PRESENT: DON LANGLOIS, LUCIEN RIZZIO, HUSTON TRIPP, GREG PALMER, 'JIM HARRIS, JOHN CALMES AND CHAIRMAN ED PALUCH AFTER A VERY LENGTHY DISCUSSION REGARDING WHAT TRADES ARE REQUIRED TO BE STATE REGISTERED, iT WAS STATED THAT WHESCATAGORIES OF GENERAL CONTRACTORS, RESIDENTIAL CONTRACTORS, ELECTRICALCONTRACTORS, AiR CONDITIONING CONTRACTORS, PLUMBING CON- TRACTORS AND SWIMMING POOL CONTRACTORS ARE REQUIRED B~ THE~!iSTATE TO BE STATE RE- GISTERED~, IT WAS THE BOARDS RECOMMENDATION THAT ALL OTHER SPECIAL SUB~EONTRACTORS WHO MEET THE CITY'S REQUIREMENTS AND QUALIFICATIONS NOT BE REQUIRED TO REGISTER WiTH THE STATE AND BE ISSUED A CITY'S REGISTRATION SUB-CONTRACTORS LICENSE. ED,¥PALUCH~ CH~IRMAN.;REQUESTEDYTH~T'THEYBUARD:SECRETARY WRITE TO THE STATE REQUESTING THAT THEY DEFINE THE SPECIFIC CATAGORIES REQUIRING STATE REGISTRATION. MOTION BY JIM HARRIS, SECONDED BY GREG PALMER, THAT WE LEAVE THE' REGISTRATION UP TO THE STATE ANDi~NOT BE BURDENED WITH REGISTRATION/~IN THIS DEPARTMENT. IF APPLICANTS MEET OUR QUALIFICATIONS OTHER THAN REGISTRATION, THEY BE LICENSED. MOTION WITHDRAWN BY MR. HARRIS, SECOND WITHDREW BY GREG PALMER. MOTION BY JIM HARRIS, SECONDED BY GREG PALMER, THAT WE NOT EXCEED THE STATE STATUTES AND REGISTRATION AND ONLY NEED REGISTRATION FROM THE CATAGORIES IN WHICH THE STATE REQUIRES. MOTION CARRIED. CHAIRMAN PALUCH, RECOMMENDED THAT J.W. SAWYER, LAWN SPRINKLING REPAIR AND INSTALL- ATION AND(J.S. LAWN SERVICE) 1984 PLAMER DRIVE, MELBOURNE, FLORIDA 32935'~BE APPROVED FOR A SPECIALTY SUB-CONTRACTORS REGISTRATION LICENSE. MOTION BY HUSTON TRIPP,SECONDED BY DON LANGLOIS, TO NOMINATE JIM HARRIS TO BE CHAIRMAN OF THE SEBASTIAN CONSTRUCTION BOARD. MOTION BY JOHN CALMES, SECONDED BY DON LANGLOIS, TO CLOSE NOMINATIONS. THE MEETING WAS TURNED OVER TO JIM HARRIS, NEWLY APPOINTED CHAIRMAN. MOTION BY ED PALUCH, SECONDED BY JOHN CALMES, THAT WE ISSUE MR. SAWYER HIS LICENSE AND START A NEW CATAGORY AS SPECIFIED ON HIS APPLICATION. (TENNIS-COURT) MOTION CARRIED. MOTIONBY HUSTON TRIPP, SECONDED BY ED PALUCH TO ACCEPT THE APPLICATION FOR CHESSER'S SEPTIC TANK INSTALLATION. MOTION CARRIED. A BRIEF DISCUSSION FOLLOWE$ REGARDING APPLiCANTSBE~G-.i~PRESENT DURING THEIR .APPLICATION REVIEW.....,~'3 CHAIRMAN HARRIS FELT IT SOME TIMES CREATES A BURDEN ON PEOPLE ESPECIALLY IF THEY LIVE OUT OF TOWN.AND SUGGESTED THAT THIS BE WAIVED AND ONLY REQUEST THEIR PRESENCE IF THEIR LICENSE!HAS LAPSED. MOTION BY ED PALUCH, SECONDED'BY HUSTON TRIPP, TO?WAIVE THE RULE THAT APPLICANTS BE PRESENT DURING THE REVIEW OF THEIR APPLICATION AND ONBY APPEAR IF THEIR LICENSE HAS LAPSED. MOTION CARRIED. MOTION.BY HUSTON TRIPP, SECONDED BY DON LANGLOIS, TO ACCEPT THE RENEWAL LICENSE OF ROBERT G. DE SILVA, TRIPPLE "A" INSULATI~Ni~". MOTION CARRIED. MOTION BY ED PALUCH, SECONDED BY DON LANGLOIS, TO APPROVE MR. PISANO'S APPLICATION TO TAKE THE BLOCK EXAM IN JANUARY, L(*#. MOTION CARRIED. MOTION BY ED PALUCH, SECONDED BY DON LANGLOIS,.THAT WE APPROVE THE LICENSE FOR INDIAN RIVER SOD, JOHN KENTON, AS A SOD AND LANDSCAPING CONTRACTOR. MOTION CARRIED. MOTION BY HUSTON TRIPP, SECONDED BY ED PALUCH,THAT THE iTEM OF AN OPERATING STATEMENT BE ADDED TO THE AGENDA FOR DISCUSSION. MOTION CARRIED. HUSTON TRIPP,REPORTED THAT IT HAS BEEN BROUGHT TO HIS ATTENTION THAT EUGENE DOTY, JR., E. DOTY ELECTRICAL CONTRACTOR HAS BEEN OPERATING IN THE CITY WITHOUT A VALID LICENSE, SINCE HE WAS USING A QUALIFIER, WHO NO LONGER QUALIFIES HIM, HE HAS REGISTERED WITH THE STATE USING HIS OWN NAME AS BEING THE~iQUALIFIER AND THAT HE HAS NEVER TAKEN A MASTER ELECTRICAN BLOCK EXAM. AFTER SOME FURTHER DISCUSSION, IT WAS THE OPINON OF THEBOARD THAT MR. DOTY GO THROUGH THE PROPER CHANNELS WITH THE STATE BEFORE THE CITY TAKES ANY PERMANENT ACTION~ 2 SEBASTIAN CONSTRUCTION BOARD MEETING - OCTOBER ~ 1982 HUSTON TRIPP REPORTED THAT MR. DOTY WAS NOTIFIED BY LETTER DATED AUGUST 27, 19'82 THAT HIS CURRENT QUALIFIER WOULD NO. LONGER QUALIFY HIM AND THAT HE WOULD HAVE TEN DAYS TO GET ANOTHER QUALIFIER, SO FROM THAT POINT ON THERE SHOULD NOT HAVE BEEN ANY MORE PERMITS ISSUED. CHAIRMAN HARRIS, APPOINTED HUSTON TRIPP TO CHECK TO~ SEE IF ANY MORE PERMITS WERE ISSUED SINCE THE EXPIRATION OF HIS. QUALIFYER. MOTION BY HUSTON TRIPP, SECONDED BY JOHN CALMES, THAT THE SEBASTIAN BUILDING DEPARTMENT BE3~NOTIFIED THAT EUGENE DOTY, E~'DOTY ELECTRIC, NOT BE ISSUED ANY ELECTRICAL PERMITS UNTIL THE QUALIFYER OF HIS COMPANY THE PROPER ORDER OF MATERIAL. MOTION CARRIED. A BRIEF DISCUSSION FOLLOWED, REGARDING THE GRANDFATHER CLAUSE AND WHEN IT BECAME EFFECTIVE, SINCE JOHNNY~$__.POOL SERVICE HAS REQUESTED TO BE LICENSED MOTION BY ED PALUCH, SECONDED BY .'.'~.. -.-..'. ~..._ '- 3~_-.T THE CHaTRmaM amPnrmT ~ COmMITTE3~_ TO REVIEW THE TAPES, RENDERING AN OPINION AS TO WHETHER IN FACT JOHNNY'S POOL SERVICE DID ASK OR REQUEST AND WAS DENIED A GRANDFATHER LICENSE. MOTION CARRIED. THE COMMITTEE CONSISTS OF LUCIEN RIZZIO, HUSTON TRIPP AND ED PALUCH. JIM HARRIS STATED THAT AFTER THE COMMITTEE REVIEWS THE TAPE, MR. COOPER WILL BE NOTIFIED OF THE NEXT MEETING SO HE CAN ATTEND. JOHN CALMES REPORTED THAT SINCE THERE ARE SOME DISCREPANCIES IN THE PROPOSED INCOME FOR THE NEXT FISCAL YEAR THAT WE GET A MONTHLY AND YEAR TO DATE LINE ITEM BUDGETARY REPORT. ED PALUCH REPORTED THAT AS A MEMBER OF THE AIRPORT COMMITTEE, HE INITIATED THE PROCEDURE OF MAILING OUT POST CARDS TO INFORM BOARD MEMBERS OF SCHEDULED MEETINGS? AND SUGGESTED THAT THE CONSTRUCTION BOARD USE THIS PROCEDURE ALSO. MOTION BY ED PALUCH, SECONDED BY HUSTON TRIPP, TO USE PREPRINTED POST CARDS TO INFORM ~O_]~2{D MEMBERS OF MONTHLY MEETINGS. MOTION CARRIED. CHAIRMAN HARRIS, RECOMMENDED THAT THE?SUBJECT OF ABSENTEEISM OF BOARD MEMBERS BE DISCUSSED AT THE NEXT MEETING SINCE, IT IS SET OUT IN THE ORDINANCE THAT ANY MEMBER MISSING 3 CONSECUTIVE MEETINGS, TOTAL OF 6 MEETINGS IN A CALENDAR YEAR, THE MEMBER BE REMOVED FOR UNEXCUSED ABSENCES. HUSTON TRIPP RECOMMENDED THAT A COMMITTEE BE SET UP TO REVIEW ALL FILES TO INSURE THAT ALL PROPER QUALIFIERS ARE LICENSED. CHAIRMAN HARRIS, APPOINTED HUSTON.TRIPP, GREG PALMER, ED PALUCH, DON LANGLOIS, TO REVIEW ALL APPLICATIONS, REGARDING PROPER QUALIFYING INFORMATION. Sebastian Construction Board, M E M 0 As you are aware, effective September 7, 1982, Bernard Zimllnghaus is no longer the qualifier for Eugene Dory, Jr. Application has been received by the board for Mr. Dory amd a qualifier. This application was tabled, during the meeting of October 4, 1982, for a number of reasons. The board has determined that Mr. Doty will not be permitted to pull any permits until his application has been approved and he is issued a license.
