRIED. CHUCK NEUBERGER, MEMBER MOTION BY MR. HANEY, SECONDED BY MR. CAPP THAT WE RECOMMEND THAT CHUCK NEUBERGER BE REAPPOINTED TO THE SEBASTIAN CONSTRUCTION BOARD AS A PERMANENT MEMBER, ELECTRICAL CONTRACTOR. MOTION CARRIED. JAMES HANEY, MEMBER MOTION BY MR. DERNBACH, SECONDED BY MR. CAPP THAT WE RECOMMEND TO CITY COUNCIL THE REAPPOINTMENT OF MR. JAMES HANEY AS A PERMANENT MEMBER OF THE SEBASTIAN CONSTRUCTI'ON BOARD. MOTION CARRIED. PAGE 4 SEBASTIAN CONSTRUCTION BOARD - 9/10/9! BILL KELLEY, MEMBER MOTION BY MR. NEUBERGER, SECONDED BY MR. HANEY TO APPOINT BILL KELLEY AS AN ALTERNATE MEMBER. MOTION CARRIED. RANDY L. MOSBY MOTION BY MR. CAPP, SECONDED BY MR. DERNBACH THAT 'WE RECOMMEND THAT RANDY L. MOSBY BECOME THE PERMANENT ENGINEER FOR THE CITY OF SEBASTIAN CONSTRUCTION BOARD. MOTION CARRIED. STEVEN HILL MOTION BY MR. DERNBACH, SECONDED BY MR. HANEY THAT WE RECOMMEND MR. STEVEN HILL TO THE CITY COUNCIL AS AN ALTERNATE CONCERNED CITIZEN, SEBASTIAN CONSTRUCTION BOARD. MR. NEUBERGER NOTED THAT HE LIVED NEXT DOOR TO MR. HILL AND THAT HE FELT THE MAN HAD NUMEROUS PROBLEMS. A BRIEF DISCUSSION FOLLOWED. MR. HANEY WITHDREW HIS SECOND, MR. DERNBACH WITHDREW HIS MOTION. MOTION BY MR. HANEY, SECONDED BY MR. CAPP BEFORE-WE GO ANY FURTHER THAT WE ASK MR. HILL TO APPEAR iN FRONT OF THE BOARD AND ANSWER ANY QUESTIONS THE BOARD MEMBERS HAVE CONCERNING HIS ABILITIES OR HIS.~DESIRES AS TO WHY HE WANTS TO BE A MEMBER OF THE BOARD. MOTION CARRIED. MR. COOPER DIBCUBSED HOW HE WAS CONDUCTING ENFORCEMENT PROCEEDINGS OR PERIODIC CHECKS OF JOB SITES. FIRST PRIORITY IS TO MAKE SURE EVERYBODY IS LICENSED ON THE JOB. SECOND PRIORITY IS TO ESTABLISH THE PEOPLE THAT ARE THERE, ARE THEY ARE EMPLOYEES OR NOT EMPLOYEES OF A LICENSED CONTRACTOR. THE INFORMATION IS NOTED AND A LETTER IS SENT TO THE CONTRACTOR OF THE JOB ADVISING THEM THAT A CHECK ON THE JOB SITE WAS DONE, TALKED TO THE EMPLOYEES AND ASKED THEM TO PROVIDE US WITH A COPY OF THEIR W~4 FORM, THEIR FEDERAL I.D. NUMBER AND THEIR WORKMANS COMPENSATION NUMBER. THOSE TWO NUMBERS ARE REQUESTED BY BOTH UNEMPLOYMENT COMPENSATION AND THE IRS. PAGE 5 SEBASTIAN CONSTRUCTION BOARD A LETTER WILL BE SENT TO THE CONTRACTOR REQUESTING THE NOTED INFORMATION AND A TIME FRAME IS GIVEN IN WHICH TO RES?O~D. IF NO RESPONSE IS RECEIVED THE CONTRACTOR WILL THEN BE BROUGHT BEFORE THE CONSTRUCTION BOARD TO ANSWER QUESTIONS. PUBLIC ANNOUNCEMENT - CABLE TV THE BOARD SECRETARY PROVIDED A COPY OF THE CLASSIFIED VIDEO AD SHE WAS GIVING TO COASTAL CABLE ADVERTISING REGARDING THE ~SE OF LICENSED CONTRACTORS. THE BOARD SUGGESTED THAT ANOTHER FORM BE DONE AND BE GIVEN TO COASTAL CABLE NEXT MONTH WITH A DIFFERENT MESSAGE CONCERNING THE USE OF UNLICENSED CONTRACTORS. CHAIRMAN CAREY AND MR. CAPP REGISTERED SCORES IN THE SCORE BOOK. THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED AT 9~15 P.M.
