NICHOLSON WAS SWORN IN AND GAVE A REVIEW ON THE CASE. MR. COOPER NOTED THAT IT WAS A NEW A/C UNIT BEING INSTALLED iN AN EXISTING HOME AND THAT MR. ARNOLD IS A LOCAL A/C CONTRACTOR. MR. RANDALL WAS NOT LICENSED AT THE TIME BUT HAS SINCE BEEN GRANDFATHERED IN. MR. ARNOLD WAS SWORN IN BY CHAIRMAN LAMAN. MR. ARNOLD'TOLD THE BOARD THAT HE DOESN'T PULL PERMITS, THAT USUALLY THE CONTRACTORS DO, SO YOU DON'T EVEN REALIZE YOU NEED TO PULL ONE. MR."COOPER SAID THAT SINCE THERE WAS NO GC ON THE JOB THAT MR. ARNOLD SHOULD HAVE PULLED THE' PERMIT. MR. ARNOLD STATED THAT IT WAS A SMALL JOB, AND SINCE THE OTHER ELECTRICAL CONTRACTORS WERE BUSY, HE CALLED RANDALL AND THAT HE DID NOT EVEN THINK TO ASK IF HE WAS LICENSED. ATTORNEY WEATHERSPOON TOLD THE BOARD THAT MR. ORESKY RECEIVED A PHONE CALL FROM A WOMAN WHOSE'WATER HEATER WAS FLOODING. SHE HAD CALLED OTHER PLUMBERS THAT WOULDN'T COME. ORESKY SAID HE NEVER WORKED IN SEBASTIAN AND THAT HE DID NOT REALIZE THAT THIS JOB WAS IN THE CITY. HE DID GET LICENSED IN THE CITY OF SEBASTIAN AS SOON AS HE WAS INFORMED HE NEEDED A LICENSE HERE. ~ OF ~ACT MOTION BY VICE CHAIRMAN CAPP, SECONDED BY MR. CAPP AND MR. NASON WERE SWORN IN BY CHAIRMAN LAMAN. MR. NICHOLSON GAVE A REVIEW OF THE CASE. MR. CAPP READ A LETTER DATED 6/11/93 TO THE BOARD. MR. CAPP TOLD THE BOARD THAT MR. NASON USE TO OWN KADAN GLASS WHO HE HAD DONE A LOT OF BUSINESS WITH IN THE PAST AND THAT ANDY FERRIS WAS HIS RIGHT-HAND MAN. WHEN MR. NASON SOLD THE BUSINESS AND STARTED ANOTHER ONE, MR. FERRIS WENT TO.WORK FOR HIM. AT THE TIME KADAN GLASS WAS IN BUSINESS, GLASS AND GLAZING WAS NOT A LICENSED TRADE SO HE DID NOT REALIZE THEY HAD TO BE LICENSED NOW. SINCE MR. CAPP HAD DEALT WITH THEM FOR OVER TEN YEARS~ HE NEVER THOUGHT TO QUESTION THEIR BEING LICENSED. MR. NASON STATED THAT ALL THE CONTACTS WERE THROUGH MR. FERRIS. FINDINGS OF FACT - MR. CAPP MOTION BY MR. HANEY, SECONDED BY MR. J. SMITH FOR DISCUSSION THAT WE TAKE NO FURTHER ACTION ON THIS CASE. MR. HANEY SAID THE ORIGINAL CONTRACT DID NOT HAVE ANY STORE FRONT GLASS. CHAIRMAN LAMAN FELT THE BOARD WOULD BE DOING A DIS-SERVICE TO MR. CAPP. MR. CAPP SAID HE WAS GUILTY, ALTHOUGH NOT INTENTIONALLY, AND' A SPECIAL FINE SHOULD NOT BE MADE. MR. SHOYER ASKED THE BOARD. TO TRY TO COME UP WITH A SOLUTION ON HOW TO PROTECT THE PUBLIC. NORMA DAMP TOLD THE BOARD THAT THE PROBLEM WAS WOR.~.MANSHIP, NOT MATERIAL. SHE FELT BONDING WOULD HELP CONTROL THE WORKMANSHIP. MR. COOPER SAiD THAT WORKMANSHIP, IN SOME CASES, ASSO DEALT WITH CODE. DISCUSSION: SANTO $. ROMANO MR. ROMANO WAS ASKING THE BOARD TO APPEAL A DECISION THAT WAS MADE ON A VIOLATION HEARING AT THE SEPTEMBER MEETINO,~ MR. ROMANO HAD A COPY OF HIS OCCUPATIONAL LICENSE SHOWING HIM TO BE A CONCRETE: PLACING & FINISHING CONTRACTOR. AT THE LAST MEETING THE BOARD SAID HE HAD A COMP CARD FOR GUNITE ONLY. IT WAS AN ERROR ON THE OCCUPATIONAL LICENSE.. MOTION BY MR. HANEY, SECONDED BY MRS. ENLOW THAT THE'ACTION TAKEN AGAINST SANTO J. ROMANO, THAT IN VIEW OF THE EVIDENCE, THE CASE BE DISMISSED.
